Offices that register EU, EEA and Swiss citizens in Belgium

Appointments, forms and student desks differ by city

Some municipalities want you to choose your category when you book online, others ask you to send a complete file and invite you afterwards, and a few have a separate desk for international students. Which route you follow depends on the municipality where you live.

36 offices
  • Aalst

For EU, EEA and Swiss citizens

    Administratief centrum Aalst

    Werf 9, 9300 Aalst

Book the newcomer appointment and bring all required documents, as the application needs them from the first visit.

Bring valid national identification or an international passport, the supporting documents specified during booking and €24.50 for the annex. Arrange someone to help translate into Dutch if needed. Check the confirmation for photo requirements: photography at the counter is not available for this initial residence procedure. Do not arrive relying only on identity documents when your residence category requires further evidence.

  • Antwerp

For EU, EEA and Swiss citizens

    Loket Migratie

    Maurice Dequeeckerplein 1, 2100 Antwerp

Fill in the online newcomer form first, then attend the appointment you are given, where your application starts.

Use the linked conditions and document guidance for your category before submitting. Bring all requested evidence to the appointment. The process includes an address check and further residence assessment, followed, after approval, by card-ordering and collection appointments. Keep the posted PIN/PUK codes for collection. No fixed processing period or fee is established by this guide.

  • Antwerp

    For international students

Loket voor Internationale Studenten — GATE15

    Kleine Kauwenberg 15, 2000 Antwerp

Use the student desk if you will live in Antwerp for more than three months, and follow its appointment email.

Provide a valid passport’s identity/photo page or both sides of a valid ID, current-year enrolment, health cover valid in Belgium and the signed sufficient-means declaration using the linked template. Insurance evidence may be a valid EHIC, both sides, or recent mutuality/private-insurer confirmation in Dutch, English, French or German. Make your name visible on the bell and mailbox for the police check. If the student desk asks you to resubmit an incomplete file, include all documents again, not just the missing ones. Bring the temporary document and posted PIN codes to the collection appointment.

  • Arlon

For EU, EEA and Swiss citizens

    Hôtel de Ville d’Arlon

Rue Paul Reuter 8, 6700 Arlon

Arrange a visit by phone or email and bring all the proof of your reason for staying to the first appointment.

Arlon asks for four recent passport photos, national identity documents, available birth/marriage records, a driving licence if you have one, and evidence supporting residence. Depending on your ground, prepare an employment contract or Annex 19bis, self-employed enterprise and social-fund evidence, job-search registration/applications, or sufficient means and health insurance. Income earned abroad may require the resources-and-insurance route rather than proof of Belgian employment; ask the team which ground fits your situation. Confirm the full case-specific list and any document formalities before attending. For a new application as an EU citizen, bring proof of EU nationality and the complete evidence for your residence ground when applying for Annex 19. The rules in force since 1 September 2025 do not provide the former three-month period to complete a new application. Booking an appointment is not the same as lodging the application.

  • Bruges

For EU, EEA and Swiss citizens

    Huis van de Bruggeling

Frank Van Ackerpromenade 2, 8000 Bruges

Book an appointment, say how many people are registering, and bring documents that match your reason for staying.

Bring a passport or electronic identity card and a passport photo no older than six months. Employees: employment contract or Annex 19bis employer certificate; include temporary contracts together where needed. Self-employed people: enterprise registration or exemption and social-insurance-fund affiliation, whose confirmation is sent to the municipality. Jobseekers: VDAB (Flemish employment service) registration or applications; keep ongoing search evidence. Flemish guidance says evidence of a genuine chance of employment may be required no earlier than six months after the Annex 19 application, not an automatic six-month loss of residence. Sufficient means: evidence of funds and health insurance covering Belgium; partner or foreign income may count, assessed individually without one universal minimum. Confirm the full checklist with Niet-Belgen, including any foreign-document formalities.

  • Brussels

For EU, EEA and Swiss citizens

    Brucity — Foreigners’ Office EU

Rue des Halles 4, 1000 Brussels

Choose your category when booking online, such as employee, self-employed, jobseeker or joining a family member.

Bring a passport or national identity card and an ICAO-compliant photo no older than six months. Employees need a contract for at least 12 hours weekly and three months, or an employer certificate. Self-employed applicants must first join a social insurance fund and show Crossroads Bank for Enterprises registration with a company number; the fund sends its affiliation certificate directly to the municipality. Sufficient-resources applicants need health insurance valid in Belgium and profile-specific income evidence: pension/disability certificate with monthly amount; capital/property evidence; supporter payslips; neighbouring-country employment contract plus three payslips; or freelance accounts showing average monthly income. Ask for the checklist matching your situation. Jobseekers: add proof of registration with Forem, Actiris or VDAB (Flemish employment service), or copies of job applications. EU-family applicants: bring the relationship evidence for your category. Spouses need a marriage certificate; registered partners need partnership/cohabitation proof and evidence of a durable relationship; de facto partners need durable-relationship evidence. Children under 21 need a birth certificate and, if minors, parental authorisation. Children over 21 and dependent ascendants need a birth certificate and financial-dependence evidence. Civil-status documents must be originals, legalised/apostilled where required and translated into French or Dutch by a sworn translator if in another language; an overseas translator’s signature may also need legalisation/apostille. If joining a person registered through sufficient resources, add their proof of means to support you and health insurance valid in Belgium. Bring the complete file: missing required documents prevent submission.

  • Brussels

    For international students

    Brucity — Foreigners’ Office EU

Rue des Halles 4, 1000 Brussels

Book student registration online, then wait for the separate invitation to order your residence card.

Bring a passport or national identity card, an ICAO-compliant photo no older than six months, proof of enrolment and health insurance valid in Belgium. Also prepare a declaration that you have sufficient resources for your stay, or equivalent evidence of your choice, and ask the municipal team how to include it with your initial application. This is part of the EU student residence conditions, alongside enrolment and health cover. Submit the complete file at the initial application; do not rely on a further three months to supply missing evidence.

  • Brussels

For EU, EEA and Swiss citizens

    Louise liaison office

    Avenue Louise 240, 1000 Brussels

Book online, choose the Louise location when it is offered, and check the venue on your confirmation.

Bring the complete file: missing required documents prevent submission.

  • Brussels

    For international students

    Louise liaison office

    Avenue Louise 240, 1000 Brussels

Bring your complete file to the booked visit, and expect a later invitation to order the residence card.

  • Charleroi

    Service des étrangers

Rue des Forgerons 102, 6001 Charleroi

Come on a weekday morning with a complete file, and use the contact form first to check which documents you need.

Bring a valid passport or national identity card, one recent identity photograph taken within six months and the complete evidence for your residence basis. Confirm the required employment, study, resources or other supporting documents for your circumstances; a passport and photo alone are not a complete residence file. Booking an appointment alone does not count as lodging the application; annex 19 marks its formal introduction.

  • Eupen

For EU, EEA and Swiss citizens

    Stadtverwaltung Eupen

    Am Stadthaus 1, 4700 Eupen

Visits are appointment-only, so book a consultation online or by phone and explain your situation.

Prepare identity/passport and the evidence for your residence ground: employment contract or Annex 19bis; enterprise registration/exemption and social-insurance affiliation for self-employment; employment-service registration or applications for job search; or sufficient means and health insurance. EU students need enrolment, insurance and resources evidence. Ask the foreigners team for the full local checklist, photo requirements, translations and current fees before attending. A residence-card order comes after the relevant registration steps.

  • Evere

For EU, EEA and Swiss citizens

    Gemeente Evere — Dienst Vreemdelingen

    S. Hoedemaekerssquare 10, 1140 Evere

Send your complete file once, then wait for the town hall to invite each applicant to a personal appointment.

Prepare valid passport or national ID, Evere address and evidence matching your residence purpose. Email all attachments together as PDF or JP(E)G. Bring originals and a white-background photo no more than six months old. The city expects thirty working days for initial processing, followed by the police address check and later document/card steps; some decisions belong to the Immigration Office and can take six months.

  • Genk

For EU, EEA and Swiss citizens

    Stadhuis Genk

    Stadsplein 1, 3600 Genk

Use the dedicated family appointment and prepare proof of your citizenship and your family relationship.

Prepare proof of EU citizenship and the original marriage, parentage or partnership documents, with the Dutch translation the city confirms for your case. A durable-partner request needs additional relationship evidence, such as meeting history, living together or a common child, depending on the route. Ask which periods and formal documents apply; do not assume every relationship uses the same proof. For an intended EU stay over three months, apply within three months of entry with the complete file; booking alone is not filing.

  • Genk

    Stadhuis Genk

    Stadsplein 1, 3600 Genk

Book the arrival appointment for a long stay and bring your complete file with you.

Prepare a valid national identity card or passport, birth certificate, any relevant marriage certificate, health-insurance evidence and proof supporting your chosen status. Proof of status can be an employment contract exceeding three months for at least twelve hours weekly, or enterprise registration with KBO for self-employment; ask what alternative evidence applies to your circumstances. Bring the complete file to the first appointment and check translation requirements. Do not assume the later EU-card order or collection is included in this visit.

  • Ghent

For EU, EEA and Swiss citizens

    Dienst Burgerzaken – Migratie

    Woodrow Wilsonplein 1, 9000 Ghent

Use the online newcomer form, pick your reason for staying, such as work or own means, and bring all proof at the start.

Everyone needs valid identification or a passport. Employees: the city asks for a Belgian contract or Annex 19bis employer certificate, including qualifying temporary contracts, for at least three months and twelve hours weekly; ask Migration about other cases. Self-employed applicants: provide a recent complete Crossroads Bank for Enterprises extract or exemption certificate and social-insurance-fund affiliation; the fund sends the confirmation directly when registration is in order. Self-employed assistants under twenty should ask about the exemption certificate and enterprise extract. Jobseekers: provide VDAB (Flemish employment service) registration or job-application evidence. Keep evidence of ongoing applications and report work or self-employment promptly. Ghent asks for further evidence after five months; Flemish government guidance explains that proof of a genuine employment chance can be required no earlier than six months from the Annex 19 application. Clarify any earlier deadline with Migration. Unemployment at six months does not automatically end residence where continued search and genuine chances are demonstrated. Sufficient means: bring health-insurance evidence and proof of funds in addition to identification. This route is for people not working or studying; it is not an application for OCMW (public social welfare centre) financial assistance.

  • Ghent

    For international students

    Dienst Burgerzaken – Migratie

    Woodrow Wilsonplein 1, 9000 Ghent

Send the complete student form soon after you arrive, ideally within ten days, and wait for the card invitation.

Prepare a valid passport or identity card, enrolment from a Belgian educational institution and health insurance covering medical costs for a long-term Belgian stay. Include any additional residence-condition evidence requested for your case; an incomplete file cannot be processed. Keep the confirmation and report address changes. A five-year EU card applies while the conditions remain met; an EU+ application after five years of continuous lawful residence is a separate assessment, not automatic permanent residence.

  • Hasselt

    Stadhuis Hasselt — 't Scheep

    Limburgplein 1, 3500 Hasselt

Book a first appointment and bring a complete file, as an incomplete application cannot be opened.

Bring valid national identity or passport, the required recent photograph and evidence for your category. Students should check enrolment, health cover and means requirements; workers should check employment evidence. Use the official checklist linked by Hasselt rather than applying every category’s documents to everyone. The municipal application is free; a later card has a separate fee, so confirm it because the information about it is inconsistent. Booking an appointment alone does not count as lodging the application; annex 19 marks its formal introduction.

  • Kontich

    Gemeente Kontich — Burgerzaken

    Gemeenteplein 1, 2550 Kontich

Ask the citizens’ service for the EU long-stay appointment, and bring every supporting document to the first visit.

Bring a valid national identity card or passport and a compliant colour photo no more than six months old. Workers need employment evidence; self-employed applicants need business-register and social-insurance evidence. Students need enrolment, health cover and resources. Jobseekers need job-search evidence and evidence of a genuine employment prospect. Ask for the exact checklist for your category before buying translations.

  • Kortrijk

For EU, EEA and Swiss citizens

    Burgerzaken

    Leiestraat 21, 8500 Kortrijk

Book the EU newcomer appointment and apply within three months of arriving, with evidence ready at the first visit.

Bring valid identification, two recent passport photos and relevant documents such as a birth certificate or civil-status evidence. Check the complete checklist for your residence ground with Andere Nationaliteiten before the visit. Your ID and photos alone are not enough: bring evidence of work, job search, self-employment or insurance and resources where required. Contact Burgerzaken on 1777; general opening hours do not mean an immigration appointment is available. Employment evidence normally means a contract or Annex 19bis employer certificate; for self-employment, bring enterprise registration or exemption and proof of social-insurance-fund affiliation. Jobseekers can provide VDAB (Flemish employment service) registration or job applications. For sufficient means, prepare financial evidence and health insurance covering Belgium. The city confirms what is needed in your particular case.

  • La Louvière

For EU, EEA and Swiss citizens

Cité administrative – Département de la Citoyenneté

Place Communale 1, 7100 La Louvière

Book an appointment online or by phone and explain your reason for staying, so staff can tell you which proof you need.

Prepare a valid identity card or passport and evidence for your residence ground; ask which employment, study, resources and health-insurance documents apply. The EU application must be lodged within three months of entry. Since September 2025 the required supporting file must be complete when lodging it; contact the city early rather than relying on a later appointment reservation.
