Many cities take licence swaps at a citizens’ office, while others use a separate driving licence authority. Whether you can apply online with a digital ID, and whether the new card must be collected in person, depends on the city. The right counter may also depend on your situation, such as an old paper licence or a lorry or bus category.

    Bring the old licence, valid official ID and a current biometric 35 × 45 mm photo. If another municipality issued a pre-31 December 1998 licence, request its Karteikartenabschrift before the visit. For representative collection the city requires informal written authority, the applicant’s old licence and valid ID/passports for both people. The municipal photo has no printout and is usable only for licence applications that day.
