A tax certificate normally comes from the Finanzamt that is responsible for you, which is not always the one nearest to you. Certificates about money owed to a city come from its treasury instead. Send a written request with two copies to get German tax residence confirmed, and phone before any visit.
Use the appropriate official foreign or German form. Identify the treaty country and requested period or date, and prepare two copies. Check any additional foreign-use certification separately. Keep your current tax correspondence available for enquiries.
