Offices that issue PESEL numbers to non-residents in Poland

Some take bookings, some use queue tickets, many ask you to phone first

The request goes to the residents’ register desk of a commune or city office. At the desk you may have to quote the law that requires a PESEL, and whether a representative can go in your place depends on the office.

  • Toruń

Punkt Informacyjny Urzędu Miasta — CH Copernicus

ul. Stanisława Żółkiewskiego 15, 87-100 Toruń

The city’s service point inside the shopping centre follows its own weekday hours, not the centre’s.

Prepare the handwritten-signed PESEL (Polish national identification number) application, valid identity/citizenship evidence and the actual legal provision requiring you to have the number. Ask the requesting institution to identify the provision and bring evidence supporting the personal data. The ordinary request is free. Requests are handled without unnecessary delay, no later than 30 days from submission; same-day issue is not promised in every case. If you want to use a representative, confirm that your statutory category permits this and check any power-of-attorney requirements. Housing evidence for address registration and photographs for a Polish ID belong to other parts of the combined service, not automatically to this separate PESEL request.
