Where to exchange a foreign driving licence in the Netherlands

Applications start at your municipality, so pick your city

Only your municipality can send an exchange application to the RDW, so you apply where you are registered. Where you book, whether you phone first and when you collect the new licence once the RDW has checked your application all depend on the municipality.

Phone the town hall and say you want a foreign-licence exchange, rather than booking an ordinary licence appointment.

Bring valid identity evidence, a compliant colour photo, the original foreign licence and any old Dutch licence. Check RDW’s country-specific requirements for an accepted translation and CBR (Dutch driving test and medical fitness assessor) health evidence. If relying on the expat-scheme exception, bring the valid tax-authority ruling. Start before a non-EU/EFTA licence expires; specific expired licences from Iceland, Liechtenstein or Switzerland require an original issuing-authority declaration. Ask about the case-specific fee and payment. Applying does not extend your legal driving entitlement; check the applicable driving period separately.
