Cologne
Kundenzentrum Innenstadt
Laurenzplatz 1–3, 50667 Cologne
Walk in on some weekdays or book ahead, and check first whether your licence was issued in the EU or EEA or elsewhere.
Bring your identity card or passport, any required residence permit, your valid original foreign licence, and proof of its issue date if it is not shown on the licence. A translation may be requested. EU nationals only need their national passport to meet the passport/residence-permit requirement. Bring a biometric paper photo no more than three months old, or use the centre’s €6 terminal; digital photos supplied from elsewhere are not accepted. C/D licences issued over five years ago, and C1 holders aged 50 or over, require medical fitness evidence no more than a year old; D applicants aged 50 or over also need the specified performance assessment. Check the documents for your category before attending. For non-EU/EEA exchanges, also bring a German translation and classification from a provider accepted by the city, and proof of your first registration in Germany, unless it was in Cologne and you have lived there continuously since. For third countries outside Annex 11, bring an eyesight certificate, proof of an in-person first-aid course of nine 45-minute units, and a driving-school confirmation or contract. Online first-aid courses are not accepted. For Annex 11, check the exact conditions for your country and category before booking tests; you must name a driving school if a practical test is required. Additional C/D evidence on health, eyesight and professional qualification depends on the procedure that applies to you; confirm the complete checklist with the centre.
