Offices that exchange foreign driving licences in Belgium

Each municipality has its own first step

The exchange is handled by the municipality where you are registered, and each office has its own first step: an assessment visit, your licence details sent in first, or an online application. It also pays to ask the desk what it expects of a sworn translation before you order one.

41 offices
  • Aalst

    Administratief centrum Aalst

    Werf 9, 9300 Aalst

Book the exchange visit in person, with about five working days for EU licences and up to four weeks for others.

Bring identification, the original licence and a recent photo if your ID photo cannot be reused; no licence photos are taken at the counter. A police loss/theft certificate applies to relevant EU cases. For other licences ask about a translation, fitness certificate and evidence of residence when the licence was issued.

  • Antwerp

    Loket Antwerpen-Harmonie

    Harmoniepark 1, 2018 Antwerp

Apply online with scans of your licence and ID, and note you cannot drive while the licence is being checked.

Bring the original foreign licence and identity or residence document. Bring a passport photo if you have no electronic identity card or want a different photo. If authenticity is confirmed before the required residence period ends, the office retains the licence until that condition is met. Plan for the period without driving. Pay by card or app at Harmonie; additional documents for an existing case go through the separate submission form linked by the city.

  • Arlon

    Hôtel de Ville d’Arlon

Rue Paul Reuter 8, 6700 Arlon

Phone or email the driving licence team with your licence’s country, categories, expiry and your Belgian registration date.

Prepare identification and the valid original national licence; provisional and international licences cannot be exchanged. Ask whether a Belgian sworn translation is required. If your nationality differs from the issuing country, the federal guide requires proof of at least 185 days there in the issue year, covering the issue date; embassy attestations are not accepted for that proof. Ask Arlon which evidence and photo to bring. Authenticity checks can take weeks. The federal charge is €20 plus a municipal charge; confirm the exchange total rather than using the renewal fee. For a non-EU/EEA licence, the city also checks that it was issued during a period of at least 185 days when you were not registered in Belgium; later-added categories cannot be validated through that exchange.

  • Bruges

    Huis van de Bruggeling

Frank Van Ackerpromenade 2, 8000 Bruges

Book the European or non-European exchange appointment that matches your licence, and attend in person.

Bring your valid original licence and identity or residence document; the European checklist also requires a recent compliant photograph. Ask the office which additional evidence applies to your licence. Plan transport for any period when your licence is retained.

  • Brussels

    Brucity — Driving licence

Rue des Halles 4, 1000 Brussels

The first appointment only starts the assessment, and the city contacts you later to book the licence order.

Bring your identity or Belgian residence card and original valid foreign licence. For the European procedure, a Belgian or foreign police loss/theft certificate can be used where applicable. A non-European original not in French, Dutch or English needs a sworn translation. A recent photo on a white background is needed if you no longer resemble your identity-card photo. Check recognition, fees and the current assessment time before booking travel; authentication can take substantially longer than production of the Belgian card.

  • Brussels

    Liaison office Laeken

Boulevard Emile Bockstael 246, 1020 Brussels

Pick the European or non-European procedure online, choose Laeken when offered, and expect two separate appointments.

Bring your identity or residence card and the valid original foreign licence. The European route also accepts the specified police loss/theft evidence when applicable. For non-European originals outside French, Dutch or English, the City requires a sworn translation. Bring a recent white-background photo if your ID photo no longer resembles you. The City charges €38 for card ordering, €5 for European registration or €5 for non-European authentication. It estimates non-European authentication at two months and subsequent card production at five working days; these are separate periods. European registration/exchange takes five working days and requires prior registration for exchange. Confirm the timing and driving entitlement for your own case; a pending exchange does not extend it.

  • Charleroi

Maison citoyenne de Marcinelle – Population

Avenue Eugène Mascaux 100, Maison communale annexe de Marcinelle, 6001 Charleroi

Go in person to the driving-licence desk in Marcinelle and find out whether your foreign licence can be exchanged.

Bring your identity document and original national driving licence. Ask whether your case needs residence evidence or a sworn translation. Confirm when to start an EU/EEA exchange: federal guidance advises three months before expiry, while Charleroi advises one month. For non-European cases, ask about authenticity checks, when the original must be surrendered and whether you may drive during processing; an application is not itself a driving permit.

  • Eupen

    Stadtverwaltung Eupen

    Am Stadthaus 1, 4700 Eupen

Book with the city’s registry office by phone or email, and ask for the checklist before ordering a sworn translation.

Bring Belgian identification or a Belgian residence permit and the foreign licence. The city requests a sworn translation if it is not in German, French, Dutch or English; a separate photo is requested without an electronic identity card.

  • Evere

    Commune d’Evere — Service Population

    Square S. Hoedemaekers 10, 1140 Evere

Book an appointment to have your licence assessed, then wait for the invitation to order your Belgian card.

Bring the valid original licence, residence document and valid passport or European identity document as applicable. Evere requires a sworn translation for a non-European licence not fully in French, Dutch or English. Bring a compliant recent photo for the Belgian card order. If your nationality differs from the non-European issuing country, federal rules require evidence of at least 185 days there in the year of issue, including the issue date; ask which evidence is accepted. Discuss surrender and your right to drive during processing; submitting an exchange is not a replacement licence.

  • Genk

    Stadhuis Genk

    Stadsplein 1, 3600 Genk

Book an appointment online and ask staff to check whether your licence can be exchanged at all.

Bring identification and the original foreign licence. Genk can reuse a suitable e-ID photograph; otherwise bring a recent compliant photo. Ask whether a sworn translation or proof of residence in the issuing country is needed. If you start a non-European exchange before completing 185 days of Belgian registration, the surrendered foreign licence is not returned during that waiting period. Arrange alternative transport and ask the desk when it will retain your original; do not assume you can continue driving while it is held.

  • Ghent

    Dienst Burgerzaken – Rijden

    Woodrow Wilsonplein 1, 9000 Ghent

Book the licence check first and make the application appointment only once the city confirms the result.

Bring your identity or residence card and European licence. Theft requires a police report. If the licence was issued after Belgian registration, ask the department to assess the dates: the city distinguishes cases below and above 185 days and may require proof of deregistration from the issuing country. Expired licences require the city to obtain details through the federal mobility authority. Mention any medical certificate or professional-competence update when booking.

  • Hasselt

    Stadhuis Hasselt — 't Scheep

    Limburgplein 1, 3500 Hasselt

Book an in-person appointment to apply for the exchange, then book a second visit to collect your new licence.

Bring your identity card or residence document and original foreign licence. The city asks for a recent photo if you no longer resemble your eID photograph. For a non-EU licence, check the recognised country and model and prepare the issue and residence history needed to establish eligibility. Ask the counter about any translation or further evidence rather than assuming a universal checklist.

  • Kontich

    Gemeente Kontich — Burgerzaken

    Gemeenteplein 1, 2550 Kontich

Book a personal appointment and ask when you have to hand in your original licence.

Bring your residence document and original national licence; an international or provisional licence does not replace the original for exchange. A new compliant photo is needed if the identity-card photo no longer resembles you. A Belgian sworn translation may be required. If your nationality differs from the issuing country, prepare evidence of at least 185 days there during the issue year, including the issue date; stamped, dated residence, employment, rental or utility records may be relevant. Federal guidance allows starting a non-EU exchange during the initial 185 days, but the Belgian licence cannot be issued before that period is completed. Ask the team which evidence applies to your actual issue, renewal or replacement date.

  • Kortrijk

    Burgerzaken

    Leiestraat 21, 8500 Kortrijk

Book the EU or non-EU exchange appointment, and be aware that a non-EU licence can be kept for several months.

Bring your identity document and original foreign licence. The city normally uses the eID photo; bring a recent photo if needed. For a non-EU licence not in Dutch, English or French, the city requests a sworn Dutch translation. Confirm recognition, timing and driving restrictions before surrendering the licence; pay by bank card.

  • La Louvière

Cité administrative – Département de la Citoyenneté

Place Communale 1, 7100 La Louvière

Book online or by phone, and tell staff where your licence was issued and when it expires.

Ask La Louvière which evidence and photo to bring.

  • Leuven

    Stadskantoor Leuven

Professor Van Overstraetenplein 1, 3000 Leuven

Book an appointment online, or by phone if you are outside Belgium, and contact the city before your licence expires.

Bring your identity card or Belgian residence card and original foreign licence. A passport, sworn Dutch translation or residence evidence may be requested. Non-EU exchange can start before day 185 of Belgian registration, but the Belgian licence cannot be issued before then. An application does not extend permission to drive. If you start a non-European exchange before completing 185 days of Belgian registration, the surrendered foreign licence is not returned during that waiting period. Arrange alternative transport and ask the desk when it will retain your original; do not assume you can continue driving while it is held.

  • Liège

    Mairie de quartier d'Angleur

Rue de l'Hôtel-de-Ville 6, Château de Péralta, 4031 Liège

Take a queue ticket, also on Saturday mornings, and ask whether your national licence can be swapped for a Belgian one.

Bring the original licence and identity/residence document, and ask which evidence of issue date, residence and any translation is required for your issuing country. The city assesses each file individually. Follow the notification for collection at the application counter and collect within three months.

  • Liège

    Mairie de quartier de Bois-de-Breux

Rue de Herve 451, 4030 Liège

Come well before closing time to get a queue ticket, then ask whether your national licence can be exchanged.

Bring the original licence and identity/residence document, and ask which evidence of issue date, residence and any translation is required for your issuing country. The city assesses each file individually. Follow the notification for collection at the application counter and collect within three months.

  • Liège

    Mairie de quartier de Bressoux

    Rue Général-de-Gaulle 69, 4020 Liège

Walk in from Monday to Friday and ask whether your national licence can be exchanged, as the branch closes at weekends.

Bring the original licence and identity/residence document, and ask which evidence of issue date, residence and any translation is required for your issuing country. The city assesses each file individually. Follow the notification for collection at the application counter and collect within three months.

  • Liège

    Mairie de quartier de Sainte-Marguerite

    Rue Saint-Séverin 46, 4000 Liège

Walk in on a weekday, and if your EU or EEA licence is about to expire, ask to exchange it up to three months ahead.

Bring the original licence and identity/residence document, and ask which evidence of issue date, residence and any translation is required for your issuing country. The city assesses each file individually. Follow the notification for collection at the application counter and collect within three months.
