Citizens’ offices that issue ID cards in Germany

Compare photo options, appointments and collection by city

You normally apply for the Personalausweis at the citizens’ office where you are registered, and each city sets its own way of working. Appointment rules, photo arrangements and the handover of the finished card vary from office to office. If you have an old card, take it with you.

Collect the finished card at the same counter where you applied, and give an email address to be notified.

Bring your existing identity card. Use the office’s digital-photo service (€6) or a certified provider’s Data Matrix code. First applications in Duisburg additionally need a birth or marriage certificate/certified copy; the first application after naturalisation also needs your national passport or its certified copy. For a child, check the applicable parental consent and custody evidence. Since August 2026 the office can photograph infants; bring a light, plain cloth for beneath the head.
