Municipal passport counters in the Netherlands

Booking and collection options, city by city

Passports are handled by the municipality where you are registered, and larger cities run more than one counter. Some counters let you walk in, others require a booking, and collection or delivery works differently too. Which office takes applications for an alien’s or refugee passport also depends on the city. Dutch citizens who live abroad can also use certain border municipalities.

    Stadsplein 1, 3431 LZ Nieuwegein

Expect three visits, with an immigration check of two to four months after the first, and no urgent option.

First visit: residence permit, evidence such as embassy refusal, and all passports/IDs including expired ones; punched invalid passports are excluded. After approval: compliant photo and debit card or cash. Arrive ten minutes early if using the municipal photo service. Children attend application and collection and need consent from those holding authority; ask which preliminary visits require the child.

    Stadsplein 1, 3431 LZ Nieuwegein

Starting online with DigiD is only a first step, and you still book a visit for the identity checks and signature.

Bring a compliant photograph and all your passports and identity cards, including expired ones; perforated invalid passports are exempt. The town-hall photographer cannot photograph babies under three months; arrange their photo elsewhere. For other applicants using the photographer, arrive at least ten minutes early. For urgency call 14 030: urgent appointments are morning-only and subject to availability, with collection normally the next working day after 11:00. Missing old documents can prevent urgency; confirm before relying on it.
