Municipal passport counters in the Netherlands

Booking and collection options, city by city

Passports are handled by the municipality where you are registered, and larger cities run more than one counter. Some counters let you walk in, others require a booking, and collection or delivery works differently too. Which office takes applications for an alien’s or refugee passport also depends on the city. Dutch citizens who live abroad can also use certain border municipalities.

  • Heerlen

    For refugees

    Stadskantoor Heerlen

    Geleenstraat 25, 6411 HP Heerlen

Book a visit if you hold an asylum-based residence document, as a pending asylum application alone does not qualify.

Bring the qualifying valid residence document, all travel documents including expired ones, and a compliant colour passport photograph no more than six months old. For a child below 18, arrange consent from the parents or guardians and their identity evidence; the city offers digital consent or a written declaration on request. Confirm the child’s attendance and collection requirements. The 2026 fee is €67.05, with €60.30 extra for available urgent processing. Debit payment is preferred.

  • Heerlen

    Stadskantoor Heerlen

    Geleenstraat 25, 6411 HP Heerlen

Book your visit online, or ask about an urgent application, which you can make without an appointment.

Bring all travel documents, including expired ones, a compliant colour photograph no older than six months and payment. For children under 18, arrange consent from everyone with parental authority using Heerlen’s digital or written procedure and prepare the required parent or guardian identity documents. Children must attend the application themselves.

  • Heerlen

    For non-residents

    Stadskantoor Heerlen

    Geleenstraat 25, 6411 HP Heerlen

Send in your checklist and scans online first, then wait for an invitation to book your appointment.

Upload the checklist, all requested scans and an ID copy for preliminary review. At the counter bring every original document and a compliant photo taken within six months. For a child, include the parental-consent evidence required by the personal checklist. Check the current appointment wait and non-resident fee before making travel plans.

  • Heerlen

    For residence permit holders

    Stadskantoor Heerlen

    Geleenstraat 25, 6411 HP Heerlen

Contact the town hall first and say you need a foreigner’s passport, not a refugee passport, before you book.

Prepare your valid residence permit, all travel documents including expired ones, a compliant colour photo no older than six months and payment. Evidence that you cannot obtain a national passport belongs to the foreign-resident assessment; do not apply that requirement automatically to the refugee route. Ask for your document-specific checklist. Under 18, arrange consent from all holders of parental responsibility through the municipal digital or written procedure and bring the requested guardian identity documents.
