Municipal passport counters in the Netherlands

Booking and collection options, city by city

Passports are handled by the municipality where you are registered, and larger cities run more than one counter. Some counters let you walk in, others require a booking, and collection or delivery works differently too. Which office takes applications for an alien’s or refugee passport also depends on the city. Dutch citizens who live abroad can also use certain border municipalities.

    For residence permit holders

    Stadskantoor Enschede

    Hengelosestraat 51, 7514 AD Enschede

The counter runs on Wednesday mornings and also serves residents of Losser.

Bring the valid residence permit, an existing alien’s passport or other travel document if held, a refusal letter showing your country cannot or will not issue a passport, and a compliant photo no older than six months. In Enschede you can also have a photo made at the Stadskantoor before the appointment. Confirm child and guardianship documents in advance; where Nidos acts as guardian, follow the written-consent requirement. The travel document is not valid for travel to your country of origin.

Start with your own DigiD and pay online, but you still visit the counter for your photo and signature.

Bring the current passport and ID card if you have both, even if expired, and a compliant photo no more than six months old. For under-18s, the city’s digital route starts with both custodians’ consent; the young applicant then uses their own DigiD (the Dutch digital ID for government websites) to apply, pay and book. Without DigiD, consent can be given at the appointment with the custodians present or through the official completed paper consent form accompanied by the required valid identity-document copies. The child remains the applicant and attends. Ask about sole custody or unusual family circumstances before booking. Check current age-based fees and extras; no guaranteed collection date should be assumed for urgent travel.

    For non-residents

    Stadskantoor Enschede

    Hengelosestraat 51, 7514 AD Enschede

Gather every document on your country’s checklist before booking, because missing papers mean another appointment.

Complete your personal checklist through nederlandwereldwijd.nl/paspoort-id-kaart/buitenland and bring every required document. If unsure, NetherlandsWorldwide can discuss the checklist on +31 24 724 7247. Residents of Germany must additionally bring an Erweiterte Meldebescheinigung, as explicitly required by Enschede. For children, bring the completed official consent form and required identity documents or copies for the custodians, and bring the child to the appointment. Check current non-resident fees: resident rates do not apply. If urgent, explain this during the appointment; the city gives a separate urgent estimate, with possible delay where the old passport is missing.
