Offices that exchange foreign driving licences in Germany

Some ask for copies by email before they give you an appointment

Exchanges are handled by the local driving licence authority, often called the Führerscheinstelle or Fahrerlaubnisbehörde, which in many places sits within the city or district administration. Some offices begin with copies of your licence sent by email, others assess it at the counter, and many ask for a German translation.

Book early if your licence is from outside the EU or EEA, as it is usually recognised for only six months after you move.

Prepare ID/passport, the valid foreign licence, a compliant 35 × 45 mm photo and evidence of establishing residence in Germany. Ask whether an accepted translation and evidence of residence in the issuing country are required. Depending on country/category, first-aid, eyesight, medical evidence and a driving school for tests may be needed; a complete new training course is not universally required. Fees are €54 for EU/EEA exchange and €45.10–95.10 for other-country conversion, with possible extras. Confirm your fee and checklist.
