Offices that exchange foreign driving licences in Germany

Some ask for copies by email before they give you an appointment

Exchanges are handled by the local driving licence authority, often called the Führerscheinstelle or Fahrerlaubnisbehörde, which in many places sits within the city or district administration. Some offices begin with copies of your licence sent by email, others assess it at the counter, and many ask for a German translation.

If you can prove you will stay in Germany for twelve months at most, you may ask to extend your six-month driving period.

Bring ID/passport, your first German registration confirmation, a biometric photo, the foreign licence and the exchange application. A translation is required for non-EU/EEA licences. For licences outside Annex 11, prepare the applicable eyesight evidence, first-aid proof and driving-school details; C/D categories also require medical evidence. For EU/EEA or Annex 11 licences, medical and eyesight reports apply when simultaneously renewing C/D-category validity. Fees for exchanges without probation are €35 for EU/EEA and €42.60 otherwise; tests and other services can cost extra.
