Offices for residence permit applications and renewals in Belgium

Your municipality’s foreigners’ desk is where the paperwork begins

Residence cards and permit renewals are dealt with at the foreigners’ desk of the municipality where you live. Offices differ in how they take first contact and which groups they serve, such as students, permit holders and EU citizens. Some assign every appointment themselves after you phone, and some close parts of the week.

49 offices
  • Aalst

    Administratief centrum Aalst

    Werf 9, 9300 Aalst

Book an appointment to get or extend a temporary residence document while the decision on your case is pending.

For a new AI, bring a passport or national identity document. The city takes the photo at the counter without an extra photo charge; bring your own compliant photo for a child under three or unable to sit independently. An own photo must be under six months old and meet ICAO standards. For extension, bring identification and the current AI. Fees are €35.50 for people older than 12 and €14.50 for children younger than 12; confirm the applicable child rate when booking.

  • Antwerp

    Loket Migratie

    Maurice Dequeeckerplein 1, 2100 Antwerp

Fill in the online form for your situation first, because the migration desk only sees people by appointment.

Bring every document requested for your chosen application; use the linked procedure to select the correct checklist. For an A-card renewal, the city’s application window depends on your stay: students 30–15 days before expiry, workers four–two months before expiry, other reasons 45–30 days before expiry. Evidence that you still meet the residence conditions is required. Expired A or H cards use the renewal form; other cards expired less than six months use a counter appointment, while those expired longer than six months use the expired-card form. If exactly six months have passed, ask the desk which route applies.

  • Antwerp

    For international students

Loket voor Internationale Studenten — GATE15

    Kleine Kauwenberg 15, 2000 Antwerp

Start with your institution’s international student service, which prepares your file and passes it to the city.

For a first card with D visa, prepare passport, visa and current recognised enrolment evidence, then your institution’s full checklist. UAntwerp also asks for the standard enrolment form, rental agreement, means and signed information sheet, plus documents for specific visa codes. Its first card-ordering visit requires passport/visa, one white-background photo, temporary Annex 15 and a bank card; no cash. For UAntwerp renewal, provide a signed dated extension sheet, means, the new academic-year standard enrolment form, Belgian-valid health insurance and colour copies of valid passport and current valid A card. Bachelor/Master/postgraduate students also need signed stamped official results. Check the standard-form credit requirements and graduation/PhD exceptions; do not substitute an ordinary enrolment receipt. At renewal card ordering, bring passport, current A card and bank card; a photo can be taken there or you may bring a white-background photo. Collect with passport, current residence document and posted PIN letter. If the PIN has not arrived, contact the university before attending.

  • Arlon

    Hôtel de Ville d’Arlon

Rue Paul Reuter 8, 6700 Arlon

Contact the foreigners team before you go, because afternoons and Saturdays are by appointment only.

Tell the team your current card type, expiry date and reason for the request. Ask which identity documents, existing card, photographs, decision letters or supporting evidence to bring, and whether a biometric appointment is needed. Cash or Bancontact is accepted; confirm the current charge for your card type before attending. A duplicate card does not extend your permission to stay.

  • Bruges

    For residence permit holders

    Huis van de Bruggeling

Frank Van Ackerpromenade 2, 8000 Bruges

Book the renewal visit about 45 days before your card expires, then wait for the invitation to order the new one.

Ask [email protected] or +32 50 44 80 00 which evidence your residence basis requires; there is no single checklist for every A-card holder. Renewal requires a recent compliant photo. Confirm the card fee and any replacement document needed while the application is processed.

  • Bruges

    For international students

    Huis van de Bruggeling

Frank Van Ackerpromenade 2, 8000 Bruges

Attend the renewal visit at least 15 days before your permit expires, and book it early.

Bring a valid passport, current residence document, health-insurance evidence, the school’s standard enrolment form for the new academic year, and the standard study-progress form with results. The city exempts PhD students from the progress form. Show sufficient funds through an accepted blocked account, qualifying Annex 32 guarantor or scholarship; check current amounts and guarantor evidence before applying.

  • Brussels

For EU, EEA and Swiss citizens

    Brucity — Foreigners’ Office EU

Rue des Halles 4, 1000 Brussels

As an EU, EEA or Swiss citizen with five years of continuous residence, book about a month before your EU card expires.

Bring valid national identification or passport, the expiring EU card or loss/theft certificate and an ICAO-compliant identity photo no older than six months. The permanent-residence application is free; the physical card is charged separately, normally €30 for an adult or €150 urgently. The Immigration Office has a maximum five-month decision period for referred files; this is separate from making the card. For collection, bring national identification, the EU card or loss/theft certificate and the new PIN.

  • Brussels

    Brucity — Foreigners’ Office non-EU

Rue des Halles 4, 1000 Brussels

Start your renewal with the regional authority that issued your permit, about two months before your card expires.

Prepare a valid national identity card or passport, current A card and the documents for your branch. You need the unlimited-work decision, employment contract, sufficient-income evidence, comprehensive health-insurance evidence for you and accompanying family, and a recent ICAO-compliant identity photo, at most six months old. Follow the form’s document requirements. Regional and Immigration Office assessment takes its own time; the stated one-to-two-week normal card-production period starts at the card-ordering stage. Normal adult card ordering costs €30; urgent ordering costs €150. An Annex 50 is used during assessment; follow the instructions for your file.

  • Brussels

With a complete file, EU, EEA or Swiss citizens may get a decision at the counter itself.

  • Charleroi

    For residence permit holders

    Maison citoyenne de Charleroi

Place Vauban 14-15, Entrée place du Manège, 6000 Charleroi

Use the entrance on Place du Manège, and phone first because the branch is closed on Wednesday and Thursday afternoons.

Have your current residence card and valid national identity card or passport ready. Ask which photograph and supporting evidence are needed for your exact card type. A residence card must be accompanied by national identification; do not rely on it alone as proof of nationality. Confirm collection arrangements and any fee before ordering. The 2026 municipal tariff separates a €6 ordinary or €15 urgent local charge for electronic documents from age 12 from the federal production cost; ask for the full current card-specific total.

  • Charleroi

    For residence permit holders

    Maison citoyenne de Gilly

Place J. Destrée, Gilly, 6060 Charleroi

Phone before you go, as the Gilly branch is closed on Tuesday and Thursday afternoons but open late on Mondays.

  • Eupen

    For residence permit holders

    Stadtverwaltung Eupen

    Am Stadthaus 1, 4700 Eupen

Contact the foreigners service before your document expires to find out whether an extension decision comes first.

Prepare the case documents requested in your immigration instructions and a biometric photo no older than six months. For collection, keep the old residence document and the PIN/PUK code letter sent by the Interior Ministry. Confirm the current tariff, expected collection date and any urgent option with the team; a card-production estimate is not the decision time for your residence application.

  • Evere

    Gemeente Evere — Dienst Vreemdelingen

    S. Hoedemaekerssquare 10, 1140 Evere

Phone the foreigners service first to confirm the right steps for you, since it assigns every first-card appointment.

Bring current card or relevant annex/loss declaration, valid passport or European national ID, requested originals and a compliant recent unused photo. Card collection and activation are separate: wait for PIN/PUK codes, normally about two weeks after ordering, then collect with or without an appointment. Fees vary by age and ordinary/urgent procedure; consult the current tariff. Residence assessment can take longer than card production.

  • Genk

    For residence permit holders

    Stadhuis Genk

    Stadsplein 1, 3600 Genk

Book the card appointment online and do not wait for a reminder letter, as you must apply in time anyway.

Bring national identification, the previous card if held and a recent compliant photo. For collection, bring the PIN/PUK letter and the temporary document given at application or after a police loss/theft report. Report a lost or stolen card to police. Ask for the current fee and collection date; the two-to-three-week card-production estimate is not a residence-decision deadline.

  • Genk

    Stadhuis Genk

    Stadsplein 1, 3600 Genk

Phone the town hall when you arrive, because the city checks that you live with your family before registering you.

The city’s D-visa arrival checklist requests your valid national passport with the D visa and two recent passport photographs. Keep your approval and family/address information available and ask whether your individual file needs additional originals or translated records. Bring documents required for the residence check. Confirm current fees and later card-ordering or collection arrangements; card-production time is not the decision time for family reunification.

  • Ghent

    For international students

    Dienst Burgerzaken – Migratie

    Woodrow Wilsonplein 1, 9000 Ghent

Renew online at least 15 days before your card expires, then book the card visit from the city’s invitation email.

Provide the previous academic-year A card, valid passport, standard enrolment form, sufficient-means evidence and health insurance. For Annex 32 with a guarantor living in Belgium, also supply the guarantor’s income evidence and ID/residence-card copy. Exam results and academic-progress proof are required except for PhD students. Check the city’s programme-specific credit and completion requirements, which apply from 2026–2027; they are not the same for every degree. Keep all requests and temporary documents, and check the actual collection instructions when the codes arrive.

  • Ghent

    For residence permit holders

    Dienst Burgerzaken – Migratie

    Woodrow Wilsonplein 1, 9000 Ghent

Apply between 90 and 30 days before your card expires, and collect it where you applied without booking again.

Bring your passport or identity card and current residence card, or the police loss certificate. Staff take photos at the counter and normally do not accept your own photo. Bring one for a child under three or an older child unable to sit still independently. For collection bring the old card or replacement certificate and PIN/PUK letter. Adults and children aged 12 or over must collect personally. Contact Migration for medical exceptions; the required medical certificate must be no older than one month. A residence card alone is not a travel document.
