Offices that exchange foreign driving licences in Poland

Pick the city or county office for your home address

Licence exchange is handled by the transport department of a city office, a county office or, in Warsaw, a district office, and the right one is the office for where you live. Some offices start with a document check before anything else, and the exam rules depend on the licence you hold. Prepare supporting papers such as a photocopy of the licence and your residence document.

  • Białystok

Departament Obsługi Mieszkańców — Referat Praw Jazdy

ul. Branickiego 3/5, II piętro — sala 210, 15-085 Białystok

Say which country issued your licence and in what format before you arrange translations or an exam.

Prepare the double-sided A4 application, identity document, licence copy, compliant colour photograph and payment evidence. A sworn or consular Polish translation is required where applicable; specified EU-format licences are exempt. Foreign applicants also supply the applicable residence-document copy or evidence of at least six months of study. Keep the original licence for the surrender step.

  • Bielsko-Biała

    Urząd Miejski w Bielsku-Białej — Wydział Komunikacji

    pl. Ratuszowy 6, 43-300 Bielsko-Biała

The Polish licence can only be ordered once the country that issued yours confirms its details.

Prepare the application, recent 35 × 45 mm colour photo, ID, foreign licence and residence/address evidence. Ask whether a sworn or consular translation is required; compliant EU-format licences are exempt. The document’s format and required data matter, not just its issuing country: a licence not meeting the Vienna Convention requirements can require a PKK and theory test, subject to the EU/EEA/Swiss exception. Confirm the route before paying.

  • Bydgoszcz

Urząd Miasta Bydgoszczy — Referat Praw Jazdy

ul. Grudziądzka 9–15, Budynek A, pokój 113, Bydgoszcz

A licence from outside the EU, EEA or Switzerland must be handled in person, because online filing only covers EU licences.

Prepare the application, licence copy and original, ID, a 35 × 45 mm photo taken within six months and proof of payment. Foreign nationals need residence-right evidence. A sworn or consular Polish translation is normally required, except for licences matching the specified EU format. Ask about additional evidence for an expired licence.

  • Bytom

Urząd Miejski w Bytomiu – Wydział Komunikacji

    ul. Parkowa 2, 41-902 Bytom

Start at the information point for a document check, then go on to the transport department.

Prepare application SK-1.1, identity evidence, a compliant 35 × 45 mm colour photograph no older than six months, the foreign licence and its copy, fee proof and the residence evidence or declaration applicable to your case. A sworn Polish translation or one certified by the competent Polish consul may be required; licences following the specified standard EU models have a translation exemption. A non-convention licence may require a Polish theory test. Medical or psychological evidence depends on the case, including relevant expired-licence categories; arrange it after checking the exact requirements. Bring identification and the foreign original for personal collection and surrender of the exchanged document. Ask the information point for the current application and required residence declaration. Older printed forms may still be accepted with a supplemental declaration during a transition period; ask the office which form applies. Meet the residence conditions and submit the current declaration no later than collection or the planned postal dispatch, where that route is allowed. Some theory-test cases require this by the exam day; confirm which deadline applies with the department.

  • Chorzów

Urząd Miasta Chorzów — Referat Komunikacji, prawa jazdy

    Rynek 1, I piętro, pokój 133, 41-500 Chorzów

The 14-day processing time only starts once your licence is confirmed or your exam is passed, so it is not the total wait.

Prepare form 11, two-sided licence copy and original, ID, a 35 × 45 mm photo taken within six months, payment proof and applicable stay evidence or six-month study confirmation. Sworn/consular translation depends on format. Expired categories may need medical/psychological evidence. A representative needs authority; PLN 17 may apply with family exemptions. Surrender the foreign original for the Polish card. For the theory-exam route, deliver issuance-payment proof after passing so production can be ordered.

  • Częstochowa

Urząd Miasta Częstochowy – Referat Komunikacji

ul. Jerzego Waszyngtona 5, II piętro, pokój 223, 42-217 Częstochowa

This first step is for licences outside the road-traffic conventions, and the profile does not let you drive.

Prepare the driving-licence application, identity document, foreign-licence copy with Polish translation, a 35×45 mm photo taken within six months, medical certificate and applicable Polish residence evidence. The checklist adds psychological evidence for specified heavy-vehicle categories and parental consent for applicable under-18 categories. Confirm your exact document requirements.

  • Dąbrowa Górnicza

Urząd Miejski w Dąbrowie Górniczej — Referat Uprawnień i Rejestrów

ul. Graniczna 21, 41-300 Dąbrowa Górnicza

Licences outside the road-traffic conventions require a passed theory test, so ask which category yours falls into first.

Prepare the application, identity document, current 35 × 45 mm photograph, licence copy, applicable residence or study evidence and fee receipt. A certified Polish translation is required, except for an EU-format licence. The issue fee is PLN 100; translation, examination and any representation fees are separate. Ask what originals to show and when the old licence must be surrendered. Collection is at desk 9 personally or through the specified authority to collect.

  • Elbląg

Urząd Miejski w Elblągu — Departament Ewidencji Pojazdów i Kierowców

    Plac Dworcowy 4, 82-300 Elbląg

Apply in the city only if you live in Elbląg itself, because the surrounding county has a separate authority.

Prepare the appropriate KU-72 or KU-71 application, valid original licence and copy, current 35 × 45 mm photograph, identity evidence and the residence/study evidence applicable to you. A certified Polish translation is generally required, with an exception for the EU-format licence. The issue fee is PLN 100; translation and any examination are separate costs. The foreign document must be surrendered for exchange. Print the official form at actual size without scaling, or obtain it at the office.

  • Gdańsk

    Zespół Obsługi Mieszkańców Nr 4

    ul. Wilanowska 2, 80-809 Gdańsk

Book the driving-licence service ahead, and bring someone who speaks Polish if you need help.

Prepare ID, application, payment evidence, original licence and both-sided copy, a 35 × 45 mm photo no older than six months, and relevant residence or study evidence. A sworn or consular translation is required when the licence does not match the specified EU formats. Confirm country-specific requirements before paying for translations.

  • Gdańsk

    Zespół Obsługi Mieszkańców Nr 5

    ul. Żaglowa 11, 80-560 Gdańsk

The two weeks for making the card are not the full wait, because your issuing country must confirm your licence first.

  • Gdynia

Urząd Miasta Gdyni – Sala Obsługi Mieszkańców

al. Marszałka Piłsudskiego 52/54, 81-382 Gdynia

Book before you go, and ask for a text or e-mail notice when your new licence is ready.

Bring the application printed double-sided at original size on one A4 sheet, identity, a recent 35 × 45 mm colour photograph, payment proof and a copy of the foreign licence with the required attached sworn or consular translation. Certain EU-format licences are exempt from translation. Medical and psychological evidence is conditional on the case. Tell the office if a protected status affects foreign-authority verification. Surrender the foreign licence when receiving the Polish one.

  • Gliwice

Urząd Miejski w Gliwicach — Wydział Komunikacji

ul. Zwycięstwa 21, Prawa Jazdy / Rejestracja Pojazdów, parter, 44-100 Gliwice

A valid EU, EEA or Swiss licence stays recognised while it lasts, so check first whether you need to exchange it at all.

Prepare the application, current 35 × 45 mm photo, identity and lawful-stay documents as applicable, both-side copy of the foreign licence and evidence requested for residence. A sworn Polish translation or Polish-consular translation is normally needed, with an exemption for the standard EU-format licence. The Polish document costs PLN 100; translations, examinations and tests are separate. Follow the fee sequence for your procedure. Foreign-authority verification can extend the waiting time substantially; do not book travel on the assumption of a guaranteed 30-day completion.

  • Gorzów Wielkopolski

Urząd Miasta Gorzowa Wielkopolskiego — Wydział Komunikacji

ul. Myśliborska 34, I piętro, 66-400 Gorzów Wielkopolski

The city keeps your foreign licence and returns it to the issuing country, so ask before posting any originals.

Prepare the application, a compliant 35 × 45 mm photo taken within six months, a licence copy and original, ID, payment evidence and applicable residence or six-month study evidence. Translation is conditional: standard EU-format licences are exempt under the local instructions. Medical or psychological certificates are required only where applicable. Confirm the non-convention test requirements before booking the ordinary exchange.

  • Katowice

Urząd Miasta Katowice — Wydział Uprawnień Komunikacyjnych

    ul. Francuska 70, Katowice

You can apply online or by post as well as at the counter, and a licence in EU format needs no translation.

Prepare the application, payment proof, licence copy, identification, a 35 × 45 mm colour photo taken within six months and applicable residence evidence. Medical and psychological certificates depend on the case. After applying online, deliver required original certificates and translation. Ask the licence team to confirm requirements for your issuing country and document; postal delivery requires surrendering the old licence.

  • Kielce

Urząd Miasta Kielce – Rejestracja Pojazdów i Prawa Jazdy

Rynek 1, Pojazdy: parter, stanowiska 1–6; prawa jazdy: pokoje 26 (wnioski) i 25 (odbiór), 25-303 Kielce

After booking online, confirm the reservation from the e-mail within 30 minutes and choose the foreign-licence exchange option.

Use the current scannable application, existing licence, accepted ID, one current photo and PLN 100 issue-fee evidence. Ask whether a translation, medical report or additional evidence is required for your document. The BIP also allows the exchange application and attachments by post to Wydział Obsługi Mieszkańców, Rynek 1, 25-303 Kielce.

  • Koszalin

Urząd Miejski w Koszalinie — Wydział Komunikacji

ul. Rynek Staromiejski 6–7, parter; prawa jazdy: pokoje 25–26, rejestracja pojazdów: pokój 27, 75-007 Koszalin

Call the city’s driving-licence desk first so staff can check whether your licence can be exchanged.

Prepare the application, a colour 35 × 45 mm photograph taken within six months, identity document, foreign licence and its copy, and evidence appropriate to the residence declaration. Ask whether a translation or additional medical or psychological evidence is required for your document and categories. Confirm how the original foreign licence will be surrendered before collection; do not assume you can keep both documents.

  • Kraków

Referat Praw Jazdy — Centrum Administracyjne

al. Powstania Warszawskiego 10, I piętro, 31-541 Kraków

Exchanges are handled only at the main driving-licence department, where you can book a visit or take a queue ticket.

Prepare the application, photo, original licence and copy, identification and applicable residence evidence. KM-19 exempts EU/EEA/Swiss licences from translation; medical or theory-exam requirements depend on the case. A required sworn Polish translation must be attached to the licence copy; EU/EEA/Swiss exemptions still apply. Expired EU licences need the applicable medical evidence; heavier categories may also require psychological evidence. Show originals and confirm the residence basis, including applicable normal-residence or study circumstances. A representative can act with authority; collecting on your behalf also requires returning the old licence and showing the representative’s ID.

  • Łódź

Wydział Spraw Obywatelskich i Komunikacji — Prawa Jazdy i Rejestracja Pojazdów

    ul. Smugowa 26a i 30/32, 91-433 Łódź

Apply in person with a paper application, then book a separate visit to collect your new licence.

  • Lublin

Urząd Miasta Lublin — Wydział Komunikacji

    ul. Czechowska 19A, 20-072 Lublin

Book a visit online and choose the application category, not the collection one.

Prepare identity evidence, a current photograph and the foreign licence. Confirm your country-specific checklist with the office, including any translation or additional evidence. The booking information links to the municipal transport-service descriptions. Read the national foreign-licence guide as well; reserving a time neither submits nor approves the exchange.

  • Olsztyn

Urząd Miasta Olsztyna — Referat Uprawnień do Kierowania Pojazdami

ul. Ryszarda Knosały 3, 10-015 Olsztyn

Join the city’s electronic queue, or phone ahead to ask which category fits an exchange.

Prepare application, 35 × 45 mm colour photo from the last six months, foreign licence original and copy, identity and applicable residence evidence. Ask about authorised translation and any theory examination for your document’s country/format; the local card specifically addresses licences outside the road-traffic conventions. Expired eligible documents need the relevant renewal evidence. Pay by card at the counter or the verified city account; proxy stamp duty is normally PLN 17 with exemptions.
