Build the right university application in Germany

The programme, institution, qualification country, applicant group, and admission mode determine the required application chain.

Build one row per programme. Record the institution, degree, subject, campus, semester, teaching language, admission mode, applicant group, portal or portals, document destination, deadline, and final decision-maker. Use the Higher Education Compass to find programmes at state and state-recognised institutions and distinguish unrestricted, locally restricted, nationwide restricted, and aptitude-selection routes. Then verify every field on the institution's current programme page.

Direct application means the institution receives and evaluates the file in its own portal. A standard uni-assist route means My assist checks international qualifications and the institution's instructed criteria, then forwards a complete eligible file. The university still decides admission. Some universities instead require a Vorprüfungsdokumentation. In that branch, uni-assist issues a VPD and the applicant must make a second, direct application to the university before its deadline.

Hochschulstart coordinates specified nationwide restricted and many locally restricted programmes. Depending on applicant group and programme, registration can be followed by a Hochschulstart application, a university application, a uni-assist application using BID and BAN, or a combination. Prioritising several DoSV applications is substantive because the coordination rules use the preference order.

Qualification and programme branches

For a first degree, test whether the foreign school qualification gives a general or subject-restricted Hochschulzugangsberechtigung. Some applicants qualify only after defined prior university study or after a Studienkolleg and Feststellungsprüfung. The institution makes the final assessment; DAAD and anabin results are planning tools, not an admission promise (requirements overview).

A master's route normally requires a qualifying first degree plus programme-specific subject content, credits, grade, language, and sometimes work, test, portfolio, references, or motivation. It is not merely a second bachelor application. State-examination, teacher-training, dual, continuing-education, and cooperative programmes can have additional bodies or contracts.

Music, art, design, sport, and other aptitude routes can require a portfolio, pre-selection, audition, practical or aptitude examination, and separate dates. A strong aptitude result does not necessarily waive the HZB unless the relevant Land and institution rule says so.

Choose direct filing only when the programme page says so; standard uni-assist when it will forward the file; VPD plus university when both steps are required; Hochschulstart plus every stated partner portal for coordinated admission; Studienkolleg when the qualification permits preparatory rather than direct entry; master's only when the prior degree meets the subject rule; and the aptitude branch when every artistic or practical stage is completed. If the programme is not recognised, not offered for that semester, or does not fit the qualification, choose a verified alternative rather than paying an agent to force the wrong route.

Eligibility

Test the Entrance Qualification, Prior Study, Subject Match, Grade, Language, Applicant Group, and Programme Prerequisites

Admission starts with formal eligibility, then applies programme selection and any applicant-group quota or ranking.

For bachelor and state-examination entry, identify the complete qualification chain: school-leaving certificate, subjects and grades, any national university entrance examination, and completed university study. The result can be general direct admission, subject-restricted direct admission, Studienkolleg access, eligibility only after additional study, or no current route. Do not call this professional degree recognition. It is assessment of the Hochschulzugangsberechtigung for admission.

Use the DAAD admission database or anabin for an initial result, then ask the named university or its instructed evaluator about ambiguous country, curriculum, international-school, distance-study, transfer, or interrupted-study histories. The university makes the final admission decision. A certificate that permits university at home does not always provide unrestricted German entry.

For a master's, compare the programme's admission regulation with the transcript module by module. Check degree level, institution status, minimum credits, subject-area credits, thesis, methods, mathematics, laboratory or programming content, converted grade, and whether a final certificate may arrive after application. A related degree title alone does not prove the content match. Continuing master's programmes can require employment history and charge tuition.

Separate proof from ranking

The programme decides the teaching-language level and accepted proof. German-taught programmes commonly accept defined results such as DSH, TestDaF, DSD, or Goethe certificates, but the score and submission stage vary. English programmes can specify IELTS, TOEFL, Cambridge, or particular medium-of-instruction proof. An exam booking, course attendance, nationality, or earlier English subject is not automatically sufficient (language proof).

Add every non-HZB prerequisite: aptitude test, portfolio, audition, TestAS, internship, work experience, CV, motivation, recommendations, GRE or GMAT where used, subject-specific entrance test, medical evidence, police check, dual-study employer contract, or prior registration. Note both the completion date and evidence deadline.

Applicant grouping can affect the route and ranking. German and equivalent applicants, EU or EEA applicants, non-EU applicants, recognised refugees, graduates seeking a second degree, hardship applicants, minors, transfer students, and applicants for higher semesters can face different quotas and forms. Immigration status does not itself create academic eligibility, and academic admission does not create a visa or residence right.

Finally separate formal eligibility from selection. An unrestricted programme can enrol everyone who meets conditions by the enrolment deadline. A restricted programme ranks eligible applicants using published criteria and capacity. An NC is an outcome of competition, not a permanent guaranteed threshold. Get ambiguous conditions confirmed in writing by the admission office before paying for translations, tests, VPD, or travel.

Documents

Build the Complete Certificate, Transcript, Grading, Translation, Language, Identity, APS, VPD, CV, and Portfolio File

Every record must match the programme checklist, country rules, accepted format, and portal destination.

Create a master index, then a checklist for each programme. The core first-degree file usually contains the complete school-leaving certificate, every subject and grade page, the certificate for any national entrance examination, and official transcripts and diplomas for all prior university study. A master's file normally adds the qualifying degree, full transcript, diploma supplement, module descriptions if requested, thesis information, and official grading scale.

An official grading scale must show the system used for the degree and the minimum passing and maximum grades. If it is not printed on the transcript, obtain the issuing university's official regulation, signed statement, or stable website evidence. An informal converter, Wikipedia page, or applicant-created table is not proof (education records).

Upload certificates in their original language. Where required, add a German or English translation by a sworn or court-authorised translator or an authorised department of the issuing institution. An ordinary uncertified agency translation is not accepted by uni-assist. A translation never replaces the original-language record (translation standards).

Add programme and country evidence

Add the exact accepted language certificate and score report, passport identity page, current names and contact details, CV, motivation letter, recommendations, employment or internship proof, portfolio, audition upload, test result, and applicant-group evidence only where requested. Follow current country notes for special verification, certification, entrance-exam, APS, embassy, or issuer-transmission requirements. APS is not a universal document; it applies only when the country and procedure require it.

A VPD is issued for a specific university and reports qualification evaluation and German grade. It normally remains valid one year, but must be uploaded with the later direct application before the university deadline (VPD rules). Do not upload a receipt for ordering it as if it were the VPD.

For a pending final degree, ask whether the programme accepts an official provisional certificate. If yes, obtain a signed statement of expected award, completed credits, current grade, and anticipated issue date in the required form. If records are unavailable because of conflict, displacement, closure, or another serious barrier, contact the university or uni-assist before the deadline for its alternative-evidence process. Never invent grades or edit a transcript.

Check format separately: scan quality, colour, full edges, page order, file size, naming, certified-copy requirement, verification link, original posting, and whether documents must be sent directly by the issuer. Do not post originals unless explicitly required and receipted.

Final consistency review: names, birth date, prior names, institution names, study dates, credit totals, degree title, grading scale, language score, passport, portal fields, CV, and motivation letter all agree. Explain transliteration, marriage, duplicate transcript, transfer credits, or calendar differences with authoritative evidence. Save exact submitted files, portal receipts, payment proof, messages, and screenshots of the live checklist.

Application Steps

Complete each dependency in order and keep proof that the right body received a complete file by its deadline.

  1. Build a verified shortlist. Use the Higher Education Compass, DAAD, and each institution's official site. Confirm that the institution is state or state-recognised, the programme is approved or accredited, the exact semester is open, and the degree fits the goal. Save the dated programme page and admission regulation.

  2. Run an eligibility pre-check. Record HZB result, subject scope, prior-study condition, master's content, grade, language, aptitude, work, and applicant-group rules. Send focused questions to the International Office or admission office before paying where the result is ambiguous.

  3. Create a route sheet. For each programme, list direct university, uni-assist standard, VPD plus university, Hochschulstart or DoSV, and any portfolio or audition portal. Record BID and BAN where a linked DoSV application needs them. Never infer that a My assist listing removes a second university step.

  4. Order evidence early. Obtain fresh official certificates, complete transcripts, grading scale, translations, language tests, country verification, APS where applicable, CV, motivation, references, work proof, and portfolio. Check certification and issuer-direct rules.

Submit each required application

  1. Open accounts with consistent personal data and a secure email address. In My assist, create a separate form for every chosen programme, upload the shared and course-specific files, pay the full charge, and submit. Follow the current six-step uni-assist workflow. A saved draft, uploaded document, or bank transfer alone is not submission.

  2. Complete the second handoff. For a VPD, download it and apply directly to the university with all requested materials. For DoSV, finish registration, enter linked identifiers into the university or uni-assist portal where required, submit all applications, and set a deliberate preference order. For a direct route, complete the university's portal and any required signed or postal stage.

  3. Capture proof. Save the final summary, timestamp, applicant number, programme, semester, payment, document list, and portal status. If post is required, use trackable delivery and keep the exact envelope contents. Never send the only irreplaceable original without written instructions.

  4. Monitor every account and email. Respond to missing-document notices before the applicant deadline. uni-assist can continue evaluating a timely complete file after that deadline, but it cannot cure applicant incompleteness after the cutoff. A forwarded file is not an admission.

  5. Manage offers. Read the acceptance deadline, conditions, DoSV coordination rules, and consequences for lower-priority offers. Accept through the prescribed channel and save proof. Decline only after understanding whether the action is irreversible.

  6. Enrol separately. Upload admission, identity, insurance reporting, prior deregistration, payment of semester contribution or tuition, visa or residence evidence where requested, and any certified originals by the enrolment deadline. Obtain the enrolment certificate, student account, fee receipt, semester ticket information, orientation schedule, and next immigration, housing, insurance, and registration tasks.

Costs and Timing

Application charges are only one part of the pre-admission budget, and no national average fits every programme.

List costs by programme and stage. Direct applications and Hochschulstart registration are often free, but the institution can charge for an aptitude process, test, portfolio review, late replacement, or continuing programme. Read the exact fee notice rather than assuming all public-university applications cost nothing.

As checked on 25 August 2026, uni-assist charges EUR 75 for the first chosen programme in one semester and EUR 30 for each additional chosen programme. The standard and VPD routes cost the same, the charge is due again for a later semester, and it is payable regardless of evaluation outcome. Some universities pay the applicant's handling fee, which appears in My assist (current handling fees).

Add bank and currency-conversion charges, especially for an international transfer. Confirm that the credited amount covers the full handling fee before the deadline. A payment initiated on time is not useful if the required submitted application and proof are missing.

Price the evidence and post-admission stages

Budget official certificates, sealed transcripts, grading statements, certified copies, sworn translations, legalisation or verification where required, APS or another country-specific process, language examinations, TestAS, GRE or GMAT, portfolio materials, audition travel, courier, internet access, and repeat attempts. Compare only recognised providers and check score-report or issuer-transmission charges.

After admission, expect the semester contribution, any tuition, health insurance, visa or residence fee, blocked-account or guarantee costs, travel, housing deposit, first rent, study materials, and initial living reserve. Many public bachelor and consecutive master's programmes have no tuition, but private institutions, continuing programmes, non-EU tuition in Baden-Württemberg, and institution-set non-EU fees in Bavaria are important exceptions. Current semester contributions and living-cost estimates must be checked per institution (study costs).

Timing is also a cost. uni-assist commonly cites four to six weeks for evaluation, while live processing estimates vary by certificate region and workload. It recommends applying at least eight weeks before the deadline. A VPD needs evaluation time plus a later university submission. Language testing, APS, issuer verification, portfolio review, auditions, visa processing, and housing can each start earlier than the main application window.

Request written refund and withdrawal terms before paying. A negative evaluation does not normally refund the uni-assist fee. Avoid agents promising guaranteed admission, a paid priority lane, special access to uni-assist, a late-document exception, a purchased language certificate, or a recognised private university without verifiable status. The official portals do not need a broker.

Maintain a budget with quoted amount, currency, expiry date, payer, deadline, refund condition, and proof. Include an alternative-semester reserve because a missed or unsuccessful round can repeat tests, translations, and application charges.

Deadlines and Next Steps

The exact programme deadline controls, while evaluation, acceptance, enrolment, and immigration each have separate clocks.

Ignore any calendar that starts with a single German deadline. Many programmes use 15 July for winter entry and 15 January for summer entry, but master's, Studienkolleg, preparatory language, aptitude, artistic, international, higher-semester, and applicant-group deadlines often differ. Some programmes admit only in winter. The current programme page and admission regulation control.

Work backward from the earliest required cutoff. Reserve time for qualification clarification, issuer records, country verification or APS, translation, certification, language examination and result, portfolio, aptitude registration, VPD, portal opening, payment clearance, and corrections. uni-assist advises filing at least eight weeks early and requires the complete submitted online form and required documents before the university's deadline (deadline guidance).

For a VPD, allow the stated four to six weeks plus contingency, then complete the university application before its own deadline. The VPD is valid for one year from issue, but validity does not override a missed application round. Recheck that the university still requires it and accepts that issue date.

Know what preserves each stage

Proof of timely action is the portal's submitted status and timestamp, application identifier, programme and semester, uploaded-document record, and credited payment where required. A draft, screenshot of an error, pending bank transfer, unopened support ticket, or appointment after the deadline is not equivalent. Save PDF summaries and messages outside the portal.

Monitor missing-document cutoffs. For standard uni-assist processing, a complete timely file can be evaluated and forwarded after the applicant deadline. If it was incomplete at the deadline, later documents generally do not repair that round. The VPD branch remains different because the applicant still must submit the finished university application on time (submission rules).

After an offer, calendar acceptance, DoSV coordination, enrolment, original-document inspection, semester contribution or tuition, health-insurance electronic notification, and any condition such as final degree or language proof. These dates can be days rather than months apart. Failure to enrol can forfeit the place even though the admission letter remains in the account.

For a third-country applicant, begin the visa or student-applicant visa process as early as the official mission allows. Admission does not guarantee a visa or extend current lawful stay. Arrange funding proof, health cover, housing strategy, travel, address registration, and residence appointment separately. EU and EEA students skip the study visa but still complete enrolment, insurance, housing, and local registration tasks.

Backward checklist: research one year to six months ahead; order country and language proof early; request VPD well before the round; submit complete applications at least eight weeks early where possible; monitor until decision; accept and enrol immediately within stated dates; then finish funding, visa, insurance, housing, travel, orientation, and arrival. Rebuild the plan after deferral, programme change, missed semester, graduation delay, job change, family change, or departure.

Problems and Remedies

Identify whether the problem belongs to the evaluator, coordinator, university, test provider, or court before the remedy deadline runs.

First identify the failed handoff. A wrong portal, unpaid fee, My assist draft, missing VPD, absent BID or BAN, incomplete university form, unprioritised DoSV offer, or missed enrolment are different problems. Export the account status, timestamp, programme, semester, applicant number, payment, uploaded files, error message, emails, and the rule that applied on the deadline date.

If documents are missing while the deadline remains open, upload them immediately in the prescribed destination and confirm the status. If the cutoff has passed, ask for a written decision rather than sending files randomly. uni-assist states that missing proof can be added only before the deadline and recommends applying early enough to correct the file. A standard complete timely file can continue processing after the cutoff, but an incomplete one cannot ordinarily be forwarded (tracking FAQ).

For a late language result or final degree, check whether the programme expressly accepts later submission, an online-verifiable result, exam registration, or provisional certificate. Do not assume another university's practice applies. Preserve the test booking and issuer delay, but understand that hardship does not automatically change a binding admission rule.

Challenge the correct decision-maker

For an incorrect uni-assist evaluation, respond through its stated contact route with the exact certificate, country rule, grading scale, translation, and explanation. A positive correction still does not grant admission. For a VPD error, also notify the university before its deadline and ask how to preserve the direct application.

For Hochschulstart status or coordination issues, use the DoSV account and support route, preserving priorities and offer history. For a university rejection, read the Bescheid. It should identify the reason and Rechtsbehelfsbelehrung, including the competent body and deadline. The available objection, review, interim relief, or court route depends on Land law and the decision. Do not rely on a generic one-month rule without reading the notice.

A capacity or ranking rejection is different from formal ineligibility. Request the selection calculation, applicant group, converted grade, bonus criteria, and whether waiting, succession, clearing, lottery, or a later round exists. For a wrong category, mistranscribed grade, ignored document, or procedural defect, make a concise evidence-backed challenge. Seek administrative-law advice quickly where a place or remedy deadline is at risk.

For silence, ask the body currently holding the file for status, missing items, and expected next action. Contact the university only after uni-assist forwards a standard application, unless the university instructs otherwise. A visa deadline does not create priority processing, so maintain alternative programmes and semesters.

Dispute duplicate or unexplained charges with the portal first, citing application and transaction numbers. Avoid chargebacks while a valid application depends on settled payment without advice. Report agents selling guaranteed admission, fake VPDs, fabricated APS or language certificates, paid appointment access, or claimed uni-assist partnerships. uni-assist states it does not cooperate with commercial placement agencies. Qualified help is proportionate for suspected fraud, discrimination, a formal appeal, urgent interim court relief, or a decision that threatens immigration status.
