Nationality, admission stage, actual activity, residence country, funding, and any research contract select the route.

EU citizens, Icelanders, Liechtensteiners, Norwegians, and Swiss citizens do not need a German study visa or residence permit. They enter with a valid identity document and complete enrolment, health insurance, housing, and local registration. Non-EU family members can need their own free-movement residence documentation.

Most other nationals apply before entry for a national category D visa for study. The Section 16b route covers full-time study at a state, state-recognised, or comparable institution. It can also cover a study-linked preparatory language course, Studienkolleg, and mandatory internship. A general language course without binding study preparation can belong to a different route.

If final admission is not available, the prospective-student route can permit up to nine months to apply for a place or qualifying preparation. The applicant must have or be able to obtain the academic and language conditions during that period and must secure living costs. It permits up to 20 hours of employment weekly and up to two weeks of trial work (prospective study law). It is not a renewable substitute for indefinite study search.

Special entry and doctoral branches

Nationals of Australia, Israel, Japan, Canada, South Korea, New Zealand, the United Kingdom, and the United States can generally enter without a national visa and apply locally for the required title before starting the regulated activity. Other nationality-specific post-entry exceptions are narrower, especially where employment is planned. An entry visa can still be prudent when local appointment delay would block study or work. Check the live official nationality rule rather than copying another student's route.

A holder of a qualifying study title from another EU member state can use the notification-based mobility branch for German study of up to 360 days where the host institution completes the BAMF notification and all conditions are met. This is not ordinary visa-free tourism.

Doctoral candidates choose by actual status. Enrolled scholarship or self-funded doctoral study can fit Section 16b. A hosting agreement or qualifying research employment can fit Section 18d, while a qualifying job can support another employment title. The federal research route confirms that doctoral candidates may compare study and research options (research visa). Employment, family rights, permanence, and funding evidence differ.

Use free movement for EU and equivalent nationals; study visa and Section 16b after firm or qualifying conditional admission; Section 17 for genuine pre-admission search; linked preparation under the study route where conditions fit; post-entry application only for a legally privileged nationality; mobility only through the notified EU programme; and the research route for a doctoral candidate with the appropriate hosting or work arrangement. Do not enter on a short-stay Schengen visa expecting routine conversion to study.

Eligibility

The application must satisfy both general residence conditions and the precise study or prospective-study purpose.

A study applicant needs a valid and recognised passport or substitute, clarified identity and nationality, no applicable expulsion ground, and secured living costs. The specific route then needs qualifying admission or preparation. The institution must be state, state-recognised, or legally comparable, and the activity must match the residence purpose.

A full study permit ordinarily uses admission or enrolment. Conditional admission can qualify where its condition forms part of covered preparation, but the exact letter must identify the programme and condition. A Studienkolleg acceptance or linked preparatory language course can qualify. A generic private language-school booking does not itself prove a future university route.

Language evidence is required where neither admission assessment nor the preparatory measure resolves it. The mission can ask for the programme's accepted German or English proof and a coherent study plan. A sudden field change, unexplained academic gap, inconsistent motivation, or unrelated prior record needs truthful supporting explanation, not a rehearsed agent letter.

Funds, health, and continuing purpose

As checked on 25 August 2026, current federal guidance uses EUR 11,904 for the 2026 annual blocked-account study route. A recognised scholarship or declaration of commitment can also qualify, and missions or local authorities can accept other official evidence. The amount changes, and proof must cover health insurance and actual living needs (current study route).

A national visa application normally uses travel health cover for the entry transition, while local study residence requires German statutory or comparable private health insurance. A foreign policy or cheap incoming plan can fail after enrolment. Ask the insurer and foreigners authority for written acceptance.

Section 16b permits are generally issued for two years, shorter where the course is shorter. Renewal requires the purpose to remain achievable within a reasonable period. The authority can ask the institution for a transcript, attempt status, expected completion, and reasons for delay. Serious illness, disability, caregiving, pandemic effects, programme structure, or documented academic barriers can matter, but must be evidenced.

Study residence permits allow employment through the statutory 140-day account, with favourable daily or weekly calculation and student auxiliary activities excluded from the account. The physical visa, card, Zusatzblatt, and Fiktionsbescheinigung must be read together. Self-employment, non-mandatory internships, and activity before first local permission need separate checks.

A worker, family member, refugee, permanent resident, or EU family member can study under another status without switching to Section 16b. That can preserve broader work or permanence rights. Do not switch merely because the university calls someone a student. Compare the existing title with qualified advice first.

Documents

Prepare Admission, Qualifications, Language, Study Plan, Passport, Funds, Blocked Account, Insurance, Housing, Enrolment, and Progress Proof

The mission and local authority need a traceable chain from academic eligibility and financing to residence and continuing progress.

For the national visa, prepare the application, valid passport, biometric photos, admission or prospective-study proof, complete school and university qualifications, transcripts, accepted translations, language evidence, CV, motivation and study plan, and prior academic or employment history. The competent mission's current checklist controls certification, legalisation, copies, file format, and originals.

Admission proof should identify institution, programme, degree, start, full-time status, teaching language, and any condition. Preparatory applicants add Studienkolleg or linked language acceptance and the underlying university-access evidence. Prospective students add application activity, qualification, language plan, programme shortlist, and a realistic nine-month route.

Funding proof can be a compliant blocked-account certificate, scholarship award, official declaration of commitment, accepted parental evidence, bank guarantee, or combination approved by the authority. A blocked certificate should show the holder, deposited total, monthly available amount, and blocking beneficiary. Provider fees are extra and the Federal Foreign Office does not recommend providers (blocked account).

Add entry, local, and renewal records

Insurance for entry should cover the required period until German cover begins. For the local permit, obtain current statutory membership or comparable private proof showing scope and cost. Keep the university's electronic insurance notification separately because enrolment and immigration can request different evidence.

After entry, add the national visa and entry stamp, Anmeldung or accepted main-residence proof, tenancy and Wohnungsgeberbestätigung, Immatrikulationsbescheinigung, semester-payment receipt, current photo, German insurer evidence, local funding proof, and application receipt. Where passport pages contain earlier visas and stamps relevant to the timeline, preserve colour copies.

Renewal adds the current card and Zusatzblatt, full transcript, exam attempts, study-progress or prognosis letter, expected completion, reasons and evidence for delay, updated funds, insurer, address, and any programme-change approval or recognition of credits. Keep work contracts, time sheets, annual 140-day calculation, payslips, and student-assistant classification where employment contributes to funds.

A doctoral file adds enrolment, supervision agreement, research proposal, scholarship, employment contract, or hosting agreement depending on route. Do not combine documents from the study and research routes without explaining the actual activity.

Use only official portals and verified provider channels. Never give a broker blocked-account login, one-time code, passport video, or fabricated motivation. Do not surrender the only diploma or passport without a receipt.

Final consistency check: name, date of birth, passport, residence country, institution, programme, semester, qualifications, language, funding amount and month, insurance dates, entry date, address, enrolment, credits, expected graduation, employment, and every application field agree. Correct the issuer record or explain a transliteration or lawful change.

Application Steps

Identify the Route, Secure Funds and Insurance, File with the Mission, Enter, Register, Enrol, Apply Locally, and Verify Work

Complete entry and local residence as two connected applications, with academic and municipal handoffs between them.

  1. Identify the legal route before travel. Use nationality, legal residence, admission stage, programme, preparation, doctoral contract, and current status. Confirm with the mission responsible for where you legally live. Do not apply through another mission because it has faster appointments.

  2. Obtain the academic record. Secure admission, conditional admission, Studienkolleg or linked preparation, prospective-study qualification, or doctoral hosting and contract evidence. Verify institution recognition and exact start.

  3. Secure accepted funds and insurance. Open and fully fund the chosen blocked account or obtain the accepted scholarship, declaration of commitment, guarantee, or alternative. Arrange entry health insurance and plan German cover after arrival.

  4. File the national visa. The Consular Services Portal supports online study filing and preliminary completeness checks. Attend the required mission or service-provider appointment for originals, biometrics, and payment. Save the portal status, appointment, application number, submitted file, and passport receipt.

  5. Track and answer requests through the official channel. National visa processing can take months and may involve the German foreigners authority. Do not buy priority or submit duplicate applications without instruction.

Complete the German handoff

  1. Check the visa label before travel: name, passport, validity dates, entries, purpose, and work notation. Carry admission, funds, insurance, accommodation, and contact evidence at entry. A visa does not guarantee border admission if conditions no longer exist.

  2. Move into verified housing and complete Anmeldung through the local registration route. Enrol by the institution's deadline, arrange German statutory or comparable private insurance, and obtain the Immatrikulationsbescheinigung.

  3. Apply to the foreigners authority for the registered main residence before the national visa expires. Upload the complete local file and save the PDF receipt or Aktenzeichen. A request for an appointment without a submitted application is weaker proof.

  4. Attend the local appointment where requested, present originals, give biometrics, pay, and answer study, funds, progress, or route questions truthfully. Obtain a Fiktionsbescheinigung when needed to document pending status and activity conditions.

  5. Check the electronic card and Zusatzblatt: name, passport, Section 16b purpose, validity, institution or study restrictions, employment, self-employment, and ancillary conditions. Do not start work based only on a future card approval if the current visa or pending document does not permit it.

  6. Update the university, insurer, bank, employer, scholarship body, registration office, and foreigners authority after an address, passport, programme, employment, insurance, marital, or funding change as required. Store the old and new evidence.

  7. Calendar renewal several months early with transcript, prognosis, funds, insurance, passport, and address. Before graduation, apply for qualified employment status or the graduate job-search permit while the student title is still valid.

Costs and Timing

Official fees are only part of a route that can require a year of reserved funds and months of lead time.

As checked on 25 August 2026, the normal national visa fee is EUR 75. Defined reductions and waivers exist, and an external application centre can charge a separate service fee. The visa fee does not include translations, certification, blocked account, insurance, travel, courier, photos, or the German residence card (visa framework).

Local residence-card charges follow federal rules and case details. Berlin provides a current example: EUR 100 for first issue and EUR 93 for renewal of an electronic student residence permit, with different charges for sticker documents and Turkish nationals and a refund route for specified publicly funded scholarships (local fee example). Another authority and case can differ.

A blocked account requires the official deposited amount plus setup, monthly, transfer, exchange, card, current-account, and closure costs. In 2026 the common study amount is EUR 11,904, but this is reserved living money rather than a fee. Compare providers by regulation, safeguarding, release reliability, accessible support, total cost, exchange, and closure, not an old embassy list.

Price the complete preparation and delay

Add passport renewal, biometric photos, school and university certificates, certified copies, apostille or legalisation where required, sworn translation, language test, courier, visa-centre service, trips to the mission, accommodation, and missed work. Doctoral and prospective routes can add hosting, application, or preparation costs.

After approval, budget travel, temporary housing, deposit, first rent, German insurance, semester contribution or tuition, registration trips, residence photo and fee, local transport, and living costs before the monthly block release works. Keep accessible emergency cash separate from the blocked account.

National study visas can take several months. There is no safe national average because mission workload, appointment availability, local authority approval, document verification, nationality, security checks, and file completeness differ. Apply as early as the mission allows, but do not make non-refundable travel plans before issuance.

Local processing can continue beyond visa expiry when a valid timely application has the correct legal effect, but delay can restrict travel, employment, banking, or employer onboarding without a suitable Fiktionsbescheinigung. Budget return-trip uncertainty and ask for the pending document before leaving Germany.

Avoid agents selling guaranteed visas, appointments, blocked providers endorsed by the Foreign Office, a tourist-to-student conversion, priority, fake scholarships, fabricated funds, or work permission. Pay only verified missions, service providers, authorities, insurers, institutions, and regulated finance providers.

Maintain a dated cost table with amount, refund rule, payee, currency, due date, and receipt. Add a contingency for rescheduled biometrics, expiring documents, extra verification, course postponement, or a second application.

Validity and Next Steps

Protect status with a complete application before expiry and prepare every academic or residence transition in advance.

The national visa has an entry and stay validity printed on the label. Check first and last entry, number of entries, duration, and work notation. Enter while it is valid, register and enrol promptly, then file the local residence application before expiry. Do not confuse the programme start with the visa deadline.

Section 16b study permits are normally issued for two years, no less than one year in the ordinary case, and shorter where the course lasts less than two years. They are renewed where the study goal remains achievable in a reasonable period. Card validity can also be limited by passport expiry, funding, or a shorter admission.

A renewal or change application filed before the current residence title expires generally continues that title until the foreigners authority decides. Section 81 requires a Fiktionsbescheinigung to evidence the effect (timely filing). This rule has details and exceptions, including short-stay Schengen visas. Save the actual submitted application and request the certificate; an unconfirmed appointment search is not enough.

Renew with a forward-looking study file

Start several months ahead. Renew passport if needed, request transcript and institution prognosis, update enrolment, funds, insurer, address, and work log, and explain delays with evidence. A course change, institution transfer, leave, part-time switch, failed final attempt, or exmatriculation can alter the purpose. Ask before acting.

Read employment conditions again each calendar year and after a new visa, card, or Fiktionsbescheinigung. Track the 140-day account, student assistant work, internships, self-employment, and any employer change. An old Zusatzblatt does not control after a new title changes it.

A prospective-student title runs no more than nine months and cannot simply be renewed for continuing search. After qualifying admission, file the Section 16b change while the current title permits it. If no place is secured, prepare lawful departure rather than overstaying.

After successful German study under the qualifying route, Section 20 provides up to 18 months to seek permitted skilled employment, with secured living costs (graduate transition). Apply before student status ends. If a qualifying job already exists, compare the skilled-worker or EU Blue Card route directly rather than taking the search title unnecessarily.

After abandoning study, switching to vocational training, becoming a skilled worker, joining family, separating, losing funding, or leaving Germany, obtain route-specific advice early. At departure, deregister where required and close residence, insurer, blocked account, housing, broadcasting, bank, employer, and institution obligations. A visa or card does not necessarily survive a long absence or permanent departure.

Problems and Remedies

Resolve Wrong Entry, Inadequate Insurance or Funds, Delays, Course Changes, Slow Progress, Work Breaches, Refusal, and Scams

Protect lawful stay and stop the disputed activity while correcting the exact academic, financial, insurance, or procedural failure.

If entry was on a short-stay Schengen visa or visa-free tourist basis without a nationality-specific right to apply after entry, do not assume university admission creates conversion eligibility. Stop any unauthorised study or work and ask the foreigners authority or qualified immigration lawyer whether a narrow exception applies or whether departure and a national visa are required.

For inadequate insurance, obtain a written deficiency list and ask a German statutory fund or qualifying private insurer for the correct cover. Do not cancel the old policy until the new start and university notification are secure. For missing funds, document the lawful replacement source: topped-up blocked account, qualifying scholarship, declaration of commitment, accepted parents, guarantee, or current evidence the authority permits.

For mission or local delay, preserve the complete submission, timestamp, application number, passport handover, extra documents, and every status message. Request the responsible body's current status and missing-item list. If the current title will expire, file through the accepted channel and request a Fiktionsbescheinigung rather than relying on unanswered appointment emails.

Address the substantive concern

An unexplained programme or institution change should be documented with old and new enrolment, credit recognition, reasons, academic plan, time effect, funds, and prior authority communication. Slow progress needs the transcript, attempt status, institution prognosis, expected completion, and evidence of illness, disability, caregiving, unavailable modules, thesis problems, or other genuine barriers.

A suspected work breach needs a precise calendar-year ledger of dates, hours, weekly calculation, job type, student-assistant status, internship, contracts, and payslips. Stop the disputed excess and seek immigration and employment advice before altering records or making an incomplete statement. Self-employment and work during a first post-entry application need special attention.

For a national visa refusal, read the reasons and Rechtsbehelfsbelehrung. Since 1 July 2025, the Federal Foreign Office has abolished the voluntary remonstration procedure worldwide. The current options are a new application that fixes the evidence or judicial review under the notice and law (current refusal process). Do not send an old template remonstration expecting mission reconsideration.

For a local residence refusal or shortened title, obtain the complete written decision, file access where useful, and remedy instructions. Objection availability and court route depend on the decision and Land. Seek urgent legal help before the stated deadline where stay, work, study, or travel is threatened.

Report fake mission domains, appointment sales, guaranteed visas, forged admission or scholarship, blocked-account recovery schemes, and unlicensed advice to the real body, bank, platform, and police where appropriate. Never pay to create funds temporarily, buy a Fiktionsbescheinigung, or hide a failed exam. Use the International Office, migration counselling, Studierendenwerk, insurer, and qualified lawyer for coordinated recovery.
