Offices that exchange foreign driving licences in Germany

Some ask for copies by email before they give you an appointment

Exchanges are handled by the local driving licence authority, often called the Führerscheinstelle or Fahrerlaubnisbehörde, which in many places sits within the city or district administration. Some offices begin with copies of your licence sent by email, others assess it at the counter, and many ask for a German translation.

Pick the EU option if your licence comes from an EU country, and ask the office which option fits otherwise.

Prepare valid official ID, the valid original foreign licence, a current biometric 35 × 45 mm photograph and a translation if required. Ask which eyesight/medical evidence, first-aid certificate and exams apply to your precise category; the municipal checklist is not proof that every item applies to every EU/EEA exchange. A €7 on-site photo is stored electronically only for licence-office applications made that same day.
