Offices that issue PESEL numbers to non-residents in Poland

Some take bookings, some use queue tickets, many ask you to phone first

The request goes to the residents’ register desk of a commune or city office. At the desk you may have to quote the law that requires a PESEL, and whether a representative can go in your place depends on the office.

First check whether registering an address would already give you PESEL, then name the law that requires it.

Bring signed application, identity/citizenship evidence, birth and marriage records where applicable, and employment evidence for an unregistered applicant. State the actual legal basis. Supply copies of the relevant birth extract if drawn up and marriage extract if married, plus identity/citizenship evidence. The city specifically asks for an employment certificate from an applicant without address registration. Confirm how the legal basis and any status-specific records must be evidenced; do not substitute the separate PESEL (Polish national identification number) UKR procedure.
