Choose Between Arbeitslosengeld, Basic Security, Short-Time Work, Insolvency Pay, and EU Routes
Match the employment event to the paying body before filing overlapping or incompatible claims.
Arbeitslosengeld, often called ALG I, is an individual insurance benefit administered by the Agentur für Arbeit. It requires unemployment, registration, availability for insured work, active job search, and qualifying insurance periods. Savings and a partner's income do not normally determine this contribution benefit, although side earnings affect payment.
Match the event to the route
Grundsicherungsgeld is the tax-funded basic-security route administered by the Jobcenter. It replaced Bürgergeld from 1 July 2026. Household composition, income, assets, accommodation, residence, and employability matter. It can support someone without ALG entitlement or supplement inadequate household resources, but it does not begin automatically when ALG ends (2026 transition). Apply separately and early.
Kurzarbeitergeld protects an existing job when an employer temporarily reduces hours under the statutory process. The employer reports and applies, pays it through payroll, and remains the worker's main contact. The general rate is 60 percent of lost calculated net or 67 percent with a qualifying child. Through 31 December 2026, eligible cases can use a temporary maximum of 24 months (short-time work benefit).
Insolvenzgeld replaces qualifying unpaid net remuneration for the last three months before the insolvency event. It requires its own application to the Employment Agency, normally within two months, and can overlap in time with ALG subject to offset. It is not a general remedy for every late wage before a legally recognised insolvency event.
Placement and training services can be available before or without payment. A person whose contract will end should register as a jobseeker even if a new role seems likely. A claimant with insufficient contributions should still request an eligibility decision and check basic security, housing, family, and health-cover routes.
Cross-border cases first identify the paying state. U1 certifies insurance periods from another EU-linked state; it does not authorise travel or guarantee the German amount. U2 authorises temporary export of an already awarded benefit for job search abroad, generally for three months and only up to six if extended. Frontier workers generally claim in the state of residence under EU rules.
Health, care, and pension insurance normally continue during paid ALG. A payment interruption, Sperrzeit, private-insurance status, or foreign export needs separate confirmation. Immigration permission must allow residence and availability for employment; the Employment Agency does not extend a residence title.
Access and Eligibility

Verify every condition independently instead of assuming dismissal creates automatic entitlement.
A claimant must be without a job or work fewer than 15 hours per calendar week, be registered as unemployed, seek insured employment, and be available for at least 15 weekly hours under the agency's placement efforts. Childcare, illness, study timetable, residence restrictions, travel, or another activity can defeat availability even where contribution months exist.
Count insured periods correctly
The normal Anwartschaftszeit is at least twelve months of compulsory or voluntary unemployment insurance within the thirty months before unemployment registration and unemployment. Covered employment periods are combined. Certain sickness-benefit, child-raising, voluntary-service, and voluntary self-employed insurance periods can count. A narrowly defined short fixed-term-employment route can qualify with at least six months, subject to contract-duration and earnings conditions (entitlement rules).
A minijob normally does not contribute to unemployment insurance. A qualifying midijob does. Working-student employment often does not. Self-employed people qualify only through prior covered periods or a timely voluntary-insurance route; business closure alone creates no contribution record. Foreign EU, EEA, Swiss, or treaty periods may be aggregated under the applicable coordination rules, often evidenced by U1, but the last-insurance and residence facts still decide the paying country.
Nationality is not the benefit test, but a third-country claimant needs a valid status compatible with residence, availability, and lawful employment. A job-bound permit, expiry after dismissal, pending change, or restricted labour-market access needs immediate immigration advice. EU citizens can have separate residence implications after work ends. Students must be genuinely available beyond study obligations; a full-time course often conflicts with the test unless the facts prove otherwise.
How employment ended affects Sperrzeit. Resignation, an agreement ending work, conduct dismissal, refusal of suitable work, missed measures, inadequate job-search evidence, or late jobseeker registration can suspend payment. A qualifying important reason can prevent it, but the claimant must explain and document why a reasonable alternative was unavailable. Health-related resignation should normally be supported by timely medical advice and attempts to preserve work; workplace violations need complaints and evidence.
A redundancy settlement can also create a Ruhenszeit if notice-period and compensation rules are affected, separate from Sperrzeit. Fixed-term expiry is not voluntary, but late registration can still cause loss. Ask the Employment Agency for a written determination rather than relying on employer wording or a settlement promise.
Records and Registration
Build the Termination, Employer Certificate, Pay, Identity, Search, and Foreign-Period File
Keep proof of the employment end and proof of timely registration in one dated chronology.
Preserve the contract, amendments, fixed-term clause, termination letter and envelope, separation agreement, warning letters, works-council material, last payslips, time records, leave and compensation calculation, and employment reference. Record when and how the end became known. If health, harassment, unpaid wages, childcare, relocation, or another important reason caused resignation, retain contemporaneous medical, complaint, employer-response, and alternative-action evidence.
Collect benefit and identity records
Keep passport or ID, residence and work documents, address registration, pension insurance number, tax ID, health-insurance membership, bank IBAN, child evidence for the increased rate, and any representative authority. The online unemployment registration requires an accepted eID. A personal route can use passport or substitute identity documentation plus current registration evidence under the agency's instructions. Do not surrender the only passport or civil original without a documented legal need and receipt.
Ask each former employer to transmit the Arbeitsbescheinigung through BEA after you or the agency requests it. The employer is legally required to transmit it, and the agency sends the claimant a copy (employment certificate). Check employer, dates, contribution-bearing pay, end reason, notice, compensation, and interruptions. A reference letter or contract is not a substitute, but it can support provisional fact-finding if the certificate is delayed.
Save the jobseeker-registration timestamp, unemployment-registration record, application receipt, customer and file numbers, appointments, job-search log, applications, referrals, travel approval, sickness notices, and every change report. Record contact channel and document names rather than relying on a phone conversation. Keep the Bescheid, daily rate, duration, start, offsets, Sperrzeit or Ruhenszeit, insurance reporting, and payment statement together.
For side work, retain contract, weekly schedule, time logs, expenses, invoices where self-employed, and the electronic Nebeneinkommensbescheinigung. For insolvency, add insolvency certificate, court reference, last three payslips, unpaid-pay calculation, and administrator correspondence.
For foreign work, obtain U1 or agreement-specific period evidence from the competent institution and retain foreign contracts, payslips, employer certificates, social-insurance numbers, residence dates, frontier-worker travel pattern, and translations requested by the agency. Institutions can exchange U1 data directly, but the document can accelerate processing (EU unemployment coordination). U2 is separate proof authorising exported benefit.
Finish by matching legal name, birth date, address, employment dates, weekly hours, contribution pay, termination reason, insurance number, child status, and foreign periods across every record. Ask the issuer to correct discrepancies rather than editing evidence yourself.
Application Steps
Register as a Jobseeker, Register as Unemployed, Apply, Submit Evidence, and Stay Available
Complete the three distinct filing events and keep working through missing documents after submission.
Act when the end becomes foreseeable, not after the final salary. Jobseeker registration, unemployment registration, and the benefit application are three different events. A call, employer notification, court claim, or residence-office appointment does not replace them.
Follow the filing order
- Register as a jobseeker. Do this immediately, no later than three months before employment ends. If you learn of the end later, register within three days. Use the online, telephone, written, or personal channel offered and save proof (jobseeker deadline).
- Prepare identity and availability. Confirm the address, eID or personal-document route, health fund, bank account, work permission, childcare, working-hour availability, and desired occupations. Start the job-search log and respond to agency contacts.
- Register as unemployed. This is possible up to three months ahead and must be completed no later than the first day without employment. Online registration uses accepted electronic identity; otherwise attend the agency. Benefit cannot normally start before this registration (unemployment registration).
- Submit the Arbeitslosengeld application. Apply online or through the supported route and obtain the submission record. List every job, insured substitute period, foreign period, separation payment, side activity, illness, and prior claim accurately. Do not delay solely because the employer certificate or U1 is pending.
- Trigger employer evidence. Ask each relevant former employer to send the electronic Arbeitsbescheinigung. Compare the agency copy and correct errors through the employer and agency. Upload requested supporting records through the secure channel.
- Meet continuing duties. Attend appointments, remain reachable, document applications, report illness, start of work, side work, income, travel, move, study, retirement, parental status, and immigration changes. Obtain travel approval before leaving the reachable area.
- Audit the decision. Compare eligibility start, daily assessment, 60 or 67 percent rate, insured months, duration, child status, tax characteristics, side-income offsets, Sperrzeit, Ruhenszeit, insurance, and bank data. Calendar the objection deadline.
After any interruption, check whether a new unemployment registration is required; an interruption exceeding six weeks invalidates the earlier registration. When starting work, notify the agency and insurer but keep the offer and start proof. If the job fails quickly, re-register immediately rather than assuming the old case automatically resumes.
Amount and Costs
Calculate the 60 or 67 Percent Rate, Side Income, Tax Effect, Insurance, and Other Costs
Use the agency's statutory assessment rather than a percentage of the last bank transfer.
The agency normally calculates a daily Bemessungsentgelt from contribution-bearing gross employment pay in the assessment period, often twelve months. It deducts a statutory 20 percent social-insurance flat amount, wage tax, and solidarity surcharge to produce a calculated net Leistungsentgelt. Payment is normally 60 percent of that figure or 67 percent where the statutory child condition is met. It is not simply 60 or 67 percent of the last bank net (amount and entitlement).
Budget the full benefit period
Only pay subject to unemployment insurance enters the ordinary calculation. Minijob income, severance, sickness benefit, and other non-covered amounts are not automatically assessment pay. Tax-class data can affect the standard deduction. A special two-year comparison can help in a defined hardship case where earlier average pay was at least ten percent higher, but evidence and a timely request are necessary. Use the official calculator only as an estimate.
Benefit is paid monthly in arrears. Duration depends on age and insured months. Under age 50, twelve insured months can produce six benefit months and twenty-four insured months can produce a maximum twelve. Older claimants can receive longer durations in steps, up to twenty-four months from age 58 with forty-eight insured months. Sperrzeit can suspend payment and reduce the total entitlement.
Side work must be reported before it starts and remain below 15 hours in every calendar week. The general monthly allowance is EUR 165. Qualifying job expenses can increase it, and a previously established side activity can have special treatment. Excess net side income reduces ALG (side-work rules). A 15-hour week ends unemployment status regardless of low earnings.
Arbeitslosengeld is generally tax-free but subject to Progressionsvorbehalt and can trigger a tax-return duty or higher tax rate on other taxable income. Keep the annual benefit certificate and reserve for tax.
During paid ALG, statutory health, long-term-care, and pension insurance normally continue through the agency (insurance during benefit). Private health and pension arrangements, age-55 rules, Sperrzeit, and interruptions need individual confirmation before cancelling or allowing premiums to lapse.
Registration, application, placement, official calculators, and agency advice are free. Budget travel, application materials, document translation, private insurance gaps, tax advice, and legal help. Never pay a broker to file free public forms or promise a guaranteed award.
Deadlines and Changes
Protect Three-Month, Three-Day, First-Day, Travel, Duration, and Appeal Deadlines
Plan backward from the employment end and forward through every interruption, trip, new job, and claim expiry.
When an end date is known at least three months in advance, register as a jobseeker no later than that three-month point. When it becomes known later, register within three days after learning it. Fixed-term workers should calendar this from the contract rather than wait for a reminder. Separately, complete unemployment registration no later than the first day without work.
Maintain eligibility after approval
Calendar every appointment, response date, required application, document request, and objection deadline. Keep the agency's message-centre receipts. Report a move before it occurs because local responsibility and availability can change. Report side work before starting, including unpaid trial work and self-employment, and keep each week's hours below 15 unless ending unemployment status.
Request Ortsabwesenheit before booking or leaving. Approval depends on placement and programme needs; benefit is not ordinary paid holiday. Do not rely on an informal statement that twenty-one days are always automatic. Travel without approval can end availability, payment, insurance contributions, and registration. Report sickness promptly and follow the agency's evidence instructions. If incapacity extends beyond employment into unemployment, the correct registration date can differ.
A short new job or other interruption should be reported with its dates. If unemployment is interrupted for more than six weeks, the prior unemployment registration ceases to be valid, so complete a new one when unemployment returns. Ask how unused entitlement is preserved and whether a new qualifying period creates a combined duration within the statutory limits.
For EU job search abroad, obtain U2 before departure. The normal export is three months and may be extended to six only if the paying institution agrees. A common route expects four weeks of registration before leaving and registration with the destination employment service within seven days, subject to the authorised document (EU export conditions). Return before U2 expiry if no extension is granted. U1 proves periods and does not substitute for U2.
Several weeks before ALG ends, review remaining duration, job-search strategy, health cover, rent, family benefits, pension effects, and immigration. Grundsicherungsgeld is a separate means-tested Jobcenter claim and never starts automatically. Apply early enough for a decision and evidence gathering. Continued placement without payment is another route but does not by itself finance health insurance.
An objection to a domestic social-benefit decision is generally due within one month after notice, or three months when notified abroad. A pending objection does not automatically produce interim cash. If immediate subsistence, treatment, or housing is at risk, request an advance, provisional decision, or urgent legal protection appropriate to the case.
Problems and Help
Resolve Late Registration, Missing Certificates, Sperrzeit, Overpayment, Permit Problems, and Refusals
Correct the record quickly while protecting income, insurance, immigration, and court deadlines in parallel.
If jobseeker registration was late, submit immediately and explain when the end became known with the contract, termination receipt, or employer message. If unemployment registration was late, complete it immediately; payment normally cannot precede registration, but preserve evidence of agency closure, technical failure, incapacity, incorrect official advice, or another exceptional fact.
Correct the responsible record
If the Arbeitsbescheinigung is missing, request electronic transmission in writing and tell the agency. Submit the contract, termination, payslips, bank records, and employer correspondence so fact-finding can continue. Compare the copy when it arrives and identify each wrong date, pay amount, notice fact, and end reason. The claimant must not alter the employer certificate.
For Sperrzeit after resignation, agreement, dismissal, rejected work, missed appointment, or inadequate search, obtain the written Bescheid and underlying facts. Provide the important reason, why no reasonable alternative existed, medical or workplace evidence, attempts to resolve the problem, and dates. A Sperrzeit can last up to twelve weeks for some conduct and can also reduce total duration; late jobseeker registration normally risks one week (official Sperrzeit rules).
For a calculation dispute, audit assessment period, contribution pay, tax data, child rate, duration, foreign periods, side-income allowance, severance, Ruhenszeit, prior residual entitlement, and payment days. Request file access and the daily calculation. Report unreported work, income, travel, illness, move, study, pension, or permit changes before the agency discovers them. For an overpayment, require period, legal basis, calculation, fault finding, offset, and repayment terms; reserve money while challenging genuine errors.
If foreign periods are missing, submit U1 or ask the institutions to exchange them, showing all numbers, employers, states, and dates. If benefit export is refused or stopped, compare U2 authorisation, departure, destination registration, availability reports, and return date. For a residence-permit problem, contact the immigration authority immediately and obtain specialist advice; an agency benefit award cannot authorise work or residence.
File a domestic Widerspruch generally within one month after notice, identifying the decision and preserving receipt; notification abroad normally permits three months (objection law). Add reasons later if needed. A rejected objection can proceed to social court under the Rechtsbehelfsbelehrung.
Use free agency advice, the Jobcenter for basic security, health insurer, union, works council, migration counselling, EURES, or an authorised social association. A social-law or employment lawyer is proportionate for major Sperrzeit, severance interactions, insolvency, status disputes, urgent insurance loss, immigration risk, large recovery, or court deadlines. Bring one chronology, all receipts, decisions, calculations, and the exact correction requested.
