Citizens’ offices that issue ID cards in Germany

Compare photo options, appointments and collection by city

You normally apply for the Personalausweis at the citizens’ office where you are registered, and each city sets its own way of working. Appointment rules, photo arrangements and the handover of the finished card vary from office to office. If you have an old card, take it with you.

Book a slot online, or ask at reception about the few walk-in places kept for urgent cases.

Bring the old ID or passport and, where applicable, a birth or name-change certificate; first applications after naturalisation also require citizenship evidence. Use a certified photo studio’s retrieval QR code or a suitable municipal photo terminal; paper photos and scans are not accepted. For young children use a certified photographer and confirm requirements before visiting. The national basic ID-card fee is €46 from age 24 or €27.60 below 24; authority-taken photos and certain other services cost extra. Ask about a discretionary reduction if you cannot afford the fee: receiving SGB (German Social Code) II or SGB XII benefits alone does not automatically establish an exemption.
