Where to change your registered address in Poland

The office for your new home is the one that counts

Registration follows where you live now, so choose the city or district you moved to. Each office explains whether you can book online, walk in or phone ahead, and several mention that you can cancel your old address at the same visit. Check each one for the documents it asks from foreign residents.

76 offices
  • Białystok

Departament Obsługi Mieszkańców — Referat Ewidencji Ludności

    ul. Branickiego 3/5, 15-085 Białystok

Polish citizens can book a slot online to register a permanent address, or a temporary stay of over three months.

Bring the completed signed form, ID, accepted mObywatel identity document or passport, and evidence of the legal right to occupy the property. The owner or another authorised holder confirms your actual stay; if you hold the legal right yourself, you confirm it. Online filing requires the relevant electronic housing-right documents and, where needed, the owner’s confirmation or their digital copies.

  • Bielsko-Biała

    Wydział Spraw Obywatelskich i Przedsiębiorczości

    pl. Ratuszowy 6, 43-300 Bielsko-Biała

Registration is free and normally immediate, in person or online, and you can cancel your old address at the same time.

Bring the appropriate permanent- or temporary-residence form, ID or passport and evidence of your right to the home. Without your own housing right, obtain the right holder’s signed confirmation and show their housing-right document. A representative needs an original or officially certified authorisation.

  • Bydgoszcz

Biuro Meldunkowe — ul. Gawędy 5

    ul. Gawędy 5, Bydgoszcz

Phone the registration office in Fordon to arrange your visit, and report your new address within 30 days of moving.

Prepare the appropriate registration form, valid identity card or passport, and evidence of the right to the property. If you do not hold that right, obtain the entitled occupier’s confirmation of your stay. Online submission needs the relevant electronic property and occupancy evidence. A representative needs authority. A permanent-registration confirmation is issued automatically; ask for a temporary certificate only if needed.

  • Bydgoszcz

Biuro Meldunkowe — ul. Jezuicka 14A

    ul. Jezuicka 14A, Bydgoszcz

Book in the city’s online calendar, one booking per person, and arrive on time or you may have to rebook.

  • Bydgoszcz

Punkt Obsługi Mieszkańców — CH Zielone Arkady

    ul. Wojska Polskiego 1, Bydgoszcz

Book a time in the city calendar and register at the service point inside the Zielone Arkady shopping centre.

  • Bytom

Urząd Miejski w Bytomiu — ewidencja ludności

    ul. Parkowa 2, 41-902 Bytom

Register your new address in person, or online if you are a Polish citizen, and cancel your previous one in the same step.

Prepare identity documents and the correct permanent/temporary registration form with housing evidence. A representative needs authority to act for you. Missing owner confirmation can require an administrative procedure rather than immediate registration. Address registration is separate from updating correspondence addresses held by other institutions. Polish citizens normally report within 30 days of moving into the home. Registration is free; the initial permanent-address certificate is free, while an in-person temporary-address certificate or a later replacement normally costs PLN 17. Eligible automatic online registration has a certificate-fee exception. Since January 2026 the citizen online procedure uses e-Doręczenia (Poland’s electronic delivery system).

  • Chorzów

Urząd Miasta Chorzów — Referat Ewidencji Ludności i Dowodów Osobistych

    Rynek 1, parter, pokoje 9 i 11, 41-500 Chorzów

Register your new home and cancel the old address in one go, then check vehicle, tax and immigration records separately.

Prepare a separate form for each person, including children, ID/travel document, occupancy confirmation by the owner or other entitled person and original proof of rights to the dwelling. An allocation letter, developer agreement or lease amendment alone is not enough under the city checklist. Foreign residents need the stay evidence appropriate to permanent or temporary registration. Written representation is possible with the representative’s ID. Online eligibility depends on status; PESEL (Polish national identification number) alone does not make a non-EU applicant eligible. Follow the national form’s current electronic-signature/e-Doręczenia instructions.

  • Częstochowa

Referat Ewidencji Ludności i Dowodów Osobistych

ul. Jerzego Waszyngtona 5, 42-217 Częstochowa

Bring proof of your right to the home plus your identity and residence documents, and book your visit online.

Prepare the relevant registration form, original evidence of your housing right or the owner’s confirmation on the form with their housing title, and a valid identity/travel document. Bring the residence-right evidence appropriate to your status; EU/EEA/Swiss citizens may use another valid document establishing identity and nationality. Ask which visa, residence card, decision or family evidence applies rather than assembling every alternative.

  • Dąbrowa Górnicza

Urząd Miejski w Dąbrowie Górniczej – Wydział Spraw Obywatelskich

ul. Graniczna 21, 41-300 Dąbrowa Górnicza

Polish citizens should report a move within 30 days, at the customer service desk or through the national online service.

Prepare ID or passport, the completed permanent/temporary registration form and original housing-title evidence for inspection. If another person holds the title, obtain their confirmation that you live there. A representative needs authority and their own ID. If housing evidence or the owner’s confirmation is unavailable, ask about the administrative investigation route rather than assuming registration is impossible.

  • Elbląg

Urząd Miejski w Elblągu — Referat Ewidencji Ludności i Dowodów Osobistych

ul. Łączności 1, Budynek B, parter, 82-300 Elbląg

Polish citizens report within 30 days of arrival, using the form for permanent or temporary residence.

Use KU-19/DSO/Z1 for permanent residence or KU-21/DSO/Z1 for temporary residence. Bring your ID or passport and original evidence of the right to occupy the home. The entitled housing holder confirms your stay on the form; a representative needs authority and their own ID. For online filing keep the official receipt and be ready to show original evidence if requested. If you cannot obtain housing confirmation, ask about the separate administrative registration procedure.

  • Gdańsk

    Zespół Obsługi Mieszkańców Nr 1

    ul. Partyzantów 74, 80-254 Gdańsk

Registration is free, and your new permanent address automatically replaces the old one.

Bring the registration form with the owner’s or tenant’s legible confirmation of your residence, original evidence of the right to the home, and identity card or passport. The owner/tenant cannot delegate that confirmation to a proxy; this differs from authorising someone to submit your registration. Show the housing-title original even if registering there again, because the office does not retain it. For the first Polish registration of a child, bring the required official short-form birth-certificate extract (odpis skrócony aktu urodzenia). Choose the Gov.pl link for your nationality and residence status on the city’s website. Polish-citizen online filings require e-Doręczenia (Poland’s electronic delivery system). Foreign nationals should check the selected procedure’s eligibility rules; without PESEL (Polish national identification number), you must attend in person. Follow the selected route’s housing-evidence requirements. If the owner will not confirm residence, ask about registration by administrative decision. Municipal subletting or free use requires the manager’s consent.

Polish citizens should report a new permanent address within 30 days of moving in, so book a time online.
