Offices that exchange foreign driving licences in Germany

Some ask for copies by email before they give you an appointment

Exchanges are handled by the local driving licence authority, often called the Führerscheinstelle or Fahrerlaubnisbehörde, which in many places sits within the city or district administration. Some offices begin with copies of your licence sent by email, others assess it at the counter, and many ask for a German translation.

Book the EU and EEA exchange appointment ahead and bring a paper photo prepared beforehand.

Bring your identity card or passport, European licence and one current biometric photograph on paper. For a lost or stolen licence, prepare categories, issuing place and date, plus a copy or official confirmation if available. C/D exchanges require medical and eyesight evidence; D categories additionally require performance testing and an authority-purpose criminal-record application. Professional-driver qualification evidence may also be needed. Confirm your category’s checklist before paying for tests.

    Bürgeramt Rathaus Mitte

    Karl-Marx-Allee 31, 10178 Berlin

Book your appointment and check first whether your country and licence category mean you must take driving tests.

Bring ID or passport, a residence permit if you are not an EU/EEA citizen, the valid original licence and one current biometric photograph on paper. A translation is required for licences not in German or English; the authority can request it during assessment if uncertain. For cases requiring tests, provide driving-school and test-centre details; the test centre cannot be changed after examination authorisation. First-aid, eyesight and C/D medical checks depend on the country/category rules. Confirm the exact list; Annex 11 does not mean every category is test-free.
