Germany's sixteen Länder have primary responsibility for education. They coordinate common structures and qualification comparability through the KMK, but each Land designs its school system, calendars, enrolment, placement, support, and remedies (Educational federalism). Always select the current Land before using a form or deadline.

Schulpflicht usually begins in the year a child turns six. Full-time duty is generally nine years, but is ten years in Berlin, Brandenburg, Bremen, and Thuringia and can be nine or ten in North Rhine-Westphalia depending on the programme. A part-time vocational-school duty may then continue for young people not in full-time upper-secondary education (Educational paths). The exact cut-off date, early or deferred start, duration, and permitted alternatives come from Land law.

Primary school is normally grades one to four, but extends through grade six in Berlin and Brandenburg. Secondary school names vary, and some schools combine pathways. A recommendation or first placement can affect pace and qualifications, but Germany has transition routes between tracks and later ways to earn school-leaving or higher-education entrance qualifications. Ask for the actual qualifications and transfer rules, not only a school label.

Dual vocational training is employment plus vocational school. The learner signs a company contract, receives training pay, and normally trains for two to three and a half years before a chamber examination (Dual system). School-based training, dual study, university, adult learning, and second-chance qualifications follow different admission and funding rules. Choose the route that delivers the required qualification, not the one whose name sounds most prestigious.

Check Age, Address, Prior Learning, Language, Status, and Support Needs

Apply the responsible Land's test and separate compulsory access from selective admission.

For a child of compulsory-school age living in Germany, begin with the local school authority immediately. School attendance is a legal duty, not a discretionary immigration benefit. Nationality, an unfinished residence procedure, or limited German does not justify simply waiting at home, although the precise enrolment channel and documentation vary by Land and municipality. Ask the authority to state the school, start date, interim arrangement, and any language assessment in writing.

Apply the correct access test

Age and the Land's school-entry cut-off determine whether a child starts, starts early, or may be deferred. Address can determine a catchment school, but choice, sibling priority, school profile, capacity, and exceptions differ. Religious instruction, ethics alternatives, denominational schools, private schools, and home education are also governed by Land rules. Germany's compulsory-schooling framework does not create a broad parental right to replace attendance with home schooling.

For a learner arriving mid-education, the school leadership and local authority use previous schooling, age, development, language, and sometimes a trial lesson to decide grade and pathway. An unfinished foreign school record is not converted through a formal certificate-equivalence process. Formal recognition is for completed school-leaving qualifications; higher-education admission is decided by the relevant higher-education institution (School qualification recognition).

Language-support models include preparatory, welcome, intensive, bilingual, and integrated classes, but names and transition rules vary. Ask how much mainstream teaching begins immediately, how progress is assessed, when transfer is reviewed, and how the learner can still reach the intended qualification. A weak German result should not silently become a permanent low academic expectation.

Disability, chronic illness, learning difficulty, or mental-health need can support individual teaching, Nachteilsausgleich, therapy coordination, assistance, transport, or special educational assessment. The KMK framework supports equal education and participation, while the Land decides procedure and placement (Inclusion). Request support based on the actual barrier and educational task. A GdB card is not always required, and a diagnosis alone does not specify the adjustment.

Childcare access is age based: children from age one to three generally have an early-childhood support entitlement, children from three to school entry a childcare entitlement, and children below one qualify where statutory need exists. Primary all-day entitlement starts with first grade in August 2026 and expands annually through all four grades from August 2029 (Childcare access). University, vocational, and adult routes can lawfully set qualification, language, aptitude, capacity, contract, fee, visa, or residence conditions. Verify these separately before paying.

Build a Complete Enrolment and Placement Evidence File

Give each decision maker the minimum reliable records needed while retaining originals and proof of submission.

Request the school, authority, childcare provider, training company, or institution's current checklist. A typical school file includes the child's passport or identity record, parent or guardian identity, address registration or accepted residence proof, birth record, custody or consent documents, emergency contacts, prior reports and transcripts, leaving or transfer record, language information, and health or support evidence. The exact lawful request and accepted format come from the Land and institution.

Match proof to its purpose

Use identity and birth records to establish the learner; address proof for jurisdiction or catchment; custody orders or signed consent for decision authority; school reports for placement and continuity; completed certificates for formal recognition; and medical or functional reports only for the health or support decision. Do not disclose an entire family immigration or medical file merely because one page is relevant. Ask why a sensitive record is required, who will see it, and how long it is retained.

For foreign education, prepare original-language reports plus translations where requested. Ask whether a simple, certified, or sworn translation and certified copy is required. Do not surrender the only original. If a report is missing, provide school contact details, attendance confirmation, curriculum or subject list, examination result, teacher statement, and a signed chronology, then ask the authority what substitute it accepts. Names, dates of birth, grading scale, school years, and translated subject names must agree.

Measles proof is a separate statutory record. Accepted routes include a vaccination record, specified medical proof of immunity, a medical contraindication certificate, or confirmation that a prior covered institution or state body already checked it. Covered children from age two generally need proof of two vaccinations or accepted alternative evidence. A school-compulsory child cannot simply be excluded for missing proof; the school informs the health office, which handles enforcement (Measles rules). Never alter a record. Clarify foreign-language or disputed proof with a doctor and Gesundheitsamt.

For disability or learning support, attach a concise functional report: the barrier, frequency, educational effect, assistance or adjustment already tried, response, and requested arrangement. Include relevant teacher observations and prior support plans. Share diagnostic detail proportionately. For bullying or discrimination, keep contemporaneous incident notes, witnesses, screenshots, messages, attendance effects, medical records where relevant, contacts made, and the remedy requested.

Create an attachments index and scan the submitted set. Record recipient, channel, date, file reference, originals shown, and return of originals. Obtain a stamped copy, portal receipt, email acknowledgement, or registered-delivery proof. Correct spelling, address, custody, and date conflicts before enrolment because they can split records and delay certificates, transport, meals, benefits, or emergency contact.

Enrol, Arrange Support, and Secure Every Downstream Service in Order

Treat placement, attendance, language, transport, meals, care, and support as separate tasks with separate proof.

Do not wait for the next school year if a compulsory-school learner has moved. Contact the municipality's school office, Schulamt, education authority, or named enrolment centre under the Land route and ask for immediate instructions. Childcare applications should run much earlier because an entitlement does not guarantee the preferred provider or schedule on demand.

Follow the practical sequence

  1. Confirm jurisdiction. Give the learner's address, age, prior school year, arrival date, language, custody situation, and support needs. Obtain the competent office and applicable Land rule.
  2. Register or apply on time. Use the required portal, school appointment, written form, youth-welfare route, company application, or institution portal. Ask whether a preliminary submission preserves the date while evidence follows. Save the receipt or Aktenzeichen.
  3. Complete assessment. Attend school-entry health screening, language assessment, trial lesson, placement meeting, aptitude test, or support assessment where lawfully required. Request accessibility and an interpreter or support person in advance where needed.
  4. Compare the actual pathway. Ask what qualification the school or programme leads to, transfer options, subject and language support, full-day hours, practical requirements, and consequences of the proposed track. For dual training, the company contract is the access point and vocational school is the second learning venue.
  5. Obtain the written result. Keep the school allocation, admission or refusal, grade and pathway, start date, timetable, support decision, and appeal instruction. An oral promise is not adequate proof.
  6. Activate connected services. Apply separately for school transport, lunch account, after-school care, learning support, device or textbook loan, disability assistance, therapy coordination, and education-and-participation benefits. Confirm payer before purchasing.
  7. Prepare the first weeks. Give emergency and authorised-collection contacts, allergy or medicine plan, custody restrictions, absence procedure, digital-system access, supplies, and safe travel plan. Tell the former institution where records should go.
  8. Review quickly. Meet the school if placement, German support, attendance, safety, or adjustment is not working. Set a dated review and request the next decision in writing.

Personal attendance is commonly required for assessment, school-entry examination, identity checks, or the child's introduction even when the application began online. A representative can help, but custody and consent must be proved. Universities and adult-learning providers use their own application routes. For international higher education, check qualification, language, admissions, funding, visa, and residence requirements with the institution and official admission resources (Study requirements).

After enrolment, update the school immediately about address, phone, custody, health safety, and absence. Also update the youth-welfare office, transport provider, benefit body, training company, chamber, insurer, or immigration authority where that change affects a connected service.

Costs and Funding

Calculate Tuition, Care, Meals, Transport, Supplies, and Available Funding

Public education may be tuition-free while the workable daily arrangement still has substantial local costs.

State public schools generally do not charge tuition, but do not budget zero. Depending on Land, municipality, school, and household, families may pay for exercise books, stationery, calculator, device, copies, excursions, class trips, meals, transport below the reimbursement threshold, sports kit, music, after-school care, and voluntary activities. Some schools lend textbooks or devices; others use contribution, deposit, damage, or replacement rules. Ask for the written annual cost list and which items are mandatory.

Build the complete budget

Separate tuition, registration, books and devices, daily travel, meals, childcare or Hort, trips, translation and certified copies, health documents, tutoring, disability support, private advice, and loss of work for appointments. For private schools, obtain the full fee schedule, entrance and registration charges, deposit, sibling or income scale, notice period, meals, transport, examination charges, and refund terms before signing. Approval as a private school does not mean the municipality pays the family bill.

Childcare contributions vary by locality, hours, provider, child age, siblings, and income. Some places require a Kita voucher. Recipients of specified income-support benefits do not pay parental contributions, and the youth-welfare body must advise on relief where a contribution is individually unreasonable (Childcare fees). Meals or special activities can remain separate.

Qualifying low-income families should test Bildung und Teilhabe for school and childcare trips, transport, learning support, communal meals, school supplies, and social participation. As published for 2026, the federal family portal states EUR 130 school-supply support for the first half-year, EUR 65 for the second, and EUR 15 monthly for social and cultural participation (Education and participation). Recheck amounts and the competent Jobcenter, Sozialamt, municipality, or family-benefit route before applying. Some items require a separate application or school confirmation before cost is incurred.

Transport reimbursement depends on Land or municipal distance, age, disability, nearest suitable school, chosen school, and route. Do not buy an annual ticket assuming reimbursement. Ask whether direct provision, family purchase and refund, or a personal contribution applies. Disability-related assistance, communication, technical aids, and transport can involve the school, youth welfare, Eingliederungshilfe, health or care insurer, or another rehabilitation body. Obtain responsibility and prior authorisation.

Dual trainees receive training pay, while school-based programmes can have fees or placement costs and different funding. University costs, semester contribution, health insurance, housing, and study funding belong to the institution and student routes. Compare the net household result and preserve fee, waiver, benefit, and reimbursement decisions.

Transitions

Protect School-Entry, Move, Track, Training, Graduation, and Departure Dates

Work backwards from the next compulsory or selective milestone and keep each application deadline separate.

Use the current Land calendar, not a national blog. Record the school-entry cut-off, registration window, entry examination, school-choice deadline, placement notice, support assessment, appeal period, first day, holidays, report dates, track recommendation, examination registration, and leaving certificate. For childcare, record application date, requested start, hours, provider responses, allocation, acceptance window, settling-in period, and notice.

Plan backwards from the milestone

For a school-age move, notify the old school, obtain reports and leaving or transfer evidence, contact the new authority before arrival where possible, and enrol immediately after the address is known. Preserve the last attendance date and new start date. A delayed file transfer does not justify an unexplained attendance gap. Ask both authorities who is responsible during the handover.

Before the primary-to-secondary transition, request the Land criteria, recommendation, consultation, choice form, capacity priorities, decision date, and review route. Compare the actual qualification pathway and transfer options. If the family moves across Länder, the same school label may not represent the same grade structure or transition rule. Ask the receiving school to map completed subjects, foreign language sequence, and missing requirements.

Recruitment for popular dual Ausbildung commonly starts many months before the training year, but there is no single national closing date. Work backwards through occupation research, German level, school-certificate recognition if needed, company applications, interviews, signed training contract, immigration permission for a third-country national, housing, vocational-school registration, insurer selection, and chamber registration. Do not resign, travel, or pay relocation costs based only on an interview.

University and selective school applications have institution-specific windows, document cut-offs, aptitude tests, and later enrolment steps. A timely application means receipt through the required channel with required minimum components, not merely starting an online form. Save the timestamp and any later-upload confirmation. A missing certified record can still defeat an otherwise early submission.

During sickness or absence, use the school's notification and medical-proof rules. Do not take a child out for travel or withdraw for home education without confirming legality. A complaint, capacity challenge, or support dispute usually does not suspend Schulpflicht or the existing placement automatically. Follow the current arrangement unless the authority or court grants another one, while requesting an urgent interim solution if safety or access is at risk.

After admission, calendar probation or review, report conferences, support-plan review, certificate expiry, transport and meal renewal, benefit renewal, and next application. After graduation, obtain the final certificate, chamber or examination proof, references, and next-step deadlines. Before departure, notify the school and municipality as required, obtain records, settle loans and meals, cancel paid care correctly, and confirm the final attendance date.

Problems and Appeals

Resolve Capacity Refusals, Wrong Placement, Delayed Support, Bullying, and Discrimination

Turn an educational problem into a documented request for a precise interim and final remedy.

First classify the problem. A childcare-capacity response, school allocation, grade placement, secondary-track decision, special-support decision, sanction, examination grade, transport refusal, fee assessment, and discrimination complaint can have different decision makers and remedies. Ask for the written result, reasons, legal basis, factual record, responsible authority, and Rechtsbehelfsbelehrung. Preserve the stated deadline before negotiating.

Build the correction file

Create a table with the decision or incident, date, person, finding, disputed fact, evidence, educational consequence, requested interim step, and final remedy. For placement, show prior learning, age, trial results, language versus subject ability, and the qualification risk. For support, connect the functional barrier to a concrete adjustment. For capacity, keep every timely application, preference, address, priority fact, refusal, waiting-list position, and alternative offered. For fees or transport, include the rule, invoice, route, distance, benefit status, and prior authorisation.

Start with the teacher or responsible contact when safe and proportionate, then school leadership or provider management. Ask for a meeting record and a dated action plan. Escalate to the Schulamt, school supervisory authority, youth-welfare office, provider, competent chamber, examination body, university review route, or benefit authority according to ownership. The KMK maintains the current Land school-law directory, which is the starting point for formal decisions and remedies (Land school laws).

For bullying, violence, sexual conduct, racism, antisemitism, disability discrimination, or another safety issue, preserve contemporaneous notes, witnesses, messages, images, injuries, attendance impact, and school contacts. Request immediate protective measures without forcing the affected learner into direct confrontation. The Federal Anti-Discrimination Agency advice service offers confidential initial guidance and can help identify a suitable support route. It does not replace the responsible school, Land complaint body, or court. The AGG does not uniformly govern every public-school issue, so use the Land education and equality route rather than assuming one national damages claim.

If a child has no workable place while compulsory attendance runs, demand a written interim allocation and learning arrangement from the school authority. If childcare entitlement is unmet, request documented placement assistance and obtain family or administrative-law advice on the local enforcement route and losses before buying expensive private care. For delayed disability support, ask who owns the assessment, assistance, transport, and classroom arrangement and seek an interim safety plan.

Urgent threats, serious violence, self-harm risk, abuse, or medical danger require emergency, police, child-protection, or healthcare help as appropriate, not only a school complaint. For a formal appeal, examination dispute, exclusion, missed qualification, injunction, or major financial loss, obtain qualified Land education or administrative-law advice promptly. Continue lawful attendance and preserve learning access while the dispute proceeds unless an authority or court orders otherwise.
