Offices that issue PESEL numbers to non-residents in Poland

Some take bookings, some use queue tickets, many ask you to phone first

The request goes to the residents’ register desk of a commune or city office. At the desk you may have to quote the law that requires a PESEL, and whether a representative can go in your place depends on the office.

Urząd Miasta Kielce – Ewidencja Ludności i Dowody Osobiste

    ul. Szymanowskiego 6, 25-361 Kielce

You cannot book this through the vehicle and driving licence portal, so phone the registration unit first.

Prepare the personally signed paper PESEL (Polish national identification number) application, valid identity/citizenship evidence and records supporting the entered details. Identify the actual law requiring the number; ask the requesting institution for that provision. The ordinary procedure is free and complete qualifying cases are handled without delay. If a representative is legally permitted, provide the power of attorney and any required stamp-duty proof; check exemptions. Personal attendance remains mandatory outside the statutory nationality/family groups, except for children born in Poland.
