Start with your insurer, who normally files the registration online, and book a counter visit only if that fails.
Have the completed, dated and signed pink registration application and the insurance evidence ready. For a used car, also obtain the previous registration certificate (CIM), or the police document if it is missing. Check the inspection stamp: the used-car application is valid for two months after the inspection. If WebDIV rejected the application, include the rejection screenshot and the form with insurance vignette. A representative needs authorisation in box X10 with their identity, National Register number, and both signatures. Check case-specific requirements before travel; booking does not guarantee approval or immediate plates. For a vehicle brought from another EU country, follow the separate EU-import procedure before seeking registration: complete the E705 customs step, keep the foreign registration certificate and consult your insurer. Technical pre-registration is optional for private individuals; without it, DIV (Belgian vehicle registration authority) handles the registration application. In that import procedure, the used-car or administrative inspection step applies when the vehicle is not already registered in your name. This does not waive other inspection or approval requirements for your vehicle. E705 is an electronic customs signal to DIV; a downloaded summary is not valid on its own without the matching signal. The administrative E705 formalities are free. Prepare purchase or ownership evidence, the foreign registration document and identity evidence; a non-EU import also needs the import declaration. For an EU import rejected by WebDIV, get the original foreign registration certificate back from your insurer together with the rejection screenshot and the application bearing the insurance vignette. Send or present that complete file to DIV; a photocopy alone does not replace the original required by the import procedure.
