Offices that decide on residence permits in Poland

Pick the office that covers the place where you live

Residence matters are handled by the foreigners’ department of the voivodeship office, and which one you apply to depends on where you live. Some offices have branches that serve nearby towns. How applications are taken, and when applicants are called in, varies from office to office; expect to show documents such as your original passport.

  • Białystok

Podlaski Urząd Wojewódzki — obsługa cudzoziemców i uzgodniona obsługa paszportowa

ul. Mickiewicza 3, Parter — sala cudzoziemców; uzgodniona obsługa paszportowa przy wejściu głównym, 15-213 Białystok

Apply online without booking a visit, then wait for a written invitation to come in for fingerprints.

Prepare a digital photo, scans of all passport pages, applicable payment evidence and documents for your residence purpose. Arrange any employer or university electronic attachment early. Sign and submit the application, save the receipt, and keep originals for the summons.

  • Bielsko-Biała

Śląski Urząd Wojewódzki — Oddział Wydziału Spraw Cudzoziemców w Bielsku-Białej

    ul. Piastowska 40, 43-300 Bielsko-Biała

Apply online if you live in Bielsko-Biała or the Cieszyn, Pszczyna or Żywiec area, then come in when summoned.

Prepare electronic identification and signature, a digital photo, scans of every passport page, applicable payment proofs and documents for the permit ground. Your employer, university or placement organiser may need to sign its attachment electronically before you can send. Start early, retain originals and follow the current MOS (online residence application system) checklist. Electronic submission does not make the whole procedure remote or guarantee approval. Follow the authority’s summons for any required fingerprints, signature sample and inspection of your original passport, and provide any further information or documents it requests.

  • Bydgoszcz

Kujawsko-Pomorski Urząd Wojewódzki — Wydział Spraw Cudzoziemców

    ul. Konarskiego 1-3, 85-066 Bydgoszcz

Apply online for work, study, family or another reason, and bring your original documents when summoned.

For a temporary residence-and-work application, sending the invitation for the employer’s attachment does not finish filing. After the employer signs and returns the attachment in MOS, reopen your application, sign and send it, then download the UPO. Without UPO, the application is treated as not effectively submitted.

  • Częstochowa

Śląski Urząd Wojewódzki — Oddział Wydziału Spraw Cudzoziemców w Częstochowie

ul. Jana III Sobieskiego 7, Częstochowa

Apply online if you live in Częstochowa, Kłobuck, Lubliniec, Myszków or Zawiercie, and wait for your summons.

Follow the authority’s summons for any required fingerprints, signature sample and inspection of your original passport, and provide any further information or documents it requests.

  • Gdańsk

Pomorski Urząd Wojewódzki — Wydział Spraw Cudzoziemców w Gdańsku

Apply online, including if you live in Gdynia, and attend the personal visit when you are summoned.

Prepare a digital photograph, scans of all pages of a valid passport, the required supporting documents and payment confirmations, taking account of exemptions. Sign and send using your own accepted electronic signature and save the UPO receipt. Employment, study and other relevant applications may need an electronically signed employer, university or host annex: allow time for that signature before your filing deadline. Do not mail a duplicate paper application. Online filing does not remove the later personal visit.

  • Gorzów Wielkopolski

Lubuski Urząd Wojewódzki w Gorzowie Wielkopolskim

ul. Jagiellończyka 8, 66-400 Gorzów Wielkopolski

Apply online once your employer has signed their part, and attend fingerprints and document checks when summoned.

Prepare PESEL (Polish national identification number), trusted-profile access, e-Doręczenia (Poland’s electronic delivery system), a digital photo, every passport page and supporting evidence. This procedure involves PLN 440 duty plus PLN 100 for the card. After submission, corrections must be sent on paper; MOS (online residence application system) does not allow editing.

Apply online without visiting a counter, then bring your original passport when the office summons you for fingerprints.

Create an account in the new MOS (online residence application system) even if you had an old MOS account. Prepare a digital photo, scans of every page of your valid passport, applicable permit and card payment evidence, and the documents for your residence purpose. Where required, an employer, university or placement organiser must complete and electronically sign an attachment before you can submit. Use a trusted, qualified or personal electronic signature, save the UPO receipt, and keep originals for the visit. Do not wait until the last lawful-stay day: an unfinished draft or missing external signature is not a submitted application. MOS access is free; permit and card fees are separate.

al. M.J. Piłsudskiego 7/9, Parter, pokoje 6–7; zgodnie z wezwaniem lub potwierdzeniem wizyty, 10-575 Olsztyn

You need no appointment to apply online, and the office then summons you for fingerprints and a passport check.

Opolski Urząd Wojewódzki — Centrum Obsługi Cudzoziemców

Explain your residence question and any application deadline when arranging help. Ask which documents to bring. The programme provides for reimbursement of certified translations in residence matters, but confirm approval and conditions before paying; reimbursement is not automatic.

  • Poznań

Wielkopolski Urząd Wojewódzki – Wydział Spraw Cudzoziemców, Poznań

    plac Wolności 17, 61-739 Poznań

Pick the checklist for work, study or family, apply online and bring your passport to the visit the office sets.

Prepare the passport, digital photo, appropriate payment proof and the purpose-specific attachments, using the current MOS (online residence application system) requirements. Save the electronic submission receipt. For a child, the office requires a child subaccount within the parent/guardian’s MOS account before applying on their behalf. Keep originals for verification and respond to the office’s requests. Ask about the documented attendance exceptions for young children or illness/disability where applicable.

  • Rzeszów

Podkarpacki Urząd Wojewódzki — Oddział Obsługi Cudzoziemców

    ul. Grunwaldzka 15, 35-068 Rzeszów

Sign and send your application online and keep the receipt, then come in for fingerprints when summoned.

Prepare the current MOS (online residence application system) account and electronic signature method, digital photograph, scans of every page of a valid passport and the appropriate permit/card payment evidence. A work application needs the employer’s electronically completed and signed annex; allow time for that step. Follow the purpose-specific checklist and retain originals for the summons. Do not send a standard new application as a paper supplement to room 27.

  • Szczecin

Zachodniopomorski Urząd Wojewódzki — Wydział Spraw Cudzoziemców

Follow the MOS (online residence application system) checklist for your exact purpose. Prepare accepted electronic identification and signature, a digital photograph, passport scans, supporting documents and the required payment confirmations. Some purposes require an attachment electronically completed and signed by an employer, university or other organisation. Allow time for that step. Keep the submission receipt; do not confuse it with the application certificate available after office verification. Bring originals requested in the later summons.

  • Warsaw

Mazowiecki Urząd Wojewódzki — Wydział Spraw Cudzoziemców

    ul. Marszałkowska 3/5, 00-624 Warsaw

Apply online with no appointment, and read your summons carefully for where the fingerprint visit takes place.

Prepare a current digital photo, scans of every page of your valid passport, the applicable permit and card payment evidence, and documents for your residence purpose. Depending on the case, an employer, university, internship or volunteering organiser must complete and electronically sign an attachment; arrange this early because you need it to submit successfully. Electronically sign and send the application and save its UPO receipt. Keep the original passport for the summons; download the application certificate once the office has verified and approved it.

  • Wrocław

Dolnośląski Urząd Wojewódzki — sprawy obywatelskie i cudzoziemcy

pl. Powstańców Warszawy 1, Rejestracja UE: Sala Obsługi Klienta A, 50-153 Wrocław

Work, study and some other purposes require an attachment electronically signed by the employer, university or organiser; allow time for that step. Follow the documents for your exact purpose and the summons. The MOS (online residence application system) guidance distinguishes successful submission and its receipt from the later verified application certificate.
