Identify the licence family
A visitor can use a foreign licence only when it is valid, the driver meets Spain’s minimum age for the equivalent category, and the document and any required translation or international permit satisfy the temporary-driving rules. An international driving permit is a translation-style companion to the underlying national licence. It has no independent validity and does not extend a resident’s exchange deadline.
An EU or EEA licence generally remains valid in Spain while in force and not restricted, suspended or withdrawn. Exchange for a Spanish licence is normally voluntary. However, the EU and EEA licence rules require Spanish renewal after two years of normal residence when the licence is indefinite or exceeds fifteen years for ordinary categories or five years for professional categories. A licence nearing expiry is renewed in the state of normal residence, not duplicated through two active EU documents.
Map non-EU licences
A qualifying non-EU licence is generally usable for at most six months after normal residence begins. If Spain has a current agreement with the issuing country, exchange can be available when the original licence predates Spanish residence and meets the agreement’s issue-date and category rules. A licence obtained through exchange from a third country without a Spanish agreement can be excluded. Ordinary motorcycle and car categories are commonly exchanged without tests, while truck and bus categories often require a practical and sometimes theoretical test.
When no agreement applies, the usual route is a new Spanish licence with medical, theory and practical tests. Do not try to create eligibility by exchanging the licence in another country after becoming resident. The DGT exchange hub provides the live country selector and professional branches.
Choose from temporary visitor use, continuing EU or EEA use, voluntary EU exchange, compulsory Spanish renewal, agreement-country exchange, a specific professional exchange, or full first issue. If the licence is expired, suspended, revoked, falsified or for the wrong category, stop driving and resolve that defect before relying on any route.

A genuine licence can still fail exchange because its history or category does not fit the current rule.
Build the chronology
Record the date normal residence in Spain began and distinguish it from a holiday, visa issue, NIE assignment or padrón date. DGT may use residence cards, EU registration, consular history and other official data to verify the true chronology. For a non-EU licence, identify the first issue date for each category, later renewals, replacements and any earlier licence from which it was exchanged. A new plastic card date should not erase provable category seniority, but DGT or the issuing authority must accept the evidence.
Use the live country selector because agreements, verification arrangements and required tests differ. The current non-EU exchange guidance excludes a licence obtained after Spanish residence where the agreement requires prior issue, and a licence that itself came from a country without an applicable Spanish agreement. The issuing state must confirm authenticity and validity where verification is required.
Test the driver and categories
The licence must be in force, genuine and not restricted, suspended, withdrawn or subject to a zero-point or judicial disqualification problem. The driver must meet Spain’s minimum age for the equivalent category. Exchange grants only equivalent recognised categories, not every notation printed abroad. Code restrictions, automatic transmission, adapted vehicle, corrective lenses and professional authorisations can carry over or require assessment.
A resident seeking first issue or exchange must meet the psychophysical requirements for the category. Use an authorised Driver Recognition Centre and state every category being requested. Medical conditions do not automatically mean refusal; the report can support shorter validity, vehicle adaptations or driving restrictions. Concealing medication, vision, neurological, cardiovascular or mobility facts can create safety and insurance problems.
EU and EEA holders should test whether the document remains in force and whether the two-year compulsory-renewal rule applies to an indefinite or unusually long licence. A person with multiple EU licences, an expired document or a licence issued while normally resident elsewhere may need issuing-state verification. Professional drivers must also separate the driving category from CAP, tachograph and employment requirements. Passing the exchange test does not itself grant a work or immigration right.

Assemble the core exchange record
Prepare the DGT application or digital filing data, a valid passport or Spanish identity document, NIE and current residence evidence. EU citizens commonly use the EU registration certificate; other residents use the applicable residence card or decision. DGT can consult padrón and immigration data, but keep official proof ready if automated consultation fails or the dates need explanation.
Keep the original foreign licence valid and readable. Add front and back scans, prior licences, renewal or duplicate certificates, and an official certificate of legality and seniority where the selected country requires it. Translate the licence or supporting record through the accepted route where it is not in Spanish. An international permit can help temporary interpretation but is not proof that the national licence is exchangeable.
For the medical requirement, attend an authorised Driver Recognition Centre and identify all requested categories. The report covers vision, hearing, psychological and general medical fitness. The DGT exchange guidance states that the report used for the procedure has a 90-day validity, so obtain it after verification dependencies are reasonably ready. Add adaptations or specialist reports where requested.
Add procedure-specific evidence
Prepare the current fee receipt, recent colour photograph in the required size where a physical photo is requested, and declarations concerning suspension, another EU licence and authenticity. A representative needs valid registration or the accepted free DGT authorisation, but personal attendance can still be required for identification, medical work, tests and original surrender. Professional categories need the selected country’s test and qualification evidence.
For first Spanish issue, keep the test application, medical report, identity and residence proof, fee, training record where used, each theory and practical result and any file-transfer request. The first-licence procedure retains a passed test for two years.
Never mail or surrender the only original to an unverified intermediary. In a digital exchange, DGT reviews first and later instructs attendance to surrender the valid original. Keep the submission, cure requests, issuing-country verification, favourable notice, surrender receipt, test result, provisional Spanish authorisation and card delivery record. Photograph the original for your archive before lawful surrender, but do not drive on that copy.

Follow the exchange sequence

Freeze the route. Use the DGT country selector and save the current page. Record visitor or resident status, normal-residence date, issuing country, original issue date, category and expiry.

Check verification. For a country in a prior-verification group, submit or request verification with the issuing authority before the exchange application. Resolve a negative or missing result at source.

Gather residence and licence history. Obtain official residence evidence, the valid original, prior issue records and any legality or seniority certificate. Translate only through the accepted route.

Obtain the medical report. Attend an authorised centre for the exact categories. Schedule it so its 90-day validity does not expire before the application or exam step.

Pay the correct DGT fee. The digital exchange service currently distinguishes EUR 28.87 without tests from EUR 94.05 when a test is required. Recheck before payment.

File through the stated channel. Use the digital service where available or book the correct exchange appointment. Save the signed filing and fee number.

Cure defects promptly. Upload only the requested readable evidence and retain the cure receipt. Do not start a duplicate case because an authority verification is pending.

Complete required tests. Attend theory or practical tests for the applicable category and country. The test fee includes two attempts; after they are exhausted, repay and reapply for examination.

Attend final exchange. Bring the valid original when DGT instructs. Read the category mapping and restrictions before surrendering it. Obtain the provisional Spanish authorisation and surrender receipt.

Check delivery. The provisional document is for driving in Spain, not a general international travel licence. The final card normally arrives in about six weeks. Verify identity, categories, codes and expiry.
For a non-exchangeable licence, replace verification and surrender with the first-issue route: medical report, theory application and preparation, knowledge test, practical training and exam, then provisional permission and card. Do not drive as a learner except under the authorised system. A pending exchange receipt does not extend a foreign licence beyond its lawful validity.

Official fees are only part of the total, especially when a new Spanish licence or professional test is required.
Price the exact route
The current DGT fee for an exchange without a test is EUR 28.87. An exchange or first issue requiring tests currently uses the EUR 94.05 fee, which covers two examination attempts. These are August 2026 figures and must be rechecked on the DGT payment page before purchase. Paying the wrong fee or a private appointment seller does not create eligibility.
Add the authorised medical centre’s private price, required photograph, translation, issuing-country legality or seniority certificate, apostille where actually requested, courier, consular visit and travel to DGT or an exam centre. A professional category can require theory or practical preparation, vehicle hire and CAP-related work outside the exchange itself.
A first Spanish licence adds driving-school registration, learning material, theory support, practical lessons, vehicle and instructor presentation fees, repeat attempts and travel. DGT’s examination fee is not a cap on school charges. Ask for a written price list, what happens on cancellation, how lessons are counted, whether exam presentation is included and how the file can be transferred. A passed test remains valid for two years, so a delayed second stage can ultimately force both tests again.
Plan renewal and replacement costs
The current renewal service lists a general DGT renewal fee of EUR 24.58, no DGT renewal fee after age 70 and reduced fees for medically shortened validity. The medical centre price remains separate. A lost, stolen or damaged in-force card currently has a EUR 20.81 duplicate fee, while a data-change exception can differ.
Put the deadlines on one calendar
The six-month non-EU resident limit controls lawful driving, not DGT processing. Verification with the issuing state, appointment supply, cures and professional tests can take longer, so start early and make transport plans for any gap. A pending file does not authorise driving after the foreign document stops being valid.
Medical evidence normally has 90-day procedural validity. Test fees have attempt limits, and a passed test has two-year validity. The provisional card stage and final production normally take about six weeks. Budget public transport, taxis, childcare and job impact if lawful driving stops. Never pay an agent claiming to extend validity, skip issuing-state verification, buy a test pass or sell a protected appointment.

Track the correct validity period
Ordinary AM, A1, A2, A, B and related categories generally last ten years until age 65 and five years afterward. Professional C and D categories generally last five years until 65 and three years afterward. Medical findings can produce a shorter period or restriction at any age. Read the expiry and codes on the actual card rather than calculating from a general table.
Renewal can start three months before expiry without losing the remaining period. It requires medical fitness, not a new driving test in the ordinary case. An expired Spanish licence can still be renewed later, but it cannot be used to drive until renewal is effective. If all points are lost, ordinary renewal is unavailable until the recovery procedure is completed.
A duplicate for loss, theft, damage or eligible data change requires the licence to remain in force. The DGT duplicate guidance confirms that the replacement keeps the old expiry date. Report theft where appropriate, cancel compromised digital access, and use the official provisional proof rather than a photograph of the lost card.
Maintain the wider driving record
Tell DGT the current notification address through its accepted route and monitor electronic or postal notices. Check points and restrictions in the official driver report. If medical fitness changes materially, obtain advice before continuing to drive; renewal is not the only moment safety matters. Vehicle adaptation codes and corrective-lens requirements are enforceable conditions.
Professional drivers must maintain CAP, tachograph card, medical category, employment and immigration permission separately. A B licence does not authorise a professional category, and exchange of C or D does not itself supply CAP.
For travel inside the EU and EEA, an in-force Spanish licence is generally recognised. Outside them, check the destination and obtain an international permit where required. The international permit accompanies the Spanish licence and passport, lasts one year and is not valid by itself. A Spanish provisional licence is generally limited to Spain, so wait for the physical card before relying on it abroad. Store the exchange receipt and foreign-licence copy because another country may later ask how the Spanish categories originated.

Fix identity and history at the source
A failed or unanswered verification usually belongs with the issuing licensing authority. Obtain the exact reason, correct an identity mismatch, unpaid local restriction, missing category or database error there, and ask it to resend through the official channel. Do not buy a private verification letter that DGT did not request. If DGT says the licence was obtained after Spanish residence, build a chronology from first category issue, later renewals, residence records and consular history. A replacement card date and an original category date are different facts.
If the licence came from exchanging another country’s document, identify that origin honestly. An intermediate exchange does not override Spain’s exclusion for a source country without an applicable agreement. If no route exists, obtain the Spanish licence through tests. Never report a genuine surrendered or withdrawn licence as merely lost to keep driving on it.
Use the procedural remedy
For an incomplete digital case, use the stated cure channel and deadline. Provide a readable requested document, not an unrelated bundle. For a refusal or wrong category mapping, obtain the reasoned decision, service date, country agreement and administrative appeal instructions. Preserve the original application, verification, medical report, fee and category comparison. A fresh application can cure a document problem, but it does not stop an existing appeal deadline.
A medically unfit or restricted report can be reviewed through the health and DGT mechanisms stated in the decision. Obtain relevant specialist evidence and focus on safe adaptations or conditions. Do not pressure a recognition centre to omit a diagnosis. For failed tests, count attempts across theory and practical; after two failures under the fee, repay before another attempt. Preserve passed-test validity and transfer the file if moving.
Protect against enforcement and fraud
If the final card is wrong, report the production error promptly and do not drive a category missing from the card. For loss of points, the DGT recovery guidance gives ten days to make allegations after notice of proposed loss of validity. Once final loss is notified, surrender the licence and stop driving; driving then can be a criminal offence.
Report fake appointments, counterfeit licences, guaranteed exchanges, paid verification, impersonated schools and diverted fee payments. Use official DGT channels, the issuing authority, consumer service, police, legal aid or qualified traffic counsel according to the issue.
