Municipal passport counters in the Netherlands

Booking and collection options, city by city

Passports are handled by the municipality where you are registered, and larger cities run more than one counter. Some counters let you walk in, others require a booking, and collection or delivery works differently too. Which office takes applications for an alien’s or refugee passport also depends on the city. Dutch citizens who live abroad can also use certain border municipalities.

    Gemeente Arnhem — Loket Zuid

    Kronenburggalerij 3, 6831 ET Arnhem

Up to age 11 a child comes with a parent or guardian, and from 12 they can come alone if everyone with custody consents.

Bring every passport and identity card held, including expired ones, and a compliant colour photo no older than six months. Consent must be given before or during application and lasts three months. An absent guardian can consent online, removing the need to bring their ID, or provide the original signed paper form with their valid original ID. Collect with the receipt and any document still due for surrender; for children also bring your own identification.

  • Arnhem

    Stadhuis Arnhem — publieksbalies

    Koningstraat 38, 6811 DG Arnhem

Collect the finished passport after six working days without an appointment, but within three months.

    For residence permit holders

    Stadhuis Arnhem — publieksbalies

    Koningstraat 38, 6811 DG Arnhem

When you book, choose the appointment type for foreign residents and refugees, not the ordinary Dutch passport one.

Bring your valid Dutch residence document, a declaration from your own authorities that you cannot obtain a travel document, and a compliant colour photo no older than six months. If both parents or guardians attend, each brings valid identification and signs at the counter. An absent guardian can consent online in advance; their identity document is then unnecessary. With a printed signed consent form instead, bring that guardian’s valid identity document as well.
