Offices that issue PESEL numbers to non-residents in Poland

Some take bookings, some use queue tickets, many ask you to phone first

The request goes to the residents’ register desk of a commune or city office. At the desk you may have to quote the law that requires a PESEL, and whether a representative can go in your place depends on the office.

67 offices
  • Białystok

Departament Obsługi Mieszkańców — Referat Ewidencji Ludności

    ul. Branickiego 3/5, 15-085 Białystok

Visit the residents’ register office if you cannot register an address but a specific law requires you to have PESEL.

Prepare the handwritten-signed application, valid passport or accepted identity/citizenship document, the actual legal basis and evidence supporting the entered details, such as relevant birth/marriage records or translations. Issuance is free. Where representation is legally allowed, filing a power of attorney normally costs PLN 17, with exemptions for close family. A complete qualifying request is handled without delay; do not assume missing documents or eligibility checks are waived.

  • Bielsko-Biała

    Wydział Spraw Obywatelskich i Przedsiębiorczości

    pl. Ratuszowy 6, 43-300 Bielsko-Biała

For an ordinary PESEL request, go to the civic affairs department, not the separate room for people displaced from Ukraine.

Prepare the personally signed paper application, valid passport and documents supporting the entered identity/citizenship and other relevant details, plus the specific legal basis requiring PESEL (Polish national identification number). Issuance is free. Where representation is legally permitted, filing a power of attorney costs PLN 17 unless the spouse/ascendant/descendant/sibling exemption applies. The local procedure takes up to 30 days; immediate issue is not guaranteed. Confirm attendance requirements before choosing the postal route.

  • Bydgoszcz

Biuro Meldunkowe — ul. Gawędy 5

    ul. Gawędy 5, Bydgoszcz

Phone to arrange your visit, and be ready to name the exact law that requires you to have a PESEL number.

Bring the signed application, identity document, legal basis and supporting evidence. Prepare birth/marriage extracts and sworn translations for the civil-status details declared. Assignment is free. The separate application must be on paper and signed by hand. Cite the exact provision requiring PESEL (Polish national identification number) and supply the evidence supporting that obligation, not just the purpose for which you would like to use a number. For assignment during an address registration, use that separate procedure and its address-right documents rather than this standalone checklist.

  • Bydgoszcz

Biuro Meldunkowe — ul. Jezuicka 14A

    ul. Jezuicka 14A, Bydgoszcz

Book a visit in the city’s online calendar, though getting your PESEL number the same day is not guaranteed.

  • Chorzów

Urząd Miasta Chorzów — Referat Ewidencji Ludności i Dowodów Osobistych

    Rynek 1, parter, pokoje 9 i 11, 41-500 Chorzów

Requesting it is free when a specific law requires the number, and the city notifies you once it is assigned.

Bring a personally signed application, actual PESEL (Polish national identification number) legal basis and identity/citizenship document; provide available civil-status records supporting the details. The city gives seven days to correct formal defects after its notice; otherwise the application may be left unconsidered. Where representation is legally allowed, the authority-document fee is PLN 17, with close-family and statutory exemptions. This does not override national personal-attendance rules. e-Doręczenia (Poland’s electronic delivery system) applies to complaints, not online submission of this PESEL request.

ul. Jerzego Waszyngtona 5, 42-217 Częstochowa

Book online or take a queue ticket, and phone first to check whether a representative can go for you.

Confirm your exact category before appointing a representative. Incomplete applications require correction; assignment is conditional on a valid basis.

A request to correct missing items sets a seven-day response period; failure to comply can leave the application unexamined.
