Offices that issue PESEL numbers to non-residents in Poland

Some take bookings, some use queue tickets, many ask you to phone first

The request goes to the residents’ register desk of a commune or city office. At the desk you may have to quote the law that requires a PESEL, and whether a representative can go in your place depends on the office.

Hand in your PESEL request at the residents’ service office, not at the address registration desks.

Bring the completed signed application, the genuine legal basis and documents proving your identity and other application data. The city allows filing at any municipality. Foreign applicants outside the specified EU/EEA/Swiss and protected UK Withdrawal Agreement/family categories must attend personally, except children born in Poland. Where representation is legally allowed, bring written authority and the representative’s ID/passport. Filing the power of attorney normally costs PLN 17, with exemptions including spouses, ascendants, descendants and siblings.
