Offices that handle meldunek in Poland

Reservations, tickets or a phone call: each office has its own way in

In Poland the registration counter sits in the city or municipal office and, in Warsaw, in the district office. Some offices work with online reservations, some with queue tickets and some ask you to phone first. Each office also has its own approach to foreign residents and the documents it expects. Without a PESEL number, the Polish personal ID number, you may have to come in person.

  • Białystok

Departament Obsługi Mieszkańców — Referat Ewidencji Ludności

    ul. Branickiego 3/5, 15-085 Białystok

Reserve a visit online or by phone, and check whether you must come in person if you have no PESEL.

Prepare the appropriate signed registration form, valid travel or qualifying identity document, applicable residence evidence and proof of the legal right to the home. If someone collects a temporary-registration certificate for you, check the additional authorisation fee and family exemptions. Eligible EU/EFTA/Swiss citizens and family members can use the online route; other foreign nationals register at the municipality. If you do not hold the legal right to the home, obtain the right-holder’s confirmation that you live there and their housing-right evidence.

  • Bielsko-Biała

For EU, EEA and Swiss citizens

    Wydział Spraw Obywatelskich i Przedsiębiorczości

Pick the registration service when you reserve a visit in the department's online system.

Bring the temporary-residence form, valid passport or other qualifying identity-and-nationality document, and evidence of your legal right to the home. If you have no such right, obtain the right holder’s signature confirming your stay and show their housing-right document. Family members need a passport and the applicable residence card or other family-status evidence. A representative must show an original or officially certified authorisation.

Prepare the temporary-residence form, valid travel document and applicable visa, residence or protection documents. Show your right to occupy the home; without your own right, obtain the right holder’s signed confirmation and show their housing document. A representative needs an original or officially certified power of attorney.

  • Bydgoszcz

Biuro Meldunkowe — ul. Gawędy 5

    ul. Gawędy 5, Bydgoszcz

Book by phone, then come in person and confirm the documents needed for everyone being registered.

Bring the temporary-stay form with residence confirmed by the owner or other housing-right holder, and evidence of that right. Prepare valid identity and nationality evidence plus the residence documents required by the municipal checklist. Family members and UK nationals have specific document requirements. An accompanying certificate in another EU official language costs a further PLN 17. • Bytom

Urząd Miejski w Bytomiu — ewidencja ludności

    ul. Parkowa 2, 41-902 Bytom

Report your permanent or temporary home, which does not replace permission to stay in Poland.

Bring the appropriate registration form, valid travel or identity document, evidence of lawful residence where required and housing evidence. The person entitled to the property confirms that you live there. If the owner will not confirm or documents are missing, explain this to the authority: an administrative investigation may establish actual residence. Registration is free; requested certificates can have separate fees. A lease can establish your own right to occupy the home; otherwise prepare the entitled person’s housing document and confirmation of actual residence. Choose permanent or temporary registration: the residence documents required for foreign residents differ between those procedures.

  • Chorzów

Urząd Miasta Chorzów — Referat Ewidencji Ludności i Dowodów Osobistych

    Rynek 1, parter, pokoje 9 i 11, 41-500 Chorzów

Register the home where you actually live, and check which deadline applies to your nationality.

Prepare a separate form for each person, including children, ID/travel document, occupancy confirmation by the owner or other entitled person and original proof of rights to the dwelling. An allocation letter, developer agreement or lease amendment alone is not enough under the city checklist. Foreign residents need the stay evidence appropriate to permanent or temporary registration. Written representation is possible with the representative’s ID. Online eligibility depends on status; PESEL (Polish national identification number) alone does not make a non-EU applicant eligible. Follow the national form’s current electronic-signature/e-Doręczenia instructions.

  • Częstochowa

Referat Ewidencji Ludności i Dowodów Osobistych

ul. Jerzego Waszyngtona 5, 42-217 Częstochowa

Reserve online, then take a queue ticket marked A when you arrive.

Use the permanent or temporary registration form. Bring original evidence of your right to occupy the home, or the owner’s confirmation and their housing-right document, plus identity and applicable residence documents. Floor numbers are given inconsistently, so follow the signs for room 111 or call +48 34 370 77 02.

  • Dąbrowa Górnicza

Urząd Miejski w Dąbrowie Górniczej – Wydział Spraw Obywatelskich

ul. Graniczna 21, 41-300 Dąbrowa Górnicza

Phone to confirm the documents you need for your nationality and residence status before you go.

Bring the completed registration form, valid identity/travel document, applicable evidence of lawful residence and housing-title evidence. If somebody else holds the housing right, obtain their confirmation of your actual residence. A representative needs written authority and their ID, but cannot replace a mandatory personal visit. Registration itself is free; ask separately about any certificate fee.

  • Elbląg

Urząd Miejski w Elblągu — Referat Ewidencji Ludności i Dowodów Osobistych

ul. Łączności 1, Budynek B, parter, 82-300 Elbląg

The same service handles permanent and temporary registration, so say which one you need.

Prepare KU-20/DSO/Z1 for permanent or KU-20/DSO/Z2 for temporary residence, an accepted travel/identity document, evidence of your right to stay and original housing-right evidence. Obtain the housing holder’s confirmation of your actual stay. Family-member cases need the appropriate relationship/residence evidence. Do not treat temporary registration as extending a visa or residence permission. Resolve missing housing evidence through the office’s administrative procedure.
