Offices that exchange foreign driving licences in Germany

Some ask for copies by email before they give you an appointment

Exchanges are handled by the local driving licence authority, often called the Führerscheinstelle or Fahrerlaubnisbehörde, which in many places sits within the city or district administration. Some offices begin with copies of your licence sent by email, others assess it at the counter, and many ask for a German translation.

Book online, since walk-ins are not accepted, and cancel through your confirmation email if you cannot come.

Prepare the original foreign licence, identity document and biometric photo; the licensing authority’s own photo terminal costs €6.50. Check whether translation/classification, a driving-school application, first-aid/eyesight evidence or tests are required for your issuing country and category. Lorry/bus cases have additional medical rules. The administrative process costs €37.50–45.10, with other costs separate, and payment must be cashless. Check surrender and collection arrangements before relying on the original licence for travel.
