Follow the current form’s checklist for further evidence. ELSTER (the German online tax portal) submission requires an appropriate existing account: filling in or saving the federal form does not send it. Without that account, use the signed-paper alternative and confirm the correct submission address. Do not assume the tax ID is issued during a service-centre visit.
