The institution type shapes teaching and research, while each programme and local service network controls daily study.

Germany's recognised higher education system includes research universities, universities of applied sciences, and colleges of art or music. Universities emphasise theory, methods, and research and generally hold doctoral-awarding powers. Universities of applied sciences, also called HAW or FH, emphasise practical application and commonly work closely with employers. Arts institutions organise artistic training and selection around their disciplines. A public, private, or church-run institution can be valid, but private marketing alone does not prove state recognition.

Verify the exact institution and programme in the Higher Education Compass. The database is based on information supplied by the institutions and includes state and state-recognised providers. Check programme accreditation or approval, campus, degree, teaching language, study mode, admission status, semester start, and whether professional practice later needs a separate recognition route.

A full degree, Erasmus or other exchange, visiting semester, double degree, Studienkolleg, preparatory language route, doctoral study, and short private certificate are not interchangeable. Exchange students remain tied to the home and host agreements and must clarify credit transfer. A certificate course may not create student immigration, insurance, transport, or enrolment rights equivalent to a full programme.

Know the responsible office

The Studentensekretariat or enrolment office handles matriculation, re-registration, fees, certificates, and student status. The faculty and programme advise on curriculum. The Prüfungsamt administers examination registration, attempts, grades, deadlines, recognition of credit, and formal academic decisions. The International Office handles international and exchange guidance but cannot override immigration, insurance, or examination law.

Each semester has a teaching period plus examination, break, re-registration, and sometimes orientation periods. Module enrolment and examination registration can be separate acts in different systems. A place in a course does not always register its examination. The local Studierendenwerk supports the social side of study: halls, canteens, BAföG administration in many places, social and psychological counselling, childcare, disability support, cultural activities, financial difficulty, and sometimes legal guidance (student services). The student representative body, faculty council, equality office, disability representative, ombudsperson, and anti-discrimination office have other roles.

Choose a research university for a research-heavy route or doctorate goal; HAW for a practice-focused route; a recognised arts institution for artistic study; exchange when a binding home-host agreement covers it; public study where cost and the programme fit; recognised private study only after checking recognition, fees, withdrawal, and outcomes; and the local International Office plus Studierendenwerk for arrival and daily support. If a provider is unrecognised, do not pay on the promise that recognition will come later.

Access and Eligibility

Maintain Admission, Enrolment, Free Movement or Residence, Funds, Insurance, Language, Progress, and Student Status

Academic access and lawful stay are linked in practice but decided under different rules by different bodies.

Academic access requires a valid admission or continuing enrolment under the institution's rules. Complete every condition in the Zulassungsbescheid: final qualification, language result, original inspection, semester payment, insurance notification, and deadline. A conditional offer is not proof that the condition has been met. Exchange students use their nomination and host admission route.

German, EU, EEA, and Swiss students do not use the ordinary third-country study residence permit. They still need enrolment, sufficient practical resources, health insurance, address registration, and compliance with academic rules. Family members can have their own free-movement documentation questions.

Most other nationals need the correct entry visa unless a nationality-specific exception permits application after arrival. The study route is for full-time study at a state, state-recognised, or comparable institution. It can cover linked preparatory language study, Studienkolleg, and a mandatory internship. Current official guidance states EUR 11,904 as the 2026 blocked-account proof route, while scholarships and declarations of commitment can also qualify in appropriate cases (study visa). Recheck the amount and acceptable proof with the mission or foreigners authority.

Preserve the purpose of stay

A Section 16b permit is usually issued for two years, or shorter for a shorter programme. Renewal depends on the study purpose remaining achievable within a reasonable time. The foreigners authority can consult the institution. Repeated failed examinations, no credits, prolonged absence, lost enrolment, or a programme change can therefore need early explanation and a realistic study plan (statutory study route).

Health insurance is required. The university generally needs an electronic insurer notification or an accepted private-insurance exemption status, not just a travel policy PDF. Statutory student insurance has age and semester conditions; family insurance, employment, scholarship, private cover, and study after age 30 can change the route. An exemption from compulsory student insurance can be hard to reverse during the degree, so obtain written comparison advice first.

Maintain the programme's language, attendance, practical placement, credit, and examination conditions. A valid permit does not waive academic progression. Conversely, admission or enrolment does not cure an expired visa, missing funds, or insurance gap.

Employment must fit both immigration and social-insurance rules. Third-country study permits use the statutory 140-day account with student auxiliary work treated separately and a favourable weekly calculation. EU and equivalent students have free access to work, but working more than the student social-insurance norm can change insurance and contribution treatment. Self-employment requires a separate immigration check for third-country students.

Ask the enrolment office about student status, the insurer about coverage, the Prüfungsamt about progress, and the foreigners authority about residence. Get each ambiguous answer in writing before changing programme, pausing study, working more, or relying on family status.

Records and Registration

One indexed file should prove academic status, lawful stay, health cover, residence, payments, and each registered academic obligation.

For Immatrikulation, prepare the admission decision, valid passport or identity card, entry visa or current residence evidence where applicable, complete qualification originals or accepted certified copies, required translations, final language proof, biometric image if requested, and evidence of semester contribution or tuition payment. Follow the exact programme checklist because institution and applicant-group requirements differ.

Arrange health cover with an insurer before the enrolment deadline. The statutory fund sends the required status electronically to the institution. A privately insured applicant normally asks a statutory fund to assess and transmit the exemption or insurance status in the prescribed process. Keep the fund name, sender number, date, and reference. A travel policy, foreign card, private certificate, or payment receipt alone may not complete university reporting.

After enrolment, save the Immatrikulationsbescheinigung for the exact semester, student number, student ID, portal credentials, university email, library account, semester-payment receipt, and any transport entitlement. Download records before accounts are disabled after withdrawal or graduation.

Build the residence and academic files

The residence file can include passport, visa, admission and enrolment proof, address registration, lease, current biometric photo, health insurance, funds, blocked-account statement, scholarship, declaration of commitment, transcript or progress statement, and application receipt. Ask the foreigners authority for its current list. Do not send a full financial or passport file to an unverified email address.

For housing, keep the signed tenancy agreement, Wohnungsgeberbestätigung, handover protocol, meter readings, deposit proof, rent account, inventory, and correspondence. Check whether the contract includes electricity, internet, furniture, and broadcasting contribution. A residence-hall application is not a lease.

At the academic level, archive the study and examination regulations that applied at enrolment, later amendments, module handbook, curriculum, recognition decision for earlier credit, module registrations, examination registrations, withdrawal receipts, medical certificates, grade notices, attempt counts, thesis admission, submission receipt, and final transcript. A screenshot is useful, but a downloadable confirmation or office email is stronger.

If employed, retain the contract, permit wording, time sheets, annual day-account calculation, payslips, tax ID, insurer and social-insurance notices. Scholarship and funding files need award terms, progress reports, payment statements, permitted work, and change-reporting duties.

Never hand over an original diploma, passport, residence card, or irreplaceable civil record without a written requirement and receipt. Use certified copies and secure portals where accepted. Redact unrelated information only when the recipient confirms redaction is allowed.

Final consistency check: legal name and transliteration, birth date, student and application numbers, institution, programme, semester, address, passport, residence expiry, insurer status, payment amount, module registrations, exam dates, employment hours, and funding declarations all agree. Correct the issuing record, not a copy.

Using the System

Complete Enrolment, Activate Accounts, Register Address and Residence, Plan Modules and Exams, Use Services, and Track Work

Complete the administrative dependencies first, then build a weekly and semester routine around formal academic deadlines.

  1. Complete enrolment. Upload every condition, arrange the insurer's electronic notification, pay the exact semester contribution or tuition, and submit any originals through the instructed channel. Save the status showing Immatrikulation, not merely admission.

  2. Activate university systems. Set up the student email, multi-factor authentication, learning platform, campus portal, library, student ID, payment wallet, and transport entitlement. Store recovery codes securely. Official deadlines and changes often arrive only through the university account.

  3. Arrange housing and local registration. Apply to the local Studierendenwerk early, compare halls, shared flats, and private rentals, verify the landlord and contract, and avoid advance-payment pressure. After moving into a registrable dwelling, complete Anmeldung and keep the Meldebestätigung and Wohnungsgeberbestätigung.

  4. Finish residence and insurance. Where required, file with the foreigners authority before the visa or permit expires and preserve the online receipt or Aktenzeichen. Confirm that the insurer has both active coverage and the correct student or employment status. Update each after an address, job, family, or study change.

Build the academic routine

  1. Attend orientation and academic advising. Compare the programme regulation, module handbook, recommended plan, prerequisites, credit requirements, language conditions, and maximum study rules. Decide which modules are realistic rather than copying another student's schedule.

  2. Register modules, tutorials, laboratories, placements, and examinations in every required system. Treat examination registration as a separate checkpoint. Save the confirmation, withdrawal deadline, permitted aids, room, time, attempt number, and illness procedure.

  3. Use the responsible offices. The lecturer teaches and grades; the faculty advises; the Prüfungsamt makes formal examination records; the enrolment office manages student status; the International Office helps international students; and the Studierendenwerk supports housing, food, money, childcare, social, psychological, and some legal problems.

  4. Manage work and funding. Third-country students should keep a calendar-year log of dates, hours, employer, student-assistant classification, and the calculation method under the permit. Check internships and self-employment separately. Report work or income changes to the insurer, scholarship body, BAföG office, tax administration, and foreigners authority when required.

  5. Review monthly. Reconcile rent, insurance, contribution, funding, payslips, academic registrations, credits, permit expiry, and next re-registration. Ask early when a course is failing, a result is missing, housing is unsafe, or money is running out.

  6. Re-register for the next semester by paying and completing any hold. Download the new enrolment certificate, verify continuing insurance reporting and residence validity, and register the next modules and exams. After graduation, obtain the final record and start the employment, job-search, departure, insurer, housing, and account-closure route without assuming student status continues.

Costs and Cover

Budget Tuition Exceptions, Semester Contribution, Insurance, Housing, Deposit, Transport, Broadcasting, Food, Books, and Emergencies

A realistic budget separates institution charges, recurring living costs, refundable deposits, public contributions, and emergency reserves.

Separate one-time arrival, per-semester, monthly, and emergency costs. Arrival can include visa and residence fees, travel, temporary accommodation, deposit, first rent, household items, translations, certified records, blocked-account provider charges, and an insurance transition. Do not spend the funding proof as if it were extra money; it supports the living budget.

Most public bachelor and consecutive master's programmes charge no tuition, but important exceptions include private institutions, continuing-education degrees, non-EU tuition in Baden-Württemberg, and institution-set non-EU charges in Bavaria. Every student can still owe a semester contribution for student services, administration, student representation, or transport. DAAD currently describes contributions commonly around EUR 70 to EUR 430 and living costs roughly EUR 900 to EUR 1,200 monthly, but the exact institution and city control (current cost framework).

Health-insurance cost depends on statutory student, family, voluntary statutory, private, scholarship, employment, and age status. Add long-term-care insurance. A cheaper travel policy can fail enrolment and residence requirements and leave major treatment uncovered. Ask the insurer for the full monthly rate and what changes at age 30, after the student tariff, during leave, or with employment.

Price housing and household charges

Compare Warmmiete only after identifying basic rent, operating costs, heating, electricity, internet, furniture, and annual reconciliation. A private deposit is usually up to three months' basic rent, while halls have their own terms. Apply early because low-cost rooms are scarce. DAAD's current housing guide warns against unrealistically cheap listings, absent landlords, foreign or insecure payment demands, and pressure to pay before a verified contract and viewing (housing guidance).

As checked on 25 August 2026, the broadcasting contribution is EUR 18.36 monthly per dwelling, not per person or device. One resident in a shared flat registers and the others provide that contribution number. BAföG recipients living away from parents can apply for exemption; international status or a scholarship alone does not exempt a student (broadcasting rules).

Add local transport not included in the semester contribution, bicycle costs, food, phone, books, printing, software, laboratory or excursion charges, language learning, clothing, leisure, trips home, and examination repeats. Budget the semester contribution again before re-registration and retain an emergency reserve for rent, health, travel, laptop failure, or funding delay.

Use institution hardship funds, Studierendenwerk social counselling, affordable canteens, student housing, libraries, second-hand materials, scholarship advice, and legally permitted work before taking high-cost debt. Avoid agents charging for free public forms, fake housing reservations, guaranteed jobs, or blocked-account access. Date every figure and rebuild the budget after moving, changing insurer, turning 30, changing work, losing funding, or extending study.

Changes and Transitions

Manage Re-Registration, Exams, Residence and Insurance Renewal, Programme Changes, Work, Leave, Graduation, and Departure

Every semester and life change can affect academic status, residence, insurance, funding, housing, and employment differently.

At the start of each semester, write down re-registration, fee payment, module selection, examination registration and withdrawal, placement, thesis, residence, insurance, scholarship, housing, and employment deadlines. Save completion proof outside the university portal. A calendar reminder is not proof that the office received the action.

Re-registration normally requires payment of the exact semester amount and clearance of holds by the institution's deadline. A missed deadline can produce a late fee or exmatriculation. Download the new Immatrikulationsbescheinigung and verify the student ID, transport entitlement, insurer report, and programme data.

Register examinations separately and follow the regulation for withdrawal, illness, disability accommodation, attempt limits, grade objection, and thesis submission. A medical certificate obtained too late or sent to a lecturer instead of the Prüfungsamt can fail the formal rule. Keep the examination-office receipt.

Coordinate status changes before acting

File residence renewal before the permit expires using the accepted portal or office channel, with admission or enrolment, progress, funds, insurance, passport, address, and fee. Save the submission timestamp and Aktenzeichen. Do not assume an appointment request alone preserves status. Section 16b renewal depends on the degree remaining achievable within a reasonable period, so obtain an academic progress letter early after delay.

Before changing programme, institution, study level, full-time status, or taking leave, ask the Prüfungsamt, enrolment office, insurer, funding body, and foreigners authority. An academically permitted change can still alter the residence purpose, study-progress assessment, insurance, scholarship, or recognised credits. Record the withdrawal date from the old programme and enrolment in the new one without an unintended gap.

Report address, landlord, insurer, employment, income, marriage, separation, child, serious illness, disability, and funding changes to each body that needs them. Turning 30 or moving beyond the statutory student-insurance branch requires advance insurance planning. A job change affects the third-country work account and can change payroll or social insurance.

After the final examination, determine the legal graduation date, exmatriculation date, card and account shutdown, insurance reclassification, housing eligibility, and permit transition. Current federal guidance provides up to 18 months for qualifying graduates to seek skilled employment after a German degree, but the application and funds still need action before the student title ends (post-study route).

For departure, deregister the address where required, close or transfer broadcasting contribution, notify insurer, foreigners authority, bank, employer, scholarship body, landlord, tax office, and university alumni or transcript service. Recover the deposit through a signed handover and keep German records accessible. For cross-border exchange or mobility, verify both institutions' credit, insurance, visa, funding, and reporting rules before travel.

Gaps, Complaints, and Help

Resolve Unrecognised Study, Missed Enrolment, Exam Failure, Funding or Housing Crisis, Work Breach, Discrimination, and Appeals

Protect housing, health, lawful stay, and formal academic deadlines while the right office reviews the underlying problem.

If a private provider or programme appears unrecognised, stop new payments and verify the legal institution and exact programme in the Higher Education Compass and the relevant Land authority. Preserve advertisements, contract, invoices, accreditation claims, advice, withdrawal terms, and learning records. State recognition of an institution and accreditation of a programme are separate from recognition for a regulated profession.

For missed enrolment or re-registration, contact the enrolment office immediately with the admission, payment, insurer transmission, technical error, and timestamp. Ask for a written decision and remedy instructions. Do not assume a lecturer or International Office can reinstate student status informally. Notify the insurer and foreigners authority if exmatriculation or a gap threatens coverage or residence.

For an examination failure, distinguish disagreement with academic judgment from a procedural error: wrong attempt count, ignored accommodation, illness, missing submission, bias, calculation, or breach of examination rules. Obtain the written grade or Bescheid, examination file access where available, regulation, marking record, and Rechtsbehelfsbelehrung. Contact the Prüfungsamt and student advice quickly. Formal review, objection, or court deadlines depend on the Land and institution.

Stabilise urgent living and status problems

A funding gap needs a same-week budget and contact with the local Studierendenwerk social counselling, scholarship body, BAföG office where relevant, insurer, landlord, and International Office. Ask about hardship funds, emergency loans or grants, food support, fee deferral, and lawful work. Do not conceal income or borrow from an illegal lender.

For a housing scam, do not send further money or identity files. Save the listing, images, messages, payment destination, contract, and identity used. Notify the platform, bank, police, and student housing advice. For unsafe housing or illegal pressure, use tenant advice and emergency services as appropriate. Never accept a demand to pay for a viewing or keys from an absent landlord without verification.

A suspected third-country work breach requires an accurate calendar of every day, hours, job type, contract, payslip, student-assistant status, and permit wording. Stop the disputed excess and seek immigration and employment advice before changing records or making an incomplete statement. Self-employment, internships, and activity after graduation need separate classification.

For discrimination, harassment, violence, stalking, or disability-access failure, preserve messages and incidents and contact the institution's equality, anti-discrimination, disability, ombuds, security, or trusted reporting office. Use police or emergency medical help for immediate danger. Psychological counselling can be accessed through many Studierendenwerke and universities.

Escalate silence in writing with the case number, requested action, deadline, and evidence. Ask for a formal decision when rights are affected. Qualified help is proportionate for loss of residence, final exam failure, dismissal from the programme, substantial tuition dispute, fraud, discrimination, criminal allegations, or urgent court relief. The local Studierendenwerk can be the first free coordination point, but it does not replace the competent examination, immigration, insurer, police, or court authority.
