The right action depends on actual occupancy, whether another German dwelling remains, and which home is primary.

Use the event, not the label, to choose the action. If you actually move into a dwelling, the federal rule is registration within two weeks. That includes a first German home and a move to another address in the same city. The new registration authority records the new dwelling and coordinates the domestic change; a separate departure filing for the old German home is normally not the route.

A dwelling requires real occupancy

A Wohnung for registration purposes is a space you genuinely use for living or sleeping with some regularity. Ownership is not required. A rented flat, legitimate sublet, shared room, or qualifying temporary home can be registrable. A mailbox, friend’s address, office, hotel booking, or paid confirmation without actual occupancy is not made valid by paperwork. The Federal Registration Act prohibits offering an address where occupancy neither occurs nor is intended.

The move-in date is the date you take up the dwelling, not necessarily the lease-signing, key-collection, visa, or flight date. Keep evidence when these dates differ. The responsible Meldebehörde is the municipality for the new address, often called Bürgeramt, Bürgerbüro, or Einwohnermeldeamt locally.

Multiple homes and household members

If you maintain more than one German dwelling, registration law distinguishes the main dwelling from secondary dwellings. For married or registered partners who do not live permanently apart, and for minors, statutory family rules affect which address is primary. Workdays spent elsewhere do not automatically make that address the main home. Give the office the complete living pattern and ask it to apply the rule rather than selecting the cheaper tax outcome yourself. Some municipalities levy a second-home tax under separate local law.

People under sixteen are registered by the person whose dwelling they enter. A guardian or carer with authority over residence may act for an adult in the circumstances specified by law. Families sharing the same former and new addresses can often use one registration process, but bring identity and relationship or authority evidence for everyone.

Departure uses a narrower rule

Deregister when you leave a dwelling and do not take another dwelling in Germany, most commonly on permanent departure abroad. Filing is possible from one week before departure and is due within two weeks after leaving. The register is updated for the actual departure date. Keeping a German home, leaving temporarily, or dividing life between countries needs fact-specific treatment; Abmeldung does not by itself settle immigration status, tax residence, insurance, benefits, or contracts.

End with one written route statement: new dwelling and move-in date, other German dwellings retained, household members, main-home facts, and whether the next action is registration, a main-home change, or departure deregistration.

Who Registers

Confirm Who Registers and Which Municipality Is Responsible

Nationality is usually not the test; genuine residence, age, household role, and the address determine responsibility.

Registration duty follows occupancy of a German dwelling, not citizenship. A German national, EU citizen, student, worker, family member, or third-country national can all need Anmeldung. Conversely, registration does not cure an expired visa, create work permission, or prove entitlement to remain. Immigration questions belong to the foreigners authority; registration questions belong to the municipality.

Test occupancy and any exception

Start with where the person actually sleeps and lives. A short visitor who remains registered elsewhere and does not take up a dwelling may fall outside the normal move-in case. People living in commercial accommodation, institutional settings, shared households, diplomatic situations, or without conventional housing can have specific rules. Do not force an ordinary rental checklist onto an exceptional case. Give the Meldebehörde the facts and ask which statutory branch applies.

A tenancy contract helps show a right to occupy but is not conclusive. Someone can sign before move-in, leave before taking possession, or occupy through a sublease or family arrangement. The housing provider confirms actual entry into the dwelling. If the landlord is not the person who provided the accommodation, such as where a main tenant sublets a room, the authorised housing provider can differ from the owner. The confirmation must identify both where required.

Assign the filer correctly

For a person under sixteen, the person whose dwelling the child enters is responsible for registration. A newborn born in Germany normally does not need a separate Anmeldung when entering the same dwelling as the parents or mother, because civil registration information is transmitted, but a different destination can change that result. Bring custody or guardianship evidence when responsibility is not evident.

An adult generally fulfils their own duty. A representative may be accepted for a personal local procedure with the required documents and authority, while a court-appointed carer or guardian with power to determine residence has a statutory role in defined cases. Local offices can require a signed form, originals, or identity verification, so confirm representation before sending someone. A spouse or family member is not automatically authorised for every separate adult merely because the household moves together.

Locate the competent service

Search the official site for the municipality of the new dwelling and use its Anmeldung service, not a commercial appointment reseller. Large cities may allow any Bürgeramt in the city; other places assign offices by district. Check booking, walk-in, accessibility, interpreter, and document rules on that exact local page. The national Bundesportal registration description explains the common framework but clearly marks its selected regional details.

Write down the responsible office, action, legal deadline, accepted channel, who will attend, and which household members are included. That small eligibility record prevents a missed deadline caused by booking the wrong municipality or assuming one person's appointment covers everyone.

Required Proof

Prepare Identity, Housing Confirmation, and Household Evidence

Use documents that prove identity, real move-in, household responsibility, and the correct main address.

Prepare one file per person and one file for the dwelling. The standard personal route uses a completed registration form where the office requires it, a recognised valid passport, identity card, or passport substitute, and the housing-provider confirmation or its electronic reference. Bring the residence card or EU eID where relevant, but do not assume it replaces the passport requested by the local checklist.

Inspect the housing confirmation

The Wohnungsgeberbestätigung is not a letter of permission and not simply the lease. Under federal law it records the housing provider's name and address, the owner's name when different, the move-in date, the dwelling address, and the names of the people required to register. Only the housing provider or an authorised person may issue it. An electronic confirmation sent to the authority produces a reference that the resident can use.

Compare the document with the mailbox, apartment number, lease, and identity records. Correct missing middle names only where the identity document requires them, but never invent a shortened identity to match another system. If the move-in date is wrong, ask the issuer for a corrected confirmation. Keep the original and the request because the legal deadline follows actual occupancy.

The official housing guidance also recommends a written handover record. It is useful supporting evidence when the registration office needs clarification, but it does not automatically replace the statutory confirmation. Utility bills and post prove correspondence, not necessarily lawful occupancy.

Add case-specific records

For children, bring identity, birth or family records, and custody or consent evidence when the accompanying adult's authority is unclear. For spouses or partners registering together, bring identity and any local form needed to link the household. A representative may need the completed and signed forms, original documents or accepted copies, and a specific written authorisation. Ask before the appointment whether originals may be entrusted to the representative.

For multiple homes, prepare a truthful schedule of use, family home, work location, and retained dwellings. A main-home decision is not supported merely by choosing one box. Owners who move into their own property act as both resident and housing provider and should use the local owner-occupier confirmation route. People without a cooperative provider should preserve the lease, proof of occupancy, payments, messages, and provider identity.

Make a final consistency pass: full legal names, dates of birth, nationality, prior and new addresses, move-in date, owner and provider details, household members, and main-home selection. Scan the signed filing set. The aim is a record the office can verify without guessing and a copy that lets you prove exactly what was submitted if the certificate later contains an error.

Submit Anmeldung

Complete Anmeldung in Person or Through the Online Service

Book the correct local route, submit verified facts, and leave with or download the official registration confirmation.

Begin on the official website of the municipality for the new address. Select Anmeldung or Wohnsitz anmelden, not a private relocation booking page. Record the service name, office, appointment time, cancellation method, accessibility details, and document list. If appointments are scarce, keep dated screenshots and try every official location the municipality permits.

Personal filing

Bring the complete identity and dwelling file. The officer reviews or captures the register data, checks the housing confirmation, and asks you to confirm correctness. Where the register is automated, a pre-filled record may replace a separate paper form, but you still approve the facts. Ask before signing if the address, name, religion field, marital status, move-in date, or main-home classification is wrong.

A complete personal registration is normally processed immediately. The authority issues an amtliche Meldebestätigung, the official registration confirmation, free of charge. Inspect it at the counter. Save it securely rather than distributing unrestricted copies, because it contains identity and address information. If a bank, employer, insurer, or immigration office requests proof, share only through its legitimate channel.

Electronic filing

Online availability depends on the municipality. The regional Bundesportal process describes a participating service using an activated German identity card or EU eID, PIN, suitable NFC smartphone or card reader, and the official AusweisApp. Third-country electronic residence cards are not yet accepted in that regional online branch. Other municipalities must be checked separately.

The online process retrieves existing register data, adds the new address and move-in facts, includes eligible family members, and uses uploaded confirmation or a postal verification code where applicable. Submission is not the end. The authority reviews the file, and the tamper-resistant digital Meldebestätigung generally becomes available within days. Address data on compatible identity documents and the physical address sticker are separate completion steps. If technical or legal review stops the online process, follow the instruction to attend in person.

Close the loop

Save the signed or submitted form, housing confirmation, appointment or electronic receipt, official certificate, and any document-update confirmation. Note which downstream bodies need the new address. Some public bodies exchange register data, but landlords, banks, insurers, employers, universities, subscriptions, vehicle records, and immigration files are not all updated automatically.

Do not send the certificate everywhere by default. Ask what minimum evidence is required. A successful Anmeldung proves the registration event; it does not approve a visa, residence title, tenancy dispute, benefit, tax position, or business registration.

Cost and Timing

Understand Free Registration, Deadlines, and Possible Penalties

The official confirmation is free, but missed deadlines, duplicate documents, travel, and optional agents can create costs.

The legal service and the surrounding practical costs are different. Section 24 of the Federal Registration Act requires the authority to issue the written or electronic official confirmation free of charge. A municipality may charge for later certificates, certified copies, special extracts, or unrelated identity services, but that does not turn the initial Meldebestätigung into a paid product.

Count from actual move-in

The normal deadline is two weeks after occupying the dwelling. Create a dated record on handover day and request the housing confirmation immediately. If the provider refuses or does not deliver it in time, federal law says the resident should notify the registration authority without delay. Do not wait silently until the deadline passes. Send the office the actual move-in date, provider details, lease or occupancy evidence, and your efforts to obtain the confirmation.

The law allows an administrative fine for late or incorrect registration, and the regional service states a maximum up to EUR 1,000. That ceiling is not an automatic charge for every late appointment. The authority considers the conduct and circumstances. Preserve official appointment searches, booking attempts, technical errors, provider correspondence, illness evidence, or other facts that explain delay. Still take the earliest workable official route rather than assuming evidence of scarcity cancels the duty.

Budget only real ancillary costs

Possible expenses include travel to the office, photographs or copies needed for a separate identity update, translation or interpretation, childcare during an appointment, postal delivery, or paid professional help in an unusual case. Ask the municipality about accessibility, assisted service, and accepted representation before buying help. Free telephone number 115 may provide public-administration direction in participating regions at the caller's tariff, but the local official page remains the source for the actual procedure.

A relocation company may prepare forms or attend where representation is accepted. Its fee buys assistance, not priority or approval. Avoid websites that imitate a municipal page, resell free forms, or promise a guaranteed slot. Never pay for a fabricated Wohnungsgeberbestätigung. The address can be checked, and both resident and provider can face consequences for false information.

Distinguish processing from completion

A complete personal filing is often immediate. The regional electronic service describes review of up to a week, followed by separate delivery of address stickers. Local performance can differ. A booked appointment, wait-list entry, draft, or uploaded file without final submission is not completion. The free written or digital Meldebestätigung is the clean proof.

Your timeline should show move-in, confirmation request, filing attempt, accepted submission, certificate issue, identity-document update, and every downstream address notification. This makes delay visible early and gives the authority a reliable chronology if the deadline is questioned.

After Registration

Use the Certificate, Update Records, and Handle the Next Move

Verify the record, protect the certificate, update separate organisations, and repeat the correct process after a move or departure.

Read the certificate against the identity documents and housing confirmation before using it. Check names, date of birth where shown, full address, move-in date, and the action recorded. Ask the Meldebehörde to correct a register error at its source. Do not compensate by entering the same wrong spelling in bank, insurance, immigration, or tax records.

Use proof proportionately

The Meldebestätigung proves the registration event. A later extended certificate or register extract may be requested for a specific purpose, but many organisations need only the new address through an authenticated account. Share the smallest necessary record and redact unrelated data where the recipient accepts that. Keep the original digital file and verify electronic seals rather than printing and rescanning away useful authenticity features.

Update organisations that own separate records: employer, health insurer, bank, university, childcare or school, vehicle authority, broadcasting contribution account, pension or benefit body, tax office where necessary, private insurer, utilities, telecommunications, subscriptions, and professional bodies. Immigration documents may require a chip or sticker update in addition to the register entry. Postal forwarding can reduce missed mail but is not official notification.

Moves and departure create new duties

After moving within Germany, register the new dwelling within two weeks. The new authority normally obtains the prior register data and processes the domestic change. Obtain a fresh provider confirmation and new official certificate. If the move changes which of several dwellings is primary, report that change with the facts used to determine the main home. Check any local secondary-residence tax separately.

When leaving a dwelling without taking another in Germany, file Abmeldung. It may be submitted from one week before departure and is due within two weeks afterward. Use the actual departure date and keep the Abmeldebestätigung. Deregistration does not cancel a lease, utility, insurer, broadcasting account, tax filing, residence title, or vehicle record by itself. Send separate notices under each contract or law.

Protect address data where needed

Ordinary transmission objections and safety-based register-information blocks are different. The Bundesportal privacy service explains that certain transmission blocks can be requested without reasons, while an Auskunftssperre requires credible facts showing danger to life, health, freedom, or a similarly protected interest. The local channel and duration must be checked with the municipality.

People escaping violence, stalking, trafficking, or another threat should discuss safe registration and an information block before disclosing a new address broadly. Use a safe device and specialist support. Put the renewal or review date for any time-limited block in the same calendar as the next address action.

Fix Problems

Resolve Missing Confirmation, Wrong Data, Delay, and Safety Risks

Use the remedy that matches the failure while preserving evidence of real occupancy and timely action.

Start with a one-page chronology: actual move-in, request for confirmation, provider response, appointment attempts, submission, authority response, and the deadline on any notice. Attach the lease or occupancy agreement, payment and handover evidence, messages, identity record, and copies of what was filed. This lets the correct body solve the actual defect.

Missing or false housing confirmation

The housing provider has a statutory duty to confirm genuine move-in. If it is refused or not received on time, notify the Meldebehörde immediately as required by section 19 of the Federal Registration Act. Give provider and owner details, the dwelling, actual date, and your evidence. Ask what temporary or alternative proof it accepts while it investigates.

Do not create a confirmation yourself unless you are genuinely the owner-occupier or authorised housing provider. Do not pay a stranger to sell an address, and do not backdate. If the accommodation was misrepresented as registrable, preserve the advertisement and contract and seek tenant or consumer advice about the housing dispute. The registration office decides the register issue; it does not recover a rental payment or decide every tenancy claim.

Wrong data or rejected filing

For a spelling, date, address, or household error, request correction from the Meldebehörde and show the authoritative record. Ask for the corrected certificate and verify that linked document updates are repeated where necessary. If the office says the information is substantively wrong, request a written explanation or decision identifying the rule and remedy.

A general service complaint can address conduct, access, or delay but may not change the record or suspend a legal deadline. An objection or court action, where available, follows the instructions and period in the formal decision. File through the named body and keep delivery proof. Obtain legal advice when the registration outcome threatens immigration status, benefits, school access, safety, or another high-stakes right.

Scarce appointments and digital failure

Use all official offices and channels permitted by the municipality, save screenshots with timestamps, and report the deadline and move-in date clearly. If the online service fails, retain the error and use the instructed personal fallback. Do not assume a waiting-list entry completes the duty. Ask the authority how to submit or notify it in a way it recognises.

Privacy and urgent safety

A transmission block limits specified routine disclosures; an Auskunftssperre addresses a credible danger from register information. Explain the threat carefully and provide police reports, court orders, specialist statements, or other available evidence without compromising safety. Contact a domestic-abuse, stalking, trafficking, or victim-support service from a safe device when relevant. Immediate danger belongs with emergency services.

Close the case only after receiving the correct certificate or written decision, completing downstream corrections, and recording the next deadline. Keep the old and corrected versions together so later authorities can understand why the record changed.
