Offices that exchange foreign driving licences in Germany

Some ask for copies by email before they give you an appointment

Exchanges are handled by the local driving licence authority, often called the Führerscheinstelle or Fahrerlaubnisbehörde, which in many places sits within the city or district administration. Some offices begin with copies of your licence sent by email, others assess it at the counter, and many ask for a German translation.

Pick the driving-licence service, not the neighbouring vehicle registration, and put all your matters in one booking.

For EU and Annex 11 cases, you need the application form, valid passport or ID, biometric photo and valid foreign licence; a certified translation and classification are required only if requested. D1/D1E/D/DE additionally require a certificate of conduct; clarify medical evidence for truck and bus categories. Other foreign-licence cases require identification, application, biometric photo, valid licence, certified translation/classification, a category-appropriate sight test or medical/ophthalmological evidence, and first-aid-course proof. Confirm the checklist for your exact case before commissioning translations or examinations.
