Offices that exchange foreign driving licences in Germany

Some ask for copies by email before they give you an appointment

Exchanges are handled by the local driving licence authority, often called the Führerscheinstelle or Fahrerlaubnisbehörde, which in many places sits within the city or district administration. Some offices begin with copies of your licence sent by email, others assess it at the counter, and many ask for a German translation.

Book an appointment to have your licence assessed in person, because the city gives no case advice by phone.

Prepare your foreign licence and identification for assessment, and a recent biometric photo. Bonn accepts a suitable paper photo for driving-licence services or capture at its own equipment for €6; certified photographers’ digital photo retrieval used for passports does not apply here. Ask for the case-specific list before ordering translations, medical evidence or tests.
