Municipal passport counters in the Netherlands

Booking and collection options, city by city

Passports are handled by the municipality where you are registered, and larger cities run more than one counter. Some counters let you walk in, others require a booking, and collection or delivery works differently too. Which office takes applications for an alien’s or refugee passport also depends on the city. Dutch citizens who live abroad can also use certain border municipalities.

For applicants under 18, bring the parents’ original identity documents, not copies, and arrange consent from the appropriate parents or guardians. • Almere

    For residence permit holders

    Stadhuis Almere — Burgerzaken

    Stadhuisplein 1, 1315 HR Almere

Contact the citizens’ services desk first and wait for approval before you book the follow-up appointment.

Under-18s need consent from their legal guardians and copies of their identity documents. Give consent online with DigiD (the Dutch digital ID for government websites) before the appointment, or bring the paper form with signatures matching the accompanying identity documents. Follow the additional checklist in the municipal notification.

  • Almere

    Stadhuis Almere — Burgerzaken

Book online, and if a parent cannot come with a child under 18, they must give consent digitally before the visit.

Bring all passports and identity cards you hold, including expired ones, a compliant photograph taken within six months and a payment card. If parental responsibility was determined by a court, bring an extract from the parental-responsibility register (gezagsregister). Consent from those with parental responsibility is required for passport applicants under 18 and identity-card applicants under 12. Submit digital consent at least two working days before an identity-card appointment. If consent is required and you cannot use DigiD (the Dutch digital ID for government websites), collect the consent form at Burgerzaken and bring it completed; the signature must match the signature on the consenting person’s identity document.

For applicants under 18, arrange consent from everyone with parental authority and bring their ID or copies; the municipality provides DigiD (the Dutch digital ID for government websites) consent and a paper form. If all travel documents are lost and the previous one was issued elsewhere, call first: municipal identity checks may be needed, and a driving licence is insufficient for this check.
