Choose Your Legal Route and a Registrable Place to Live
Nationality, purpose, and the kind of address you secure determine the rest of the move.
The first fork is citizenship. Citizens of the EU and EFTA may enter with a valid passport or identity card and do not need a German visa or residence permit to work, study, or train. Everyone else should use the official German visa decision route before making non-refundable commitments. A Schengen visit, visa-free short stay, and national long-stay visa create different rights. None should be treated as a generic relocation permission.
Match the permission to the real purpose
For a third-country national, choose the route that describes the main activity: employed work, an EU Blue Card or another skilled-worker route, university study, vocational training, family reunification, self-employment, or job search. The supporting evidence changes with that choice. A work route may depend on a qualifying job and recognised credentials; study depends on admission, finance, and acceptable health cover; family routes depend on the relationship and sponsor's status.
Some nationalities may enter without a visa and apply locally for certain purposes, but that does not mean they may begin work on arrival. The official route page separates the privileged-country groups and explains when applying before travel is safer. If an employment start date matters, waiting for a local foreigners-authority appointment after entry can create a costly gap.
Treat housing as an administrative dependency
Do not ask only whether you can sleep at an address. Ask in writing whether you will actually occupy a dwelling and receive a Wohnungsgeberbestätigung, the housing-provider confirmation used for Anmeldung. A hotel, holiday let, hostel, or informal sublet may be comfortable yet unable or unwilling to provide the evidence. A legitimate temporary lease can work when it represents a real dwelling and the provider will confirm move-in, but the local registration office decides from the facts.
Use the official housing and registration guidance to distinguish Kaltmiete, the basic rent, from Warmmiete, which adds specified operating costs. Electricity, internet, and sometimes heating remain separate. Never transfer a deposit merely to secure a viewing. Verify the landlord or authorised agent, read the contract, and tie payment to a signed agreement and genuine handover.
A practical route map therefore has three columns: legal permission, proof that unlocks it, and the next dependency. For example, an admitted student may need finance and insurance for the visa, a registrable address for Anmeldung, and the registration certificate for later banking or residence tasks. A worker may need the job contract before travel but should not assume the employer completes immigration or housing steps. Freeze the route before booking removals, then keep a lawful fallback such as extending verified temporary housing rather than entering on the wrong basis.
Eligibility Check
Check Entry, Work, Study, Family, and Funding Conditions
Confirm the conditions that apply to each household member before paying fees or ending existing arrangements.
Test eligibility person by person. A couple travelling together can still have different permissions, document lists, employment rights, and deadlines. Record each person's nationality, passport validity, intended activity, relationship to any sponsor, planned arrival, insurance start, and current residence country. For dual nationals, identify which passport creates the clearest lawful route and use the same identity consistently through applications and travel.
Common conditions are only the starting point
For most third-country routes, the authorities examine identity and nationality, a recognised valid passport, the stated purpose, means of support, and whether a ground for refusal applies. The official application explanation shows that funds may be evidenced differently by route, such as salary, an accepted blocked account, or a formal declaration of commitment. The embassy responsible for the applicant's place of residence supplies the purpose-specific checklist.
Do not mix evidence from competing stories. A study application supported by an admission letter, a work contract starting during study, and housing available months later can raise questions unless the timeline and permitted side activity are clear. Names, dates of birth, addresses, and relationship details must agree across passports, civil records, contracts, and translations. Explain any genuine discrepancy and obtain corrections early.
Work and qualifications are separate tests
An immigration title can permit an activity, but a regulated profession may also require recognition or a licence to practise. Doctors, nurses, teachers, lawyers, and other regulated professionals should identify the competent recognition body before fixing a start date. For non-regulated work, an employer may still require an assessment of a foreign qualification or experience. Employer interest is not the same as permission to work.
Students should verify admission, enrolment conditions, language requirements, accepted finance, and health-insurance treatment. Self-employed movers need a route that permits their actual business activity; describing employee-like work as freelancing does not cure a status problem. Families should separate spouse, child, custody, and parental-consent evidence and check whether the sponsor's status changes housing, language, finance, or work-right conditions.
Make the household viable on the first day
Germany generally requires residents to have statutory or private health insurance. The Federal Ministry of Health overview explains the two systems and contribution-based family insurance. A travel policy may support entry in a limited case but should not be assumed to satisfy long-term residence, employment, or enrolment rules. Obtain written confirmation of the cover, start date, and household members.
Finally, stress-test the move without expected income for several weeks. Include temporary housing, deposits, food, transport, insurance, communications, and return or rebooking costs. Eligibility on paper is not a workable plan if a delayed card, appointment, payroll registration, or school place leaves the household without lawful cover or accessible funds.

Carry the originals that are difficult to replace and organise route-specific copies before departure.
Create a master index before collecting paper. Divide it into identity, legal route, income or study, family, housing, insurance and health, and move-specific evidence. List the issuing body, original location, certified copy, translation, expiry or issue date, and the action that will use each record. This prevents one office from retaining the only copy needed elsewhere.
Protect the records that cannot be recreated quickly
Carry passports, national identity cards, visa decisions, birth and marriage certificates, custody or consent records, diplomas, professional licences, driving licences, vaccination records, and essential prescriptions in hand luggage. Keep secure scans in a location accessible without the same lost device or suitcase. A simple photocopy, certified copy, sworn translation, apostille, and consular legalisation are not interchangeable. Use the exact embassy, recognition body, registry, university, insurer, or local office checklist to determine which version applies.
For immigration, add the contract, admission or family evidence, finance proof, insurance confirmation, application receipt, and correspondence. For employment, retain references, qualification assessments, payroll details, and the signed final contract. Families should bring recent school reports, special-support records, custody documents, and vaccination evidence; Germany's education system is organised by the Länder, so the receiving school or education office decides its local placement file.
Separate housing contract from registration proof
The tenancy agreement establishes the rental relationship. The Wohnungsgeberbestätigung confirms who moved into which dwelling and when. Anmeldung normally needs the latter or its accepted electronic reference. Before paying, verify that the person signing can let the property and will provide the confirmation promptly after genuine move-in. Keep the signed lease, handover protocol, meter readings, photographs, inventory, deposit payment evidence, and every key receipt.
Prepare customs and animal evidence before loading
A move from outside the EU may qualify for customs relief. German Customs guidance on transferring residence normally expects evidence of at least twelve months' prior non-EU residence and six months' prior possession and use for non-consumable goods, with documented exceptions. Build an inventory with values, purchase or registration records, and the customs declaration. Alcohol, tobacco, commercial equipment, weapons, and protected-species items have separate exclusions or controls.
For a dog, cat, or ferret, use the current EU pet-travel rules. Identification must precede a valid rabies vaccination. A primary vaccination normally requires at least 21 days before travel. EU-origin travel usually uses a pet passport; most non-EU origins require an official animal health certificate issued no more than ten days before arrival, with origin-specific testing rules.
Add a small arrival folder containing the first two weeks' essentials: identity, visa, insurance, address evidence, landlord contact, job or university confirmation, appointment details, payment method, and emergency medication. That folder should work even while the shipment and the rest of the archive are unavailable.
Action Order
Put the Move into a Safe Order Before and After Arrival
Sequence the visa, housing, insurance, registration, residence, work or study, and household setup by dependency.
Work backwards from the earliest immovable event: a lawful job start, university enrolment deadline, school term, lease start, or visa expiry. Add embassy appointment demand, decision time, document procurement, pet vaccination waiting periods, and shipment lead time. Place a buffer before every non-refundable booking.
Before travel
- Confirm the correct entry and residence route for every household member. Save the exact checklist from the responsible German mission.
- Obtain civil records, qualifications, translations, finance proof, and insurance confirmation. Apply for the visa and preserve the submission receipt and passport-return arrangements.
- Secure verified initial housing. Obtain written confirmation that a Wohnungsgeberbestätigung will be issued after move-in. Do not send money to an unverified recipient.
- Arrange health cover from the required date, essential medication, pet compliance, customs evidence, and transport insurance.
- Notify employers, universities, schools, childcare providers, banks, tax bodies, insurers, and utilities in the country you are leaving. Preserve records that will be difficult to access later.
At handover and during the first two weeks
At the dwelling, inspect before accepting. Record defects, inventory, keys, and meter readings in a signed handover protocol. Take time-stamped photographs. Receive the housing-provider confirmation and verify the spelling, full address, and move-in date.
Complete Anmeldung with the competent municipal registration authority within two weeks of actually moving in. The Bundesportal service description lists identity documents and the Wohnungsgeberbestätigung as core evidence. Personal registration is immediate when the file is complete. Electronic registration can take up to a week where available, but current access depends on the municipality and suitable German or EU electronic identity. Keep the Meldebestätigung as proof.
Then connect the address to downstream tasks. Give the employer or university the correct contact details. Confirm health-fund membership, payroll and social-insurance reporting, or student-insurance transmission. Open or activate the account needed for rent and salary, but compare fees and do not assume every bank accepts the same identity route. Contract electricity or gas if not included; where no contract has been chosen, supply may begin under the local basic provider's terms, which still requires prompt regularisation. Arrange internet early because installation can lag.
Immigration, family, and completion
A national-visa holder should contact the competent foreigners authority soon after arrival and apply before the visa expires. A booking request is not proof of a timely application. Save the filed application, payment receipt, case reference, and any formal interim document. Do not begin an activity unless the current visa or residence document permits it.
Parents should contact the local school authority or school with address, age, prior reports, custody, and support records. Childcare waiting lists can be long, so applications should start before the move where the municipality permits. Finally, verify each completed result: registration certificate, active insurance, correct payroll reporting, usable bank account, accepted enrolment, residence filing, and live utility contracts. Keep unresolved items on a dated exception list with owner, next contact, and lawful fallback.
Move Budget
Budget for Visa, Housing, Insurance, Transport, and Setup
Separate fixed official charges from deposits, recurring commitments, and location-dependent market prices.
Build the budget in four columns: fixed official charges, refundable cash tied up, recurring monthly commitments, and variable market purchases. Date every quote and amount. A figure without its unit, household size, location, and inclusions is not useful.
Fixed and avoidable charges
As checked on 25 August 2026, the Federal Foreign Office visa tariff sets the standard Schengen visa at EUR 90 and a national long-stay visa at EUR 75. A national visa for a minor is normally EUR 37.50. Defined family members, scholarship holders, children, humanitarian cases, and other groups can receive reductions or waivers depending on the visa category. A visa processing fee is normally not refunded after refusal. Residence-document fees are separate and depend on the title and action, so use the local authority's current tariff for each household member.
Address registration should be handled through the competent municipality. Do not pay a person who claims to sell an official appointment or guaranteed result. Translation, certification, apostille, biometric photographs, medical evidence, qualification recognition, and language tests are separate services. Obtain itemised quotes and ask whether VAT, delivery, corrections, and extra copies are included.
Housing needs the largest liquid reserve
Budget temporary accommodation until a genuine handover, not merely until the planned lease date. For a standard residential tenancy, the deposit can reach three months of Kaltmiete, the basic rent excluding operating costs. The first Warmmiete may be due at the same time, and electricity, internet, moving, furniture, kitchen equipment, and household insurance may follow. Do not treat the deposit as a fee: it remains security under the tenancy, but the money can be unavailable for years.
Compare a rental by total monthly cost. Ask which heating, water, building charges, parking, furniture, and maintenance items are included and how the annual operating-cost reconciliation works. A cheaper Kaltmiete can produce a higher total if heating efficiency or excluded services are poor.
Compare removal and arrival prices consistently
For removals, request at least three written inventories based on the same volume and access conditions. Each quote should identify packing, disassembly, stairs or lift, parking permits, customs handling, storage, delivery window, declared-value insurance, deductibles, tax, and excluded fragile or high-value items. A low quote that omits customs delay, long carry, shuttle vehicles, or storage is not comparable with a door-to-door price.
Add travel, extra baggage, pet veterinary documents and transport, vehicle compliance, school materials, childcare gaps, SIM or internet activation, and temporary public transport. Health-insurance contributions or private premiums begin according to status and start date; confirm the first debit and any family cover in writing.
Keep a delay reserve that can pay for several extra weeks of accommodation and daily living without salary. Do not count a deposit return, tax refund, reimbursable expense, or first payroll payment as available until it has arrived. The final budget should show the amount needed before departure, the amount locked as security, and the recurring monthly baseline after the household is functioning.
Deadlines
Protect Every Deadline, Status Change, and Renewal
Track legal cutoffs separately from appointment estimates, document expiry, and practical lead times.
Put legal deadlines in a separate calendar from service estimates. A legal cutoff determines whether action is timely. An appointment waiting time predicts inconvenience. A document-validity period determines whether evidence can still be used. Label each date by type and keep the source and proof beside it.
Arrival does not start every clock
Anmeldung is normally due within two weeks after actually moving into a dwelling. It is not generally calculated from the flight date when you were still in a hotel and had not occupied the eventual home. The registration record should use the genuine move-in date supplied by the housing provider. The regional Bundesportal page checked on 25 August 2026 states that late registration can be an administrative offence with a fine up to EUR 1,000, although enforcement depends on the facts. Keep evidence when delay was caused by unavailable appointments or missing provider confirmation.
A national visa has its own validity. The official visa guidance says it is usually valid for up to twelve months, but the printed dates and conditions on the document control the individual case. Contact the foreigners authority early and file the residence application before expiry. An email asking for an appointment, an online account, and a completed draft form are different from submission. Ask what local channel constitutes filing and retain the electronic receipt, timestamp, postal delivery, stamped copy, or case reference it issues.
Coordinate dependent dates
Insurance must begin on the date required by the applicable immigration, work, study, or residence conditions. Report employment, income, family, study, address, or status changes to the insurer when they can alter membership or contributions. Employers and universities also have their own start, enrolment, and evidence deadlines. A pending residence matter does not automatically excuse a missed employment or enrolment condition.
For family moves, school and childcare dates come from the Land, municipality, and institution. Contact the responsible education body rather than importing a deadline from another federal state. Preserve prior reports and ask how a mid-year arrival, insufficient German, disability, or special educational need changes placement and support.
Household property imported from outside the EU normally must complete duty-free clearance within twelve months after transferring normal residence. It may arrive in separate consignments. Customs guidance also allows certain advance imports when the mover undertakes to establish residence within six months. Keep each declaration and inventory so later consignments can be matched to the relief.
Build the next-year calendar before declaring completion
Record passport, residence document, insurance policy, lease, utility price term, vehicle inspection, pet vaccination, school re-enrolment, and tax-year dates. Add notice periods and begin renewals early enough to obtain source-country records again if needed. After a move within Germany, repeat the relevant address update and notify every body that does not receive the change automatically.
Review the calendar after marriage, separation, birth, job loss, employer change, course change, long absence, or planned departure. These events can change immigration, tax, insurance, benefit, school, and contract obligations on different dates. The safest status file contains the current document, the pending action, proof it was filed, and the next date on which the reader must act.
Problem Solving
Fix Housing, Document, Appointment, and Status Problems
Preserve lawful status and essential services while correcting the specific failure instead of restarting blindly.
Name the failure before choosing a remedy. A missing document requires replacement or accepted alternative evidence. A clerical error needs correction. Poor service may justify a complaint. An adverse immigration decision may require a formal objection or court action stated in the decision. Fraud or immediate danger can require police or emergency intervention. Sending the same generic complaint to every body wastes time and can miss a legal deadline.
When the address cannot be registered
First determine why. A genuine housing provider who forgot the Wohnungsgeberbestätigung may be asked in writing to issue or correct it. Preserve the lease, payment, move-in evidence, messages, and the provider's identity. If the accommodation was advertised as registrable but the person had no right to let it, stop further transfers and seek tenant or consumer advice. Do not invent an address, pay for a fictitious confirmation, or persuade someone to backdate the move.
If the municipal office rejects the evidence, ask for the exact missing item and whether an alternative or later submission is accepted. Keep appointment screenshots and correspondence showing an attempted timely registration. The authority can distinguish a practical delay from false registration. If the household is at risk of homelessness, contact the municipality's housing or social emergency service rather than relying on an informal address.
Correct records at their source
Compare the Meldebestätigung, residence document, insurance record, bank details, employment reporting, and tax identifiers as soon as they arrive. A wrong name or date can spread across systems. Request correction from the body that created the faulty record and attach the authoritative identity or civil record. Keep the original decision, correction request, receipt, and corrected version. Do not silently use inconsistent spellings in later applications.
When no foreigners-authority appointment is available, identify the authority's accepted filing channel and submit before expiry where the route permits. State the expiry date clearly and retain recognised delivery proof. An appointment request alone may be insufficient. Separate disputes from emergencies
For rental defects or deposit concerns, notify the landlord in writing, document the condition, set a reasonable response date, and obtain advice before reducing rent or arranging expensive repairs. Continue paying undisputed sums. For suspected payment fraud, contact the bank immediately about recall or card remedies, preserve the listing and messages, and report the fraud through the appropriate police channel.
Use emergency services for immediate threats to life or safety. Health treatment should not be delayed merely to find a missing insurance card; take identity and insurance evidence if available, then resolve billing with the insurer afterward. People facing domestic violence, trafficking, exploitation, or coercive control should use a safe device and specialist support rather than alerting the suspected perpetrator through shared accounts.
Read every refusal or penalty notice from the end as well as the beginning. The remedy section identifies the competent body, format, and deadline. A service complaint usually does not pause an objection or court deadline. Submit a deadline-preserving response when permitted, then add evidence. The goal is not to erase every setback, but to preserve lawful status, housing, healthcare, and proof while the right decision-maker fixes the specific error.
