Choose Permanent Departure, Temporary Absence, EU Move, Job Search, or Return-Preserved Status
Duration, destination, nationality, work, family, and assets decide which Spanish links should close or continue.
Treat departure as a matrix, not a single baja. A permanent mover normally ends the Spanish home, work or self-employment, ordinary healthcare basis, local benefits, and service contracts, then records a foreign address and deals with final Spanish tax. A temporary absentee may keep a lease, Spanish employment or posting, Social Security coverage, healthcare coordination, and a renewable immigration title. Confirm the planned duration and conditions in writing before closing anything.
An EU, EEA or Swiss citizen moving to another participating state uses that destination's free-movement registration rules. A Spanish EU registration certificate is not transferable. A third-country national needs destination immigration permission even if holding a Spanish TIE or EU long-term status. Spanish EU long-term residence can support a destination application but is not automatic free movement. A Spanish citizen establishing habitual residence abroad registers through the destination Spanish consulate.
For work, distinguish resignation, dismissal, agreed termination, employer posting, cross-border work, and self-employment. A posted worker can remain in Spanish Social Security with A1 and may use S1 for residence healthcare. A person starting ordinary work abroad normally moves into the destination system. An unemployed claimant seeking work in the EU, EEA or Switzerland may export an existing Spanish benefit through U2 if all prior conditions are completed.
Tax uses a separate analysis. Count Spanish presence in the full calendar year, locate the main base of economic interests, review the spouse-and-dependent-child presumption, and apply any treaty tie-breaker. A residence permit, padrón baja, flight date, foreign registration, or form 030 does not alone determine residence. Keeping Spanish property, rent, business, investments or gains can create non-resident filings after departure.
Housing also branches. A renter must use the contract and Urban Leases Act, document handover, and pursue the deposit. An owner must decide whether to sell, leave vacant, or rent, while maintaining tax, community, insurance, utilities, security and a service address. A vehicle taken abroad needs destination checks and DGT export or EU-transfer steps; a vehicle retained in Spain keeps Spanish registration, insurance, ITV and tax duties.
Use a closure route for a permanent move, a continuity route for a genuine temporary absence, U2 for an eligible EU job search, A1 and S1 for a qualifying posting, and a property-management route where Spanish assets remain. Doing nothing is lawful only where the record and contract genuinely require no change, not because another authority was notified.
Eligibility

Each right has its own residence, work, contribution, absence, and notification conditions.
Spanish domestic tax residence generally applies for the complete calendar year if a person spends more than 183 days in Spain, has the main base of activities or economic interests there, or falls within the rebuttable spouse-and-minor-child presumption. Sporadic absences can count unless foreign tax residence is proved. A person can be resident under two countries' rules, in which case the applicable treaty tests permanent home, vital interests, habitual abode, nationality and competent-authority resolution in sequence.
Immigration status must be checked against the current title. The current Immigration Regulation removed the former blanket rule that every temporary residence authorisation extinguishes after more than six months abroad in a year. Do not repeat that outdated rule. A temporary title still ends at its expiry, can be withdrawn if route conditions cease, and can have specific residence, work, family or renewal requirements. A timely renewal or modification prolongs status while decided, but travel and re-entry evidence remain separate.
National and EU long-term residence can extinguish after twelve consecutive months outside the EU. EU long-term residence also has the current six-year absence-from-Spain rule, with defined exceptions. Permanent EU free-movement status is normally lost after more than two consecutive years away. Withdrawal Agreement, family, study, protection and special mobility titles have their own rules. Ask the competent Immigration Office for the exact article and a written answer before planning a status-preserving absence.
A person receiving Spanish unemployment benefit must notify SEPE before leaving. For work, job search, cooperation or professional improvement, a qualifying absence under twelve continuous months can suspend benefit; a longer absence can extinguish it. For an eligible EU, EEA or Swiss job search, SEPE's U2 route generally requires four weeks registered in Spain, prior authorisation, and destination registration. Nationality and destination work permission can narrow export eligibility.
Healthcare responsibility follows economic status and residence. A posted worker, pensioner, cross-border worker, student, unemployment exporter and inactive mover can each have a different competent state. The EU healthcare guide distinguishes S1 resident coverage from EHIC coverage for medically necessary care during temporary stays. Do not cancel Spanish coverage until the new institution confirms the start date.
Finally, check every family member separately. A spouse's work can control healthcare, a child's school and custody can affect departure, a family permit can depend on the relationship or sponsor, and means-tested benefits can require Spanish effective residence. Employer termination, autónomo baja, benefit export, immigration preservation and tax residence are linked facts, but no single authority decides them all.

Build a Departure File for Identity, Work, Contributions, Tax, Healthcare, Housing, and Assets
Obtain hard-to-recover Spanish records while digital identity, address, and authority access still work.
Create a dated index with one folder per system. Keep passports, DNI or NIE, every TIE or EU certificate, immigration grants and renewals, appointment and registry receipts, padrón certificates, destination admission or registration, tickets, border evidence, and the exact departure address. Do not surrender the only passport or TIE to a landlord, adviser, carrier, or utility.
For an employee, obtain the contract, amendments, payslips, employer termination communication, certificado de empresa, settlement calculation and signed finiquito, unused-leave record, withholding certificate, and any dismissal or claim documents. Download vida laboral and contribution-base reports from Importass. Check that the employer submitted the correct Social Security baja. For EU unemployment coordination, institutions normally exchange periods electronically, but a U1 can support or speed the destination claim. U2 is different: it authorises continued payment while seeking work abroad.
A self-employed person should preserve tax census alta and baja receipts, RETA baja, income-forecast and later regularisation records, invoices, ledgers, VAT and IRPF submissions, annual statements, payroll and employee closures, licences, insurance, and client notices. A business owner or director must not treat personal departure as company closure. Corporate address, management, beneficial-owner, payroll, accounting and tax duties continue until separately changed.
For tax, download filed returns, payment and refund receipts, tax data, withholding certificates, property purchase and sale records, cadastral references, rental statements, investment and foreign-tax evidence, and a day-by-day travel log. A foreign tax-residence change through form 030 can require identity evidence and a certificate from the destination tax authority under the official document list.
For healthcare, request a medication list, repeat-prescription plan, vaccination history, relevant clinical reports, imaging, test results, discharge notes, disability or care decisions, and invoices. Ask the competent institution for A1, S1, EHIC, pension or benefit evidence before departure where applicable. Medical data should move through secure patient or provider channels.
For housing, keep the lease, notices, proof of delivery, original inventory, dated room and appliance photographs, joint inspection, repair discussion, final meter readings, invoices, key count, signed key-handover record, forwarding address, deposit proof, and final account. Photograph vehicle condition and retain registration, ITV, insurance, tax, ownership and DGT receipts. Save bank, utility, telecom, school, childcare, subscription, storage and postal records.
Reconcile every name, NIE or DNI, address, account, date and status. Store encrypted copies in two locations and maintain Spanish digital identity, recovery phone, email, bank access and a reliable notification address long enough to receive final assessments and claims.

Confirm the destination and return plan. Obtain the destination visa, registration, job, posting, school, home and healthcare route. Audit each Spanish title before booking an irreversible move.

Give contract notices. Notify the landlord through a provable channel and follow the lease. Schedule inspection, meter readings, keys, final account and deposit address. Notify school, childcare, storage, insurance, telecom, memberships and subscriptions according to their own terms.

Close or change work correctly. An employee obtains the signed termination and settlement record and verifies Social Security baja. An employer posting instead arranges A1 and employment continuity. An autónomo completes both Tax Agency and RETA changes; stopping invoices or leaving Spain is not a baja.

Protect benefits before departure. Notify SEPE and the regional job service. Obtain suspension, U2 export or closure in writing. For U2, request authorisation first and register with the destination employment service within the required period. Notify INSS or the responsible benefit body of address, household, income and residence changes.

Transfer healthcare without a gap. Ask which state is competent, obtain S1 or EHIC where applicable, register with the destination system, move prescriptions and records, and receive written start and end dates. Cancel private cover only after checking notice, pre-existing-condition and overlap risk.

Update the padrón through the correct route. A foreign national leaving Spain can request baja por cambio de residencia al extranjero from the municipality and retain the certificate. Under the INE departure rules, a Spanish citizen establishing habitual residence abroad normally registers as resident with the destination Spanish Consular Register, which produces PERE registration and municipal deregistration. A temporary Spanish traveller can register as a consular non-resident without that automatic baja.

Handle immigration separately. Do not describe departure as TIE cancellation. Check expiry, renewal, family, long-term, EU permanent, Article 50 and recovery rules with the Immigration Office. Preserve the card and decisions unless an authority specifically requires return. Obtain any re-entry authorisation before travel where a renewal is pending and the route allows it.

Update the Tax Agency. Determine the likely full-year residence result, then submit the correct census change. A non-business individual can use form 030; a business or professional uses the applicable business census process. Add a foreign and notification address, representative where needed, and destination tax-residence certificate.

Finish assets and services. Record final utility readings, cancel or transfer contracts, settle direct debits only after final bills, arrange mail, and keep a Spanish bank account if needed for refunds or taxes. For a vehicle moving abroad, check destination rules, complete DGT transfer or export deregistration, then use green plates or transport. Outside the EU, complete customs export.

Most public notifications are free, while contracts, overlap, transport, and unresolved liabilities drive the real cost.
Municipal padrón changes, Tax Agency census notifications, Social Security record downloads, ordinary benefit notifications, and direct official guidance are generally free. Costs arise from complying with contracts and proving facts: certified civil or tax records, Apostille or translation, postage, travel, storage, removals, cleaning, repair, mail forwarding, digital-signature renewal, adviser review, insurance overlap, destination deposits and registration.
Housing is often the largest exposure. Under the Urban Leases Act, a residential tenant can withdraw after at least six months with at least thirty days' notice. A valid contract clause can require compensation based on one month's rent for each remaining contract year, proportionally for shorter periods. Earlier departure, a fixed seasonal lease, room contract or negotiated surrender can differ, so read the signed terms and obtain a written release.
The statutory residential cash deposit is one month's rent, but additional guarantees can exist. The refundable balance begins accruing legal interest if unpaid one month after key delivery. This is not an automatic promise that the full deposit must be returned: documented unpaid rent, utilities or damage beyond ordinary wear can be reconciled. A signed inspection, readings and key receipt reduce dispute cost. Autonomous-community deposit lodging affects the landlord's administrative process, not the need for a tenant-landlord final account.
Utility and telecom providers can charge final consumption, equipment non-return, installation recovery, early commitment, porting or cancellation amounts under the actual contract. Request the final calculation before cancelling the payment account. Keep enough funds for tax, utility, community, mortgage and insurance debits, then close unused accounts only after all refunds and charges settle.
For a vehicle, use the DGT export page to generate the current definitive-deregistration and temporary-plate fees rather than relying on an old amount. Budget ITV or safety checks, insurance, green plates, physical plates, transport, customs agent, export, destination tax and registration. Compare that total with selling in Spain.
Professional help is optional but proportionate for dual tax residence, a business, shares, stock options, property sale or rent, unresolved debt, immigration-title preservation, benefits coordination, dismissal, custody, or a disputed deposit. Ask for a written scope, authority, fee and deliverable. Avoid movers, advisers or agents demanding identity originals or promising to cancel every public record with one paid package.
Make a line-item budget with amount, due date, refundable portion, payment method and evidence. Keep a contingency for three months of overlapping housing, healthcare, storage and services, but use actual quotes rather than a fictional nationwide moving average.
Deadlines

Work backward from departure and keep access through the last assessment and refund.
Twelve weeks before departure, confirm destination admission, Spanish immigration survival, full-year tax scenarios, work route, benefit export, healthcare owner, lease notice, vehicle choice and family plan. Book scarce consular, immigration, SEPE, medical, DGT and destination appointments. Order records that take time, but avoid letting short-lived certificates expire.
Six to eight weeks before departure, issue provable contract notices, arrange employer or autónomo closure, request A1, S1, U1 or U2 as applicable, collect clinical records, and plan inspections and transport. U2 must be authorised before departure. The current EU coordination guidance requires destination jobseeker registration within seven days after the person ceases to be available to Spanish employment services for uninterrupted export payment. The ordinary export is three months and can reach six only with approved extension.
During the final week, record readings and property condition, deliver keys with a signed timestamp, obtain payroll and Social Security documents, verify healthcare transition, redirect mail, update contact channels, and download all receipts. Do not deregister so early that a required resident appointment, healthcare event, benefit condition or destination application becomes impossible. Do not leave cancellation so late that a contract renews automatically.
Tax residence for the departure calendar year is assessed for the whole year. If the person remains Spanish resident, the resident IRPF return is filed during the next annual campaign. If non-resident but retaining Spanish income, property or gains, the applicable IRNR forms and event-specific periods continue. A census change is not the final return. Keep a Spanish payment and refund method and monitor notices through the entire limitation period.
The Tax Agency generally expects a personal foreign-address or tax-residence change through the appropriate census route promptly, with the live form instructions controlling. A business or professional uses the business census deadline and cannot rely on form 030 alone. Pensioners must communicate residence, tax address, bank and relevant income changes to the benefit body and may face periodic proof-of-life duties abroad.
One month after keys, reconcile the deposit. The legal-interest rule runs after that month if the refundable balance remains unpaid, but begin with a written itemised request and evidence rather than assuming an automatic penalty. Keep utility complaints, consumer chargebacks and civil claims within their individual limitation periods.
Long-term title absence clocks, EU permanent two-year loss, temporary-title expiry, benefit suspension, U2 end, insurance notice, vehicle transfer, annual tax, property tax, community charges and bank review all run independently. Add them to a calendar with authority, legal event, deadline, receipt and next milestone. At 30 and 90 days, audit every open item and update the destination and Spanish authorities after any move, job, separation or account change.
Problems
Resolve Wrong Deregistration, Missed Notices, Tax Conflict, Coverage Gaps, Permit Loss, Deposit Disputes, and Debt
Preserve the record, identify the responsible body, and challenge the exact decision or charge.
If deregistration happened too early, obtain the municipal certificate and submit the correct current-residence evidence. A padrón correction does not automatically restore healthcare, benefit or immigration status, so contact each owner separately. If a Spanish citizen intended only temporary travel, compare resident and non-resident consular registration and correct PERE or municipal records through the competent office.
For an unserved notice, preserve the DEHú, electronic-office, email, postal, representative and publication audit. A missed alert is not necessarily defective legal notification, and a public status page is not necessarily notice. Obtain the complete expediente and calculate the challenge deadline from the legally effective event before asking for restoration. Keep Spanish digital identity and representative access active during the dispute.
A tax conflict needs a day count, homes, work, business, family, assets, destination certificate and treaty analysis. Form 030 and padrón are evidence, not conclusive law. If both states claim residence, use the treaty tie-breakers and, where necessary, competent-authority procedure. Challenge a Spanish assessment through the remedy and deadline in its notice. Do not ignore it because a foreign return was filed.
For lost healthcare, determine the competent state on the date of treatment. Ask the Spanish and destination institutions for written coverage decisions and any retroactive S1 registration or contribution-period coordination available. Preserve invoices and medical urgency. An EHIC cannot retrospectively turn a permanent move into a temporary stay, and private travel insurance may exclude ordinary resident care.
For immigration, do not accept an agent's blanket six-month rule. The current regulation removed that former universal temporary-residence absence ground. If the authority opens withdrawal, it must identify a current cause, give a hearing of at least ten days, decide within the procedural framework, and state review rights. Long-term absence rules remain. File evidence and, if needed, reconsideration or contentious-administrative review with qualified help. Recovery is a separate route only after qualifying long-term status actually extinguishes.
For a deposit, send the landlord an itemised demand with lease, notice, inspection, readings, photographs, keys receipt, deposit proof and forwarding bank details. Ask for invoices or evidence for deductions and distinguish damage from ordinary wear. Use municipal or autonomous-community housing help, consumer routes where applicable, mediation, legal aid, or civil court. EU service and enforcement rules can support a cross-border claim, but jurisdiction and cost need checking.
Challenge utility, bank, insurer, mover or telecom charges first in writing, then use the sector complaint body, consumer office, chargeback or court as appropriate. Report fraud separately. Debts, tax, fines, community fees, child support and judgments can be pursued across borders, so maintain a service address and resolve rather than disappear. Specialist help is proportionate for urgent health loss, custody, criminal issues, immigration extinction, dual tax residence, dismissal, business closure, high-value property or an imminent appeal deadline.
