Choose the EU, EEA, Annex 11, Other Third-Country, First-Licence, Professional, or Temporary-Resident Route
The issuing state, exact category, normal-residence date, and licence history determine what you may drive and what Germany will issue.
Start with the issuing authority shown on the national licence, not your citizenship, passport, birthplace, or the country where you last lived. Then identify each category and restriction separately. A car category may qualify for simplified exchange while a motorcycle, truck, bus, trailer, provisional, or commercial endorsement from the same place does not.
A valid EU or EEA licence is generally recognised in Germany for its equivalent categories, so an immediate German exchange is usually optional. Restrictions continue to apply. Exchange becomes important when the card or a category approaches expiry, when the holder wants a German document, or when professional C or D category limits require renewal. A licence originally issued in a third country and exchanged without a test by another EU state needs special attention, especially if field 12 contains code 70 and the original country code.
Non-EU and non-EEA branches
A valid licence from another state ordinarily authorises driving for six months after normal residence begins. Someone who credibly expects to live in Germany for no more than twelve months can ask the local authority to extend recognition, up to six additional months. This is an application, not an automatic grace period (foreign recognition rule).
Next check the live Annex 11 table. The exact country or territory, category, test columns, and footnotes decide whether theory, practical, both, or neither examination is required. Do not rely on a blog's country list or assume all US states, Canadian provinces, or Australian territories have the same treatment.
If the issuer or category is not covered, use the ordinary third-country exchange. Mandatory driving-school training is not imposed in the same way as a first German licence, but the required theory and practical examinations, first-aid proof, vision evidence, and category-specific fitness conditions still apply. A driving school normally coordinates the examination even where no minimum lesson package is prescribed.
A learner, instruction, provisional document excluded by German rules, an expired or unverifiable national licence, or a licence obtained while normal residence was already in Germany may not support exchange. The safe branch can then be a German first licence, with full training and examinations. Never drive on an international permit alone. It is translation-style evidence used together with the valid national licence, not an exchangeable entitlement.
Finally, treat C, C1, CE, C1E, D, D1, DE, and D1E as professional-category branches. German five-year limits, medical and vision evidence, and separate professional-driver qualification can apply even if the foreign card shows a longer term. Map private entitlement, licence card, and permission to drive commercially as three separate questions.
Eligibility

A genuine card can still fail recognition or exchange when residence, issue timing, category, age, validity, or disqualification conditions are not met.
Normal residence is not simply the Anmeldung date, visa start, first workday, or first night in Germany. German rules generally look for at least 185 days a year based on personal and professional ties, or personal ties where professional ties are absent. Cross-border workers, people with family in one state and work in another, fixed-term assignments, students, and people maintaining two homes need a fact-specific assessment (normal residence). Keep registration, lease, employment, family, tax, travel, and study evidence that explains the actual centre of life.
For an EU or EEA licence, confirm that the document and category are valid, the category has a German equivalent, and every condition such as corrective lenses, adapted controls, or automatic transmission is observed. Learner and merely provisional documents are excluded. Recognition can also fail where reliable issuing-state information shows that normal residence was in Germany when the licence was issued, except for the specific student branch.
For a non-EU or non-EEA licence, calculate six months from the date normal residence was actually established. The national licence must remain valid and cover the vehicle. German minimum-age rules can prevent use by a younger holder. A learner permit or temporary document does not qualify. A licence issued while the person already had normal residence in Germany generally does not create German driving entitlement (eligibility exclusions).
Match the exchange conditions
Annex 11 eligibility requires a live match for the issuing country or territory and the foreign category. Read every footnote. Some provisional licences are included, others are expressly excluded. Some categories exchange only to German category B. Some entries require a vision test or issuing-authority verification. A simplified route can still require an examination where the authority has concrete reasons to doubt retained knowledge or skill.
An ordinary third-country applicant must prove the underlying national entitlement and ordinarily pass theory and practical tests, but does not need the full statutory training package imposed on a beginner. The authority can still examine identity, authenticity, fitness, residence, prior German records, and whether the applicant meets the age and category prerequisites.
C and D categories require medical and vision fitness and run for no more than five years under German law. Renewal of bus categories beyond age 50 requires additional performance evidence (professional renewal). Commercial carriage can separately require a Fahrerqualifizierungsnachweis or another professional qualification. A private category exchange alone does not prove commercial eligibility.
No foreign route bypasses a German court or authority withdrawal, final refusal, surrender made to avoid withdrawal, court-ordered bar, current driving ban, seizure, or disqualifying fitness finding. Ask for a written status check before driving if any German proceeding exists. If eligibility is uncertain, stop driving until the authority or a qualified lawyer confirms the position in writing.
Documents
Prepare Identity, Residence History, the Valid National Licence, Translation, Photo, Category, First-Aid, Vision, Medical, and Test Proof
Build an indexed file that proves both the licence's authenticity and why Germany may recognise or exchange every requested category.
Prepare a valid passport or identity card, residence title where relevant, current registration evidence, and proof of the main-residence authority's jurisdiction. Where the residence timeline is not obvious, add leases, employment or study records, travel dates, and prior registrations. Do not submit a simple Anmeldung as conclusive proof of a complex cross-border residence history.
Bring the original valid national driving licence and clear copies of both sides. Record the licence number, issuing authority, first issue date for each category, current card issue and expiry, category expiry, restrictions, endorsements, and any code 70 reference to an earlier licence. Add an issuing-authority certificate where the card is lost, expired, damaged, silent on first issue, difficult to authenticate, or was exchanged from another country.
An international driving permit does not replace the national licence and is not exchanged by itself. German law can require a translation for a non-EU, non-EEA, non-Swiss national licence that is not in German and does not follow the relevant road-traffic convention format. The translation must come through an accepted body, not merely any online service (translation rule). Ask the Fahrerlaubnisbehörde which translator or automobile club it accepts before paying.
Add route-specific proof
For EU or EEA exchange, the usual core is identity, main-residence proof, the EU or EEA licence, and a biometric photo. If the licence is expired or missing, expect issuing-state verification. For C or D renewal, add current medical and vision evidence; D can require performance testing and a certificate of conduct. Commercial drivers should add the separate qualification evidence.
For Annex 11, attach a print or saved copy of the live table entry and footnotes for the exact issuer and category. Add the vision, medical, first-aid, translation, or verification items that those footnotes and the local office require. Do not treat a country heading as evidence for a category not listed.
For another third country, prepare the original and translation, biometric photo, first-aid training, vision test for car or motorcycle categories, and medical or ophthalmological evidence for truck or bus categories. Where examinations are required, provide the selected driving school's and technical test centre's details. Berlin's current list shows how these branches differ, but the authority for your main residence controls (local document example).
Keep a digital evidence bundle and a paper index. Before surrender, photograph the card in colour and obtain a receipt identifying every category. Never alter, laminate, translate yourself, or buy an issuer confirmation. If names differ, add the authoritative marriage, civil-status, or name-change record and an accepted translation. If the original is unavailable, do not drive or assume a photocopy creates entitlement; request a formal verification route from both authorities.

Sequence matters because an application does not automatically extend the right to drive after recognition ends.

Audit the licence before booking. Read the issuer, categories, dates, restrictions, provisional status, and code 70. Establish normal residence and calculate any six-month non-EU cut-off. If the facts are uncertain, ask the authority for written confirmation and do not drive on an assumption.

Select the route. EU or EEA usually means recognition and optional exchange until renewal. For another state, check the exact live Annex 11 row. If neither issuer nor category qualifies, plan the ordinary third-country theory and practical examinations. Use the German first-licence route where no exchangeable national entitlement exists.

Obtain the local checklist from the Fahrerlaubnisbehörde for the main residence. Ask separately about each category, translation provider, issuer verification, first-aid and eyesight evidence, medical forms, photo format, online versus personal filing, driving-school details, surrender timing, and whether a temporary German proof is available.
File and complete the controlled handoffs

Assemble the indexed evidence pack and apply before the foreign recognition window closes. A pending appointment, application, driving-school registration, passed theory test, or fee receipt does not by itself extend the six-month entitlement. Stop driving when recognition ends unless the authority has issued a legally effective extension or German authorisation.

Where a temporary stay will end within twelve months, apply for the limited extension before month six and prove the planned departure. Do not confuse this with an exchange or use it for an indefinite German move.

If tests are required, register the named driving school and technical test centre through the authority process. Complete any preparation needed to drive safely under German rules. Pass theory and practical examinations in the authorised language and vehicle branch. A failed test means rebooking and further fees, not permission to keep driving.

Respond promptly to authenticity or residence verification. Provide the issuing authority's direct confirmation when asked. Do not use an intermediary offering guaranteed validation. Ask for a written missing-item list and keep submission receipts.

At issue, surrender the foreign licence as required. For an EU or EEA exchange, Germany sends it back through the Federal Motor Transport Authority. For a third-country exchange, it can be returned under an agreement or held by the German authority (third-country surrender). Obtain a receipt and do not claim the card was lost to keep both.

Audit the German card before relying on it. Check name, birth data, issue and card expiry, every category, each category's original issue date, expiry, restrictions, automatic code, and foreign-origin notation. Report omissions immediately with the application and foreign-licence evidence.

Store the decision, payment proof, surrender receipt, copies, translations, test records, and medical evidence. Calendar card renewal and every C or D category expiry separately. Commercial drivers should also calendar their professional-qualification document.
Costs and Timing

The authority fee can be the smallest part of a third-country exchange that requires testing and specialist evidence.
Build a route-specific budget instead of quoting one national total. The authority and card charge is separate from the biometric photo, accepted translation, issuer certificate, courier, first-aid course, eyesight test, physician, ophthalmologist, performance test, certificate of conduct, driving-school administration, lessons, theory examination, practical examination, test vehicle, interpreter where permitted, and repeat attempts.
As a current local example checked on 25 August 2026, Berlin lists EUR 37.50 for a foreign-licence exchange without an examination and EUR 45.10 where an examination is required (Berlin fees). Those figures do not represent the complete cost and do not bind another municipality. Hamburg currently lists EUR 37.50 to EUR 74.40 for its EU or EEA exchange branch, depending on class and case.
Estimate by route
A straightforward EU or EEA exchange usually needs the public fee, photo, and perhaps issuer confirmation or professional-category medical evidence. An Annex 11 case can be similar when both tests are waived, but a table footnote, translation, verification, or one required examination changes the total. An ordinary third-country route normally adds first aid, eyesight proof, both tests, driving-school handling, and however many lessons are actually needed to pass safely. There is no sensible universal lesson estimate.
Truck and bus categories add medical and specialist vision costs; bus categories can add performance assessment and a certificate of conduct. Commercial qualification is a separate cost and timetable. Ask every provider for a written price list covering enrolment, learning access, presentation to each test, vehicle use, cancellation, lesson types, repeat administration, and refund terms.
Timing also varies by component. Hamburg's EU or EEA page states about three to four weeks for card production after the file reaches the issue stage (Hamburg process). That is not a promise for appointment waiting, foreign verification, test readiness, or a difficult third-country case. Issuing-authority replies, security checks, medical appointments, and practical-test capacity can add weeks or months.
Apply well before the six-month driving cut-off, but remember that early filing does not extend recognition. Budget alternative transport from the cut-off until the German entitlement is effective. Repeated tests, an expired translation, a replaced medical certificate, missed appointment, wrong authority, or lost original can multiply both cost and delay.
Avoid brokers selling guaranteed exchange, an Annex 11 shortcut, a licence without tests, appointment slots, or an international permit as a German entitlement. Pay only the authority and identifiable providers, keep invoices, and verify bank details on the official channel. If cost is a barrier, ask the authority and driving school which items can be sequenced, but never drive after entitlement ends.
Validity and Next Steps
Track the Six-Month Recognition Window, Foreign and German Card Expiry, Five-Year Professional Categories, and Commercial Qualification
The physical card, the underlying category, foreign recognition, and professional permission can expire on different dates.
Create four separate calendar lines: foreign recognition in Germany, expiry of the physical card, expiry of each underlying category, and expiry of any commercial-driver qualification. Copy the dates exactly rather than assuming the card's front date controls everything.
For a non-EU or non-EEA licence, the ordinary German recognition window ends six months after normal residence begins, not six months after Anmeldung processing, the first application appointment, or the card's foreign expiry. A granted temporary-resident extension can bring the total to no more than twelve months. An exchange application does not stop the clock.
A valid EU or EEA licence is generally recognised until its applicable expiry, subject to German restrictions. C and D categories are different: German five-year category limits apply even where the foreign document appears longer. If an EU or EEA professional category was already older than five years when residence moved, the special rule can allow only six months from residence before renewal conditions control (EU recognition).
Separate document from entitlement
A German card issued from 19 January 2013 is valid for 15 years. Renewing that plastic document is not the same as retesting ordinary AM, A, B, BE, L, or T entitlement, which Section 23 issues without a category expiry. It also does not extend an expiring C or D category (card validity).
C1, C1E, C, CE, D1, D1E, D, and DE are issued for no more than five years. Apply for renewal early with current medical and vision evidence. D categories beyond age 50 require added performance evidence. Do not drive the relevant vehicle after its category expiry merely because the plastic card remains current.
After exchange, compare the German card with the surrender copy. Verify category start dates, expiry dates, trailer rights, motorcycle scope, professional classes, automatic-transmission restrictions, corrective-lens codes, adapted-vehicle codes, and foreign-origin notation. A missing category should be challenged immediately with the original application evidence.
If driving for work, confirm separately whether the Fahrerqualifizierungsnachweis, code 95 history, tachograph card, employer instruction, medical surveillance, passenger-transport permit, or sector-specific approval applies. A valid private driving category alone may not authorise the commercial activity.
Report name changes, loss, theft, damage, or unreadable details through the appropriate replacement route. Keep copies and the police or loss report. Before moving abroad, ask the next state whether it recognises the German card and what happens to a foreign licence retained by the German authority. Never use both cards as parallel entitlements after an exchange.
Problems and Remedies
Resolve Expired Recognition, Missing or Fake Proof, Residence Doubts, Failed Verification, Category Errors, Refusal, and Driving Allegations
Stop unlawful driving first, preserve the evidence chain, and require a written decision that identifies the disputed fact and remedy.
If the six-month recognition window has ended, stop driving until a German entitlement or lawful extension is effective. Filing late, booking a test, holding an international permit, or receiving no warning does not restore permission. Driving without the required entitlement can create criminal, insurance, employment, and immigration consequences. Preserve the dates and obtain legal advice before making a detailed statement if an allegation already exists.
For a missing, damaged, expired, or unverifiable licence, contact the original issuing authority directly. Request an official record showing identity, licence number, categories, first issue dates, current status, restrictions, expiry, suspensions, and any exchange history. Ask the German office how it must be transmitted and translated. Do not buy a database extract, edit a scan, use another person's address, or submit a false loss report.
A translation problem is fixed with an authority-accepted translator or automobile-club route, not by changing the German wording yourself. If the foreign category system has no obvious equivalent, ask for the legal equivalence basis and preserve the issuer's vehicle definitions. Annex 11 must be applied by exact issuer, category, and footnote. A newer table can help or remove simplified treatment, so use the live version.
Challenge the precise decision
Where the authority doubts normal residence at original issue, provide the full timeline: registration, leases, family home, employment, study, travel, tax, and the reason for any dual residence. An Anmeldung alone may not settle the 185-day legal test. A licence obtained after German normal residence began can require the German first-issue route rather than exchange.
If an examination is failed, obtain the result, review the technical weaknesses with the driving school, and rebook after the required interval. Do not drive privately to practise. If the authority orders an unexpected test in an Annex 11 case, ask for the legal and factual reason in writing; Section 31 permits testing where concrete facts support doubts about retained knowledge or skill.
For a German card with a missing category, wrong start date, incorrect restriction, or premature expiry, notify the issuing authority immediately. Attach the surrender receipt, copies of the foreign licence, issuer confirmation, application, Annex 11 entry, medical proof, and decision. Do not alter the card or continue in the disputed category without written confirmation.
Request a formal written decision for refusal, non-recognition, or a disputed restriction. It should state facts, law, and remedy instructions. The available route and deadline depend on the Land and decision; Hamburg's current EU or EEA service identifies Widerspruch as its remedy, but another case can proceed differently (local remedy example). Calendar the deadline and seek traffic-law advice.
Escalate silence with proof of filing, a complete chronology, and a request for status and missing items. Urgency does not justify driving. Use qualified legal help for criminal allegations, prior withdrawal, medical fitness disputes, residence fraud claims, forged-document concerns, professional livelihood loss, or court review.
