Offices that exchange foreign driving licences in Germany

Some ask for copies by email before they give you an appointment

Exchanges are handled by the local driving licence authority, often called the Führerscheinstelle or Fahrerlaubnisbehörde, which in many places sits within the city or district administration. Some offices begin with copies of your licence sent by email, others assess it at the counter, and many ask for a German translation.

Use this only if your EU or EEA licence is expiring or expired, and allow up to fourteen weeks from complete documents.

Prepare an identity-document copy, foreign licence, biometric photo and possession-duration evidence if not shown on the licence. First German registration evidence is waived if you first registered in Munich and have lived there continuously. For an EU/EEA card, translation is required only for Greek or Cyrillic script. C/D entitlements need the relevant eyesight and medical evidence; a D extension beyond age 50 needs the additional specified fitness assessment. Fees depend on probation and limited classes.

An expired foreign licence normally cannot be exchanged, so start while yours is still valid.

Bring your passport or ID, a biometric photo, your original valid licence and a translation, plus proof of how long you have held it if the licence does not show this. Provide proof of your first German address registration unless you first registered in Munich and have lived there continuously. Required tests, driving-school evidence, first aid, eyesight and medical reports depend on the issuing country and the licence class. Medical fitness evidence should generally be no older than one year, and eyesight evidence no older than two years. Fees vary with testing and probation requirements; check which case applies to you before paying.
