Municipal passport counters in the Netherlands

Booking and collection options, city by city

Passports are handled by the municipality where you are registered, and larger cities run more than one counter. Some counters let you walk in, others require a booking, and collection or delivery works differently too. Which office takes applications for an alien’s or refugee passport also depends on the city. Dutch citizens who live abroad can also use certain border municipalities.

    For refugees

    Gemeente Doetinchem — Stadhuis

    Raadhuisstraat 2, 7001 EW Doetinchem

It works for identification and foreign travel, but usually not for travel to your country of nationality.

Bring a valid qualifying asylum residence document, a compliant passport photograph and your previous refugee passport if you have one. A photo booth is available in the town hall. For a child below 18, arrange consent from both parents or the relevant guardian and bring the child to application and collection. The fee is €67.05, payable at application; debit or mobile payment is preferred. Urgency costs extra: confirm the amount and actual readiness.

  • Doetinchem

    Gemeente Doetinchem — Stadhuis

    Raadhuisstraat 2, 7001 EW Doetinchem

If the applicant is under 18, everyone with parental responsibility must give consent.

Bring all current and expired passports and identity cards and a compliant colour photo no older than six months. The town-hall booth needs about 15 minutes before check-in; it is not wheelchair-accessible and is unsuitable for children unable to sit or stand independently. Where child consent is required, use the original signed municipal form and guardian ID documents or copies; a scan of the consent form is not accepted.

  • Doetinchem

    For residence permit holders

    Gemeente Doetinchem — Stadhuis

    Raadhuisstraat 2, 7001 EW Doetinchem

Allow two to four months from application, and stateless applicants can use this passport too.

Bring all current and expired passports and IDs, your residence permit, any old foreign-resident passport, a compliant colour photo no older than six months, and evidence such as an embassy refusal. Under 18, consent is needed from both parents or the person holding parental authority. If consent is refused or impossible to obtain, the city refers you to the court procedure for substitute consent. Use the consent form with original signatures, not a scan or copy of the form. Under 12, at least one parent or guardian attends the application with valid ID and an ID copy for any consenting person who is absent. From 12, the child may apply alone with signed consent and copies of the parents’ IDs. Collection for a child under 12 normally includes a parent or guardian; if they cannot attend, a written authorisation can be arranged.
