Municipal passport counters in the Netherlands

Booking and collection options, city by city

Passports are handled by the municipality where you are registered, and larger cities run more than one counter. Some counters let you walk in, others require a booking, and collection or delivery works differently too. Which office takes applications for an alien’s or refugee passport also depends on the city. Dutch citizens who live abroad can also use certain border municipalities.

    Bring every passport and identity card in your name, including expired ones, a compliant photo and cash or a payment card. For under-18s each custodian can consent online with their own DigiD (the Dutch digital ID for government websites); those who have consented online need not attend. A custodian not consenting online must attend and give written consent with valid ID. Ask how to prove sole custody or deal with missing consent before the appointment. Check current fees rather than assuming a child pays the adult rate. Loss reporting is a separate step; ask the municipality how to report a missing document and arrange replacement.

    Bring your residence permit, all travel documents, a compliant colour photo no older than six months and cash or a debit card. Zwolle asks for a passport-requirement exemption and copies of at least two serious embassy applications with proof of dispatch. The embassy-application evidence is waived for nationals of Guinea, Liberia, Somalia and Sierra Leone, and people lawfully resident for over five years; confirm how the exemption applies to you. Applicants under 18 need consent from their legal guardians.
