Municipal passport counters in the Netherlands

Booking and collection options, city by city

Passports are handled by the municipality where you are registered, and larger cities run more than one counter. Some counters let you walk in, others require a booking, and collection or delivery works differently too. Which office takes applications for an alien’s or refugee passport also depends on the city. Dutch citizens who live abroad can also use certain border municipalities.

  • Haarlem

    Gemeente Haarlem — Publiekshal Raakspoort

    Zijlvest 39, 2011 VB Haarlem

Walk in on weekday mornings or book ahead, then collect the passport after five working days without an appointment.

Bring all passports and identity cards, including expired ones, a compliant colour photo and your HaarlemPas if held. For children under 18, both parents/guardians must consent. An absent parent uses the DigiD (the Dutch digital ID for government websites) consent form, dated within four weeks of the appointment; the accompanying parent brings ID. The hall’s photo equipment is only for ages 12 and over; have the photo ready before the appointment.

    For residence permit holders

    Gemeente Haarlem — Publiekshal Raakspoort

    Zijlvest 39, 2011 VB Haarlem

Book an appointment or walk in on weekday mornings, and allow two to four months while your case is assessed.

Bring your residence permit, another travel document if you have one even if expired, and a compliant colour photo. Under 18, obtain consent from the parents/guardians holding authority. If one cannot attend, use the city’s DigiD (the Dutch digital ID for government websites) consent form beforehand. The attending parent/guardian brings valid passport or ID. Haarlem requires the consent declaration to be no more than one month old on the appointment date. Ask about proof that your own country cannot issue a passport and about payment options.
