Offices that issue PESEL numbers to non-residents in Poland

Some take bookings, some use queue tickets, many ask you to phone first

The request goes to the residents’ register desk of a commune or city office. At the desk you may have to quote the law that requires a PESEL, and whether a representative can go in your place depends on the office.

    For non-residents

Centrum Obsługi Mieszkańca — CH Riviera

ul. Kazimierza Górskiego 2, CH Riviera, Gdynia

Saturday visits are possible, but only with a booking, so phone first to confirm.

Bring the application stating the legal basis, a valid identity/travel document and available evidence supporting the personal data, such as Polish civil-status records. Ask the requesting institution which provision requires PESEL (Polish national identification number). For foreign applicants outside the EU/EEA/Swiss and protected UK groups, current national guidance requires personal attendance, subject to the specified Poland-born-child exception; do not assume a proxy is sufficient. Incomplete applications require correction within the period specified by the office. Where representation is legally allowed, filing the power of attorney costs PLN 17; check applicable exemptions. A request to correct missing items sets a seven-day response period; failure to comply can leave the application unexamined. Complete eligible requests are handled on the spot, though this is not an unconditional guarantee for every case.
