Nationality, successful German completion, job quality, salary, research form, business link, and timing select the route.
German, EU, EEA, Swiss, and equivalent free-movement graduates do not need a German post-study residence permit to stay and work. They still register residence, arrange insurance, tax, and employment normally.
A qualifying third-country graduate without a skilled offer can apply for the specific post-study job-search permit. It lasts up to 18 months, requires successful German completion, health insurance, and secured living costs, and allows any employment while the graduate seeks qualified work. It is not renewable beyond its statutory maximum.
A graduate with a qualifying offer can skip the search title. Section 18b supports academic skilled workers in qualified employment. The role must require skills normally gained in higher education or qualified training, but it need not always match the exact degree subject. Regulated professions still need professional permission.
The EU Blue Card is attractive where a job matches the academic qualification, lasts at least six months, and meets the current salary route. In 2026 the general threshold is EUR 50,700 gross annually and the lower threshold is EUR 45,934.20 for eligible shortage occupations and recent graduates, with Federal Employment Agency involvement where required. Blue Card settlement and EU mobility can be faster.
Research, business, and other search routes
A doctoral candidate compares full-time study under Section 16b with research under Section 18d or employment under Section 18b or 18g. The contract, hosting agreement, enrolment, salary, and actual doctorate structure control.
A German graduate can use Section 21 for self-employment related to knowledge acquired in the degree. Freelance and business routes also require viability, funding, tax, registration, professional permission, and insurance evidence.
The Opportunity Card is normally inferior immediately after German graduation: the specific graduate entitlement gives up to 18 months and unrestricted work, compared with the initial card's ordinary twelve months and narrower work conditions. It remains a separate fallback only after individual advice.
Recommended route: direct Blue Card when every condition is clear; direct Section 18b for other qualified offers; research title for a genuine contracted research doctorate; Section 21 for a viable degree-related business; 18-month search when no qualifying offer exists. If funds, insurance, or prospects cannot support a lawful stay, plan departure before expiry and apply later from abroad.
Eligibility

The foreigners authority decides the residence route from source-issued completion and work evidence, not graduation ceremony or employer optimism.
For the graduate search title, the applicant must have successfully completed qualifying study at a state, state-recognised, or comparable German institution. Admission, thesis submission, last examination, ceremony, diploma printing, and exmatriculation can occur on different dates. Ask the examination office for an official completion statement showing the degree and date the final result became established.
The applicant must remain lawfully in Germany and file before the study permit expires. The search route also requires health insurance and secured livelihood. Current federal guidance uses EUR 1,091 monthly in 2026 as a search-funding benchmark through accepted evidence such as a blocked account, guarantee, or reliable resources, but the local authority decides the individual file.
Any employment is permitted during the graduate search title, but the eventual long-term switch needs qualifying evidence. For Section 18b, the role must be qualified employment and the graduate must be a skilled worker with an academic qualification. A cashier job may lawfully fund the search but does not itself support a skilled-worker switch.
For the Blue Card, test degree, comparability, at least a six-month contract or binding offer, job-degree match, salary, and professional licence. The lower 2026 threshold applies only to a qualifying shortage occupation or a degree obtained within the previous three years, under the approval rules. Count guaranteed gross salary under the official method; do not assume discretionary bonus closes a gap.
Research and self-employment
A doctoral enrolment does not automatically choose the title. Research residence normally uses a hosting agreement or qualifying research contract, while a full-time doctoral programme without that employment structure can remain study. Compare work rights, funding, insurance, and settlement consequences.
For Section 21(2a), the graduate's planned activity must connect to degree knowledge. Submit business model, market, finance, qualifications, permits, clients, projected income, insurance, and tax and trade route. A hobby, speculative app, or one sham client is not a viable file. Regulated freelance professions need their licence or promise.
Family or settlement-title holders may already have broader work rights and should not switch unnecessarily. EU graduates use free movement. Opportunity Card eligibility does not remove the stronger graduate search entitlement.
Ask the institution to prove completion, foreigners authority to decide residence, professional body to decide licensing, employer to complete job documentation, and Federal Employment Agency where approval applies. Verify before paying for translation, company formation, or relocation.

Use current source-issued proof that matches one route and keep identity, dates, salary, hours, and purpose consistent across the file.
Prepare passport, biometric photo under the current local process, current residence card and supplementary sheet, registered main address, completed local form, insurance evidence, and payment method. Keep the old title; do not surrender it without a receipt.
Ask the examination office for the earliest official document confirming successful completion, degree, institution, result date, and any diploma issue timeline. Also retain transcript, diploma when available, enrolment and exmatriculation records. The local authority decides whether a signed completion statement substitutes temporarily for the diploma.
For the search title, add a twelve-to-eighteen-month budget and accepted proof of funds, health insurance beyond any ending student tariff, CV, application activity if requested, and bank or guarantee evidence. A job is not required, but the purpose is seeking qualified employment.
For Section 18b or Blue Card, add signed contract or binding offer, detailed job description, start, duration, weekly hours, worksite, guaranteed gross salary, employer declaration, degree proof, and professional licence or promise where regulated. The job title alone cannot prove qualification level or salary.
Research and business files
A research route needs hosting agreement or work contract, institution identity, project, qualification, funds or salary, and doctoral relation. A study doctorate needs admission or enrolment and study funding instead. Ask the university to separate academic supervision from the employer relationship.
A self-employment file needs degree link, business plan, market evidence, customer or intent letters, financing, cash flow, capital, qualifications, premises, health insurance, professional permission, trade or freelance classification, and tax planning. Submit realistic downside assumptions.
For every route, compare legal name, birth date, address, passport, degree title and date, employer, occupation, contract dates, salary, hours, insurance start, and current permit expiry. Ask the issuer to correct source records. Foreign records require translation or authentication only as the authority specifies; a German degree ordinarily needs no translation.
Upload through the local secure portal and retain the full submission, attachment list, timestamp, reference, fee receipt, and pending-status document. Share only necessary identity and salary material with recruiters. No employer or agent needs the applicant's online-banking login, ELSTER certificate, or original diploma.
Application Steps
Plan Before Graduation, Prove Completion, Choose the Route, File Before Expiry, Switch Before Restricted Work, and Notify Changes
Complete each dependency in order so study permission does not expire while the graduate waits for a diploma or employer document.
- Start six months before expected completion. Record permit expiry, examination timeline, diploma delay, insurance change, funds, current work days, and possible routes.
- Ask the institution for completion proof. Confirm what it issues after the final result and how quickly. Do not wait for a ceremony if an official completion statement is available.
- Choose the strongest route. Use direct Blue Card or Section 18b for a qualifying offer, research for a genuine hosting or research contract, Section 21 for a viable degree-related business, or the 18-month search title without a skilled offer.
- Prepare post-student insurance and funds. Student tariffs or family status can change at completion, age, or employment. Obtain continuous cover and an authority-acceptable livelihood plan.
- Use the local authority's current channel. The foreigners authority for the registered main residence may accept an online form, upload, post, or appointment. Pay only through the official process.
- File before the study title expires. Save the entire submission and request a Fiktionsbescheinigung or local pending-status proof under Section 81.
- Read pending work conditions. A timely application can continue the old title, which may mean the old student work limits remain until the new title is issued. Do not assume requested unrestricted work already applies.
- Search and work within actual permission. Once the graduate search title is issued, any employment is allowed during the search. Keep seeking qualified work and preserve applications.
- Switch before relying on long-term skilled permission. Submit contract, employer declaration, degree, salary, and licence. Confirm whether work can start under the existing search title or pending certificate and what conditions apply.
- Update downstream systems. Notify employer, Krankenkasse, tax and pension records, university, bank, landlord where needed, and the foreigners authority about relevant job or address changes.
Standard filing is often digital, but biometrics and card collection can require personal appearance. A representative needs proper authority but cannot replace biometrics.
After approval, inspect title section, employer or activity restriction, validity, passport number, work wording, and supplementary sheet before leaving the counter. Request correction immediately and retain the card collection and fee records.
Costs and Timing

Maintain enough cash for processing and transition without treating a future salary or speculative business revenue as available money.
Permit fees follow federal categories and local implementation. As a current example, Berlin lists EUR 100 for a first electronic academic skilled-worker permit and EUR 93 for renewal, with reduced categories and EUR 6 for a local photo terminal. Verify the actual route and authority; fees may not be refunded after substantive processing begins.
Health insurance can change materially after student status. A graduate searcher without employee cover may enter voluntary GKV or private cover. In 2026 the voluntary GKV minimum health contribution is based on a EUR 1,318.33 minimum assessment base and the selected fund's supplement, plus care insurance. Request an individual quote before graduation. Employee insurance starts only when the covered employment and reporting begin.
The 2026 graduate search funding benchmark in current federal guidance is EUR 1,091 monthly. Build a full budget for rent, deposit, health and care, food, utilities, transport, applications, residence fee, emergency, and any blocked-account provider charge. A contract starting months later does not necessarily fund the gap.
For Blue Card eligibility, the current guaranteed gross annual salary is EUR 50,700 generally or EUR 45,934.20 for specified lower-threshold cases. These are salary tests, not government charges. Compare contract duration, bonus certainty, hours, and profession classification.
Work and business entry costs
Professional recognition or licensing can add authority fees, translations, certified copies, language or knowledge tests, training, travel, and delay. A German degree reduces academic proof problems but does not waive a regulated profession's licence.
Job-search costs include CV or portfolio preparation, interview travel, clothing, equipment, credential copies, relocation, and temporary housing. Federal Employment Agency job placement and Make it in Germany listings are free. Avoid recruiters asking the graduate to pay for an ordinary job offer.
Business costs depend on legal form and activity: registration, notary or register, tax advice, chamber, professional licence, insurance, premises, equipment, accounting, VAT cash flow, and personal living reserve. Do not incorporate before residence and business viability are clear.
Plan for local processing variability and at least several months without the expected skilled salary. Submit early and ask for pending proof; paying an agent cannot buy an earlier authority decision or guaranteed approval.
Validity and Next Actions

Use the correct legal date for every transition and work backwards before a non-extendable search period or employer condition ends.
Successful completion, last examination, result notification, diploma date, and exmatriculation can differ. Ask the foreigners authority which source-issued date it uses for the graduate route and keep every record. Never calculate lawful stay from the ceremony.
Apply before the study permit expires. A timely application can preserve status under Section 81, but the submission receipt or Fiktionsbescheinigung should show the effect and work permission. Renew passport early enough that its expiry does not shorten the residence card.
The graduate search permit lasts up to 18 months and cannot be extended beyond the statutory maximum. Treat its first day as a countdown. Set route reviews at months 3, 6, 9, 12, and 15. A low-skilled job can support living costs during search but does not itself create the skilled-work route.
A Section 18b or EU Blue Card work title is normally tied to employment facts. Current federal Blue Card guidance states that the card is issued for the employment-contract duration plus six months, capped at four years. Inspect the authority's actual decision rather than calculating an end date from the contract yourself. Notify a Blue Card job change during the first twelve months; the authority may review conditions.
Settlement and later transitions
Under Section 18c, a skilled worker who completed study in Germany can reach a reduced settlement route after two years on specified skilled titles and 24 months of qualifying pension contributions, plus current qualified work, livelihood, German, and other conditions. Blue Card settlement can be available after 27 months with basic German or 21 months with sufficient German.
A self-employed graduate should calendar permit validity, business milestones, taxes, insurance, licence, revenue, and the special three-year settlement possibility. A researcher should track contract and hosting end and next title.
After job loss, report as required, register with the Employment Agency promptly, preserve insurance, and ask the foreigners authority how much search time or which alternative title is available. Do not assume the original expiry remains untouched.
If no lawful next route is secured, plan departure before status ends: notice housing, close or retain insurance correctly, settle payroll and tax, deregister where applicable, keep bank access for refunds, and retain residence and contribution records. A planned exit protects later visa credibility.
Problems and Remedies
Recover from Diploma Delay, Expired Student Work Rights, an Unqualified Offer, Insurance Gaps, Job Loss, Refusal, Scams, or Imminent Expiry
Preserve lawful status and health cover first, then repair the specific completion, job, salary, licence, funds, or process defect.
If the diploma is delayed, ask the examination office for a signed completion statement, final transcript, result-notification date, and diploma timeline. Send these to the foreigners authority before expiry and request its accepted substitute in writing. Do not wait for a ceremony while the title lapses.
If work continued beyond student permission, reconstruct every date, hour, job, payslip, and title condition. Stop any clearly unauthorised activity and obtain immigration advice. Do not relabel ordinary work, delete time records, or ask an employer to backdate a contract.
If the offer is not qualified, separate two questions: it can be lawful work during the graduate search title, but it may not support Section 18b. Ask the employer for the real duties and qualification requirement. Continue searching or pursue another lawful route. Never inflate the title or submit a false job description.
For a Blue Card salary or match problem, verify guaranteed gross remuneration, contract length, recent-graduate date, shortage classification, degree relation, and Federal Employment Agency response. A Section 18b permit may still work where Blue Card conditions fail.
Preserve status during adverse change
For an insurance gap, contact the last insurer immediately, disclose completion and employment dates, and obtain substitute treatment proof. Do not cancel student or private cover before successor coverage is confirmed. Residence requires continuous adequate insurance.
After job loss, notify the foreigners authority where required, register as job-seeking and unemployed promptly, and request a written period or alternative route. Preserve dismissal, last payslip, insurance, funds, applications, and any severance. A search title, Opportunity Card, family route, new study, self-employment, or departure may be possible, but none is automatic.
For refusal or threatened expiry, obtain the complete decision and remedy instructions. Calendar the court or other deadline, ask whether pending status or work continues, and file any alternative application before current status ends. Qualified immigration counsel is proportionate where removal risk, job start, or long-term settlement is affected.
Report fake employers, paid contracts, payroll-account scams, appointment sellers, forged licences, or recruiters demanding passport retention to the real employer, bank, platform, police, or customs body as appropriate. Use free Federal Employment Agency and university career services. Preserve emails, vacancy, contract, payment demand, and identity evidence safely.
