The Federal Employment Agency offers international candidates free vacancy matching, requirement guidance, and application-document review (BA job search). Its job search, Make it in Germany, and EURES are official starting points. The live Make it in Germany listings can be filtered by sector and Land, but always reopen the current employer vacancy and confirm it has not expired.

Direct applications should follow the company site's actual instructions. Use an unsolicited application only where the employer accepts it, with a precise business need rather than generic interest. For English-language niches, test whether English is the internal work language or only the advertisement language; customer, regulator, safety, documentation, and team duties can still require German.

An EU citizen can work without a German work permit, subject to residence formalities. A third-country candidate should target jobs that match a viable residence route, qualification, salary, and start timeline. Students must check current title work limits. A candidate without required recognition should search for lawful related work, a recognition measure, or Ausbildung rather than promise regulated practice. A person whose remote employer cannot support German or cross-border payroll should decline or negotiate a compliant location, not start informally.

Eligibility and Screening

Pass Work-Permission, Recognition, Language, Salary, Location, and Employer Screening

Test legal start conditions before investing in interviews or accepting a role whose contract cannot be activated.

Separate employer screening from legal eligibility. An employer can decide whether experience, portfolio, language, and team fit meet its role. The competent recognition authority decides regulated-profession permission. The German mission or foreigners authority, with Federal Employment Agency participation where required, decides the residence and employment route. A recruiter cannot guarantee any of them.

Run the eligibility matrix

EU and EEA citizens and qualifying Swiss nationals use free movement and generally need no German work permit. Third-country nationals must inspect their current visa, residence card, and supplementary sheet or obtain the correct employment permission before starting. Student, family, humanitarian, Opportunity Card, skilled-worker, Blue Card, recognition, and self-employment statuses have different job, hours, employer, and change rules. Do not rely on a verbal interpretation of the card.

Check whether the occupation or protected title is regulated in the intended Land. Doctors, nurses, teachers, some engineers, legal and public functions, and many health or safety roles can need recognition, language, licence, fitness, or good standing. For non-regulated occupations, recognition can still help immigration or employer confidence, but may not be legally necessary. Use the official Recognition Finder for the exact job and Land.

Language screening should follow real duties. Separate interview language, internal team communication, written documentation, customer or patient communication, safety instructions, and regulatory level. Give CEFR level and evidence honestly. If an employer funds a course, obtain repayment and failure terms before accepting. Security-sensitive or public roles can require nationality, residence history, security clearance, or constitutional loyalty conditions; ask for the legal requirement early.

Salary must pass three tests: employer band, applicable wage floor or collective agreement, and immigration threshold where relevant. The 2026 EU Blue Card threshold is EUR 50,700 generally and EUR 45,934.20 for qualifying shortage occupations and recent graduates, with other conditions and approval where applicable. The job normally must last at least six months and match the qualification (EU Blue Card). Check current annual figures immediately before signing.

Location is legal substance. Working in Germany for a foreign employer can require German payroll, tax, social insurance, labour compliance, and immigration permission. Working remotely from another EU country can change social-security coverage based on residence and actual multi-country work; a substantial part in the residence country is generally at least 25 percent under the coordination test (Cross-border cover). Obtain employer approval and competent tax and social-insurance analysis before agreeing to remote days.

Finally, screen the employer: legal name, register entry, site and imprint, domain, contacts, role owner, business activity, interview participants, contract signatory, pay source, and workplace. A real company can still be impersonated, so verify suspicious contacts through independently obtained company details.

Application Evidence

Create a Targeted, Verifiable, and Privacy-Safe Application Pack

Show the exact role match with concise proof and disclose sensitive records only when the stage and recipient justify it.

Treat every vacancy as an evidence brief. Extract required duties, essential and preferred qualifications, language, location, hours, salary clues, contract type, start, work permission, and application format. Build a requirement-to-proof table before writing. If several essential conditions are genuinely missing, choose a related role or show a credible bridge rather than hide the gap.

Assemble the application pack

Use the advertisement's language unless instructed otherwise. The cover letter should name the role and company, explain motivation, and prove two or three decisive requirements with concrete results. Avoid a biography and unsupported adjectives. The CV is commonly tabular, reverse chronological, and usually concise. State month and year, legal employer, location, role, responsibilities, results, education, relevant training, technical skills, and languages with honest levels. Explain material gaps briefly when useful.

A photo is not legally required. Excluding birth date, marital status, nationality, religion, children, and a photo can reduce irrelevant personal data; include only what is strategically and lawfully useful. Never invent German proficiency, degree status, job title, or work dates. Reconcile LinkedIn, portfolio, CV, certificates, and immigration documents because inconsistencies can cause both hiring and official problems.

Attach only the most relevant diplomas, vocational certificates, recognition notice or ZAB statement where needed, employment references, licences, language proof, and portfolio samples. Translate enough for the employer to evaluate the evidence; a formal recognition authority can later require an authorised translation. Do not surrender originals. Redact third-party confidential data in work samples and obtain permission for proprietary material.

The official application guide confirms that German applications are commonly uploaded to the company site or sent as PDF, and that they usually contain a targeted letter, tabular CV, and important certificates (Application guidance). Follow any file-name, size, reference-number, salary, and availability request exactly. Test links and PDF text extraction.

Explain work status in one accurate line: EU free movement, current unrestricted employment status, exact current restriction, or need for employer-supported permission. Do not upload a full passport, residence card, tax ID, bank statement, health record, criminal record, or family document at an unverified early stage. Provide identity and official records only through an authenticated employer or authority channel when necessary.

Track source URL, role ID, saved advertisement, application version, date, contact, consent, follow-up, interview, outcome, and deletion request. A vacancy can change after application, so the saved version proves the terms assessed. Keep interview notes and any task instructions. Ask whether a take-home exercise will be used commercially and limit unpaid work to a reasonable selection demonstration.

Offer to Contract

Verify the Employer and Turn the Offer into a Safe Written Employment Agreement

Resolve pay, hours, workplace, status, permission, and relocation dependencies before resigning or moving.

An interview invitation is not an offer, and an offer is not yet an activated work right. Before accepting, verify the employer through the company domain, independent telephone contact, site and imprint, and the shared Länder register portal. The official portal covers commercial, cooperative, partnership, civil-law partnership, and association registers across Germany (Company register). Match legal name, seat, register, representative, contract letterhead, bank or payroll entity, and workplace.

Move through the safe sequence

  1. Define the role. Confirm title, duties, manager, team, employee or contractor status, workplace, remote pattern, travel, hours, shifts, and start.
  2. Benchmark compensation. Compare the exact occupation and region in the Federal Employment Agency Earnings Atlas, then adjust for seniority, company size, collective agreement, hours, scarcity, and variable pay (Earnings Atlas).
  3. Negotiate the full package. Use annual gross base, bonus formula and discretion, overtime treatment, holiday, probation, notice, fixed term, pension, equipment, travel, relocation, training, repayment, non-compete, and review date. Never compare net-pay promises across households.
  4. Check legal floors. Germany's general statutory minimum wage is EUR 13.90 gross hourly from 1 January 2026, subject to scope and exceptions, while collective or sector floors can be higher (Minimum wage). Test actual paid hours.
  5. Align official dependencies. Confirm recognition, practice licence, Federal Employment Agency approval where needed, residence application, mission appointment, entry, address, health insurance, and employer onboarding. State whether the contract is conditional and who can postpone or terminate if approval is delayed.
  6. Review written terms. The documented essentials should include parties, start and duration, work, workplace, gross pay components, hours, breaks or shifts, holiday, probation, and notice or collective references. Read every policy and repayment attachment before signing.
  7. Sign and retain. Ensure both parties' complete execution, no blank pages, and no conflicting offer letter. Store the immutable copy and written promises.
  8. Resign and relocate only after risk review. Check current employer notice, permit result, housing, funding, and fallback. A signed contract can still be conditional or end in probation.

Do not accept a last-minute switch from employment to freelance invoicing without a new legal, tax, social-insurance, and immigration analysis. Do not perform productive unpaid trial shifts. A short observed task can be selection; normal scheduled work benefiting the business points toward paid employment. Clarify the task, duration, supervision, insurance, data, and no-production boundary in writing.

After signing, provide payroll identity, tax ID, social-insurance number, health fund, bank, work permission, and licence only through the verified onboarding channel. Ask for the first-day place, time, contact, equipment, and any works council or collective-agreement information.

Full Cost

Compare Net Household Value, Search Costs, Relocation, and Probation Risk

A higher gross offer can be worse after hours, city costs, immigration, recognition, travel, and fragile repayment clauses.

Federal Employment Agency advice and placement are free. Official listings and direct employer applications should not require a job-guarantee fee. Budget legitimate optional costs separately: translation, qualification recognition, ZAB, licence and language tests, portfolio preparation, interview travel, visa and residence fees, document legalisation, medical or police records, relocation, temporary housing, deposit, furniture, transport, childcare, and professional advice.

Calculate the offer's household value

Start with annual gross base divided by paid hours, then add only realistically earned bonus, allowances, overtime compensation, pension contribution, relocation, equipment, meal or transport benefit, and paid training. Subtract employee tax and social contributions using the actual tax class, health-fund supplement, insurance status, children, church-tax position, and benefit treatment. Treat a net figure from a recruiter as an illustration, not a contractual guarantee.

Build a locality budget from actual housing advertisements and employer location: warm rent, deposit, utilities not included, commuting, car or transit, childcare, school, food, insurance, phone, language study, and annual travel. Compare remote-work days only after confirming they are contractually allowed and lawful. A lower-cost city can have fewer alternative employers, while a high-cost city can reduce the value of a nominal salary premium.

Keep a failure reserve for delayed visa, postponed start, unpaid period between jobs, temporary accommodation, probation termination, return travel, and housing overlap. Ask who pays if the employer cancels after visa or relocation. Relocation, signing, training, and language support can contain repayment clauses; model repayment after voluntary resignation, probation dismissal, illness, failed examination, and employer termination. Obtain advice on broad or unclear clauses before relying on the benefit.

Private recruiters must provide a clear service contract. The official portal warns that Make it in Germany itself does not place workers and that public placement is free. Fair recruitment emphasises transparent conditions, data protection, remedy, and employer-paid recruitment; nursing candidates can check the Fair Recruitment Healthcare Germany seal (Placement agencies). Itemise placement, language, recognition, visa assistance, housing link, travel, refund, cancellation, debt, and repayment separately. Never pay into a personal or crypto account.

For Ausbildung, compare monthly training pay, vocational-school travel, equipment, housing, immigration livelihood proof, and pay increases across years. For temporary agency work, identify the agency as employer, user workplace, paid gaps, collective tariff, assignment supplement, travel, and termination. For research or fixed-term work, model the end date and next funding cycle.

A sound decision table shows gross annual base, paid weekly hours, guaranteed and variable pay, one-time benefits, monthly household costs, upfront cash, recoverable amounts, probation downside, permit dependency, and alternative-job depth. Decline an offer that works only if every bonus, tax assumption, cheap apartment, and immediate start goes perfectly.

Timeline and Lifecycle

Control Recruitment, Notice, Immigration, Probation, Renewal, and Exit Dates

Work backwards from a lawful first day and keep job, recognition, visa, notice, and relocation clocks distinct.

There is no fixed German application duration. A small company may decide after one interview; a public, research, regulated, security-cleared, or executive role can require panels, tests, works council or staff council participation, budget approval, recognition, and months of immigration coordination. Ask for the next stage and realistic decision date without treating silence as acceptance.

Work backwards from the lawful first day

Record vacancy deadline, application, follow-up, interview, task, references, offer expiry, contract signature, recognition and licence, employer declaration, immigration filing, biometric appointment, decision, entry, address, insurance, old-employer notice, relocation, and onboarding. Save proof for every official submission. A conditional offer should say what approval is required, who files, whether start moves automatically, and what happens if approval fails.

Do not resign merely because the employer says the visa will be easy. Check the old contract, collective agreement, statutory notice, unused leave, bonus vesting, non-compete, equipment return, and residence consequences. If a new employer wants an earlier date, obtain a lawful release from the old employer rather than abandoning duties. Do not perform work, training that is actually work, or remote production before the title permits it.

During recruitment, follow up once after the employer's promised date or after a reasonable interval. Continue parallel applications until a complete signed agreement and official dependencies are secure. Keep job-search evidence if EU residence, Opportunity Card, unemployment, or another status requires active search. Recruitment for Ausbildung often begins about a year before August or September starts, while individual employers can recruit later.

Onboarding should produce a signed contract copy, social-insurance registration, health-fund and payroll setup, workplace and time-recording access, safety briefing, equipment receipt, data and confidentiality rules, and named manager. Compare the first payslip with the contract. During probation, holiday rights and core labour standards still exist, but notice and practical dismissal risk differ; build a cash and residence fallback.

Calendar fixed-term end, probation end, salary review, bonus measurement, leave requests, permit expiry, passport expiry, Blue Card first-year job-change notification, recognition condition, and any employer repayment taper. If employment ends or materially changes, act the same day on written termination review, labour-court deadline, jobseeker and unemployment registration, insurer, immigration authority, housing tied to work, equipment, final pay, leave, reference, and new search. A pending residence renewal may preserve some lawful status but does not automatically authorise every new employer or activity. Obtain the exact interim document and work wording before the next start.

Scams and Disputes

Stop Fake Offers, Discrimination, Unpaid Work, False Freelancing, and Unsafe Exit

Preserve the vacancy, communications, money trail, work facts, and deadline before confronting the responsible party.

Stop when a purported employer offers a job without meaningful suitability assessment, uses a lookalike domain or messaging-only account, demands visa or equipment payment to a personal account, sends a cheque for overpayment, requests bank login or one-time codes, asks to receive or forward money or parcels, or pressures immediate secrecy. Preserve the advertisement, headers, URLs, phone numbers, contract, identity documents received, payment instructions, and register checks. Verify through independently sourced company contacts.

Choose the correct response

For a fake offer, do not pay, install software, or send further identity data. Contact the real company, bank or card provider, platform, email provider, and police or cybercrime route as appropriate. Replace compromised credentials, alert the identity-document issuer where needed, and monitor accounts. A real register entry does not prove the sender represents that company.

For a recruiter dispute, compare the signed service, promised deliverables, itemised charges, cancellation and refund terms, employer identity, and cross-border disclosures. Make it in Germany does not sell placement. Challenge unauthorised payment through the provider and consumer route and seek labour-migration advice before accepting debt, passport retention, wage deduction, or housing tied to coercive terms.

For unpaid trial work, distinguish a limited selection observation or task from productive work under instruction. Record time, tasks, output used, supervision, schedule, and comparable workers. Demand the legal basis and pay in writing. Do not continue repeated trial shifts. If minimum wage or wage theft is involved, use labour advice, union, customs minimum-wage enforcement, and labour court as appropriate.

A freelance label does not decide status. German Pension Insurance focuses on actual personal dependence, integration, instructions, entrepreneurial freedom, and risk (Worker status). Preserve the contract and real schedule, tools, pricing, exclusivity, approvals, reporting, client control, and substitution. Request formal status determination or specialised advice before building tax, insurance, or immigration on a false assumption.

For discrimination, save the advertisement, application, qualification match, interview notes, questions, witnesses, rejection, comparator facts, and messages. The AGG protects applicants on covered grounds. It does not entitle a rejected candidate to the job, but damages or compensation can be available, and the claim generally must be asserted in writing within two months (AGG guide). Contact the Federal Anti-Discrimination Agency or counsel promptly.

For a revoked offer, underpayment, unsafe work, termination, or permit mismatch, obtain written facts, continue no unlawful work, and use works council, union, Faire Integration, BA, occupational-safety authority, immigration advice, or labour lawyer. A dismissal challenge commonly has a three-week labour-court deadline, so seek immediate case-specific advice rather than waiting for internal goodwill.
