Offices that exchange foreign driving licences in Germany

Some ask for copies by email before they give you an appointment

Exchanges are handled by the local driving licence authority, often called the Führerscheinstelle or Fahrerlaubnisbehörde, which in many places sits within the city or district administration. Some offices begin with copies of your licence sent by email, others assess it at the counter, and many ask for a German translation.

You can apply through an authorised representative, but ask which steps you must still take in person.

Bring original identification, valid national licence and a current paper biometric photo; the photo must be no older than one year. Prepare evidence of first German registration, including the foreign arrival address or origin details required by your procedure. Ask whether a classified translation is needed. Non-exempt third-country cases require a local driving school, first-aid proof and eyesight evidence; C/D cases may require additional medical and qualification records. The foreign licence must be surrendered when the German entitlement is granted; it may be retained or returned to the issuing country.
